对领导干部进行基本国情教育是中央赋予干部学院的基本职能之一。中国井冈山干部学院要搞好基本国情教育,一是要把握中国国情变化的特点,努力增强干部基本国情教育的时代性;二是要把握学院的特点,努力增强干部基本国情教育的独特性;三是要把握干部队伍结构、素质变化的特点,努力增强干部基本国情教育的针对性。

Poor versus rich countries: a gap in public attitudes towards fiscal solidarity in the EU

Abstract

Existing research has primarily focused on the role of utility and identity in shaping individuals’ European Union (EU) preferences. This article argues that macroeconomic context is a crucial predictor of attitudes towards transnational financial assistance, which has been omitted from previous analyses. Using data from the 2014 European Election Studies (EES) Voter Study for 28 EU member states, this article demonstrates that citizens living in poorer EU countries are less willing to support fiscal solidarity than their counterparts in more affluent countries. Country affluence serves as a heuristic, moderating the relationship between individual-level utility and identity considerations and willingness to show solidarity to member states with economic difficulties. When a country does not fare well economically, citizens’ views on providing help to others remain negative, irrespective of individual-level utilitarian and identity considerations. Our findings have implications for understanding the decision-making calculus underlying preference formation.

城市房屋拆迁中司法强制执行问题的法律思考

拆迁引入司法裁决机制,可以通过司法的力量,强化对行政权力的监督和制约,给行政权力在拆迁中戴上法律的枷锁。本文从《国有土地上房屋征收与补偿条例》中有关司法强制执行的法律规定入手,分析司法强制执行在城市房屋拆迁中的价值、启动的条件、现实运行中存在的问题,并由此提出完善这一制度的建议,旨在能有效解决城市房屋拆迁过程中司法强制执行出现的问题。     

Managers’ Turnover in the Public Sector—The Role of Psychosocial Working Conditions

An important challenge for public organizations is to attract and retain skilled managers. The present study explores how profiles of psychosocial working conditions, assessed by the combination of managerial-specific job demands and job resources, longitudinally predict managers’ turnover intentions and actual turnover in Swedish municipalities. Considerable effects of managers’ psychosocial working conditions on turnover intentions but not on actual turnover were found. Thus, poor working conditions may result in psychologically detached managers in public organizations, which may have considerable and costly effects on both the organizations and the managers, in terms of decreased commitment, performance, and impaired health.

Towards a More Enabling Representation: Framing an Emergent Conceptual Approach to Measure Social Conditions Following Mega‐Event Transformation in Manaus,Brazil

This paper presents a conceptual and methodological approach for researching social conditions to understand how urban change and development affects a community and its residents. Manaus, in Brazil's Amazonia region, received much criticism after US$300 million that was spent on a 40,000+ seat (upgraded) stadium in a city with no regular sporting tournaments. This paper positions the need to look beyond tangible features and assess social impacts based on community perceptions using ethnography to locate local meanings of social transformation. Attention is needed in communities adjacent to new stadium developments in Manaus to understand inclusion, exclusion and social leveraging.
