人人贷于2005年诞生于英国伦敦,作为一种新兴的民间借贷形式和一种信贷方法的创新,因其高效便利、覆盖面广等优点而得以蓬勃发展。人人贷的发展对于满足个人生产需求、促进资金流动、提高闲散资金的利用率、完善信贷体系等都具有重要作用。但是也因其门槛儿较低、监管缺位、信用体系不健全等而存在诸多风险,尤其是经济犯罪风险,使得相关法律的制定和监管的跟进都非常必要。因此,要增强风险意识,明确监管职责,建立一个完善的监管监督体系,以保障人人贷行业的健康、有序发展。  相似文献

Abstract

Public policy should be directed at serving the large number of borrowers who have recently taken out subprime loans and who are at serious risk of losing their homes when their mortgages reset. Practicing forbearance and providing counseling for defaulting homeowners, as well as allowing them to refinance into a Federal Housing Administration loan, can be particularly helpful. Broad changes in housing programs and in the structure of the mortgage market should be considered on their merits as good or bad public policy for the long term, not simply as solutions to the subprime problem.  相似文献

Abstract

Regional economic downturns, speculation on skyrocketing home prices, and rampant unfair and deceptive mortgage lending practices have combined to create the perfect foreclosure storm in America. More than 2 million foreclosures are expected to occur during the next 12 to 18 months. Common to all three of these contributing factors is the reality that effective regulation of the mortgage market would have greatly limited damage from foreclosures.

This article traces the origins of the subprime market crisis and the resulting impact of foreclosures on the housing market, minority households, and the economy. The article also reviews the effectiveness of current interventions to mitigate or limit foreclosures and recommends broader solutions to help families maintain their homes.  相似文献

我国当前民间借贷市场已经进入高级阶段,资金供需两旺,并具有迅速走红网络经济的发展趋势。然而,民间借贷相关立法滞后,市场监管缺位,司法主导突出,整个市场呈现出产生发展的内生化、投资主体的多元化、交易形式的电子化、法律规则的零散化、法律地位的尴尬化以及裁判结果依赖指导性解释等特征。民间借贷组织的主体地位问题、民间借贷合同的效力认定问题、民间借贷利率的法律管制问题、网络借贷平台的风险控制问题以及民间借贷交易的信息监测问题等日益突出,加强监管立法和监管机构主动执法,依法规范民间借贷行为,严厉打击高利贷,已成为金融生态建设中民间借贷法律规制的必然选择。  相似文献

本文从垂直一体化的发电、输配电、售电三个环节对伪满洲国的电力产业政策进行了梳理、分析,揭示出了伪满洲国电力产业政策的畸形性及掠夺性。伪满洲国是日本帝国主义对中国东北进行殖民侵略,制造的傀儡国家,而决非"独立国家"。就其国民经济而言,亦是作为日本宗主国经济的附属物而存在的殖民地经济,并非是独立的形态。伪满洲国的电力产业政策同其他经济政策一样,是日本法西斯战时统制经济政策的一部分。如果说有什么不同,那也只是由于电力产业具有国民经济基础的特性,使得电力产业政策居于伪满洲国统制经济政策的核心地位。  相似文献

Abstract

The proliferation of Web 2.0 platforms that aim to facilitate social action, often connected to international development or environmental sustainability, has contributed to the ongoing popularisation of development. In this article, I argue that it has resulted in the digitally-enabled constitution of everyday humanitarians, who are everyday people supportive of poverty alleviation. Kiva.org, a US-based online microlending platform that invites everyday humanitarians to make US$25 loans to Kiva entrepreneurs around the world, is a prime site to study these processes. I show how Kiva cultivates supporters through the mediated production of affective investments, which are financial, social and emotional commitments to distant others. This happens through the design of an affective architecture which in turn generates financial and spatial mediations. While these result in microloans and attendant sentiments of affinity, they also lead to financial clicktivism and connections that obscures the asymmetries and riskscapes resulting from Kiva’s microlending work.  相似文献
