农村土地权属管理中存在的问题及解决对策

农村土地权属管理是明确农村土地所有权、使用权归属,化解农村土地权属争议的一项重要管理工作。目前,我国农村土地权属管理中还存在着土地权属争议复杂、处理难度大,立法模糊、适用法律不统一,以及基层土地权属管理制度不够完善等一系列问题。为此,必须进一步完善土地立法,明确土地确权原则,加强依法行政,加大对土地权属争议的调处力度,重视有关土地政策法律的宣传工作,同时注重借鉴其他国家和地区的土地管理经验,从而扎实推进农村土地权属管理工作的有效开展。     

The Role of the Scholar-Practitioner in International Conflict Resolution

Can unofficial, academically based, third-party approaches contribute to the prevention and resolution of international and intercommunal conflicts? The article focuses on one such approach, interactive problem solving, which the author has applied primarily in the Israeli-Palestinian conflict. After describing the central tool of the approach, the problem-solving workshop, the article goes on to address the role of interactive problem solving and related approaches to the larger process of conflict resolution. In this context, it discusses the relationship of the microprocess of problem-solving workshops to the macroprocess of international conflict resolution; the relationship between official and unofficial diplomacy; the relationship between practice and scholarship in conflict resolution; the role of the university in the process; and the possibilities for institutionalizing this model of conflict resolution.     

论刑事情报资料的管理及完善

本文简要地论述了两百年来刑事情报资料的发展情况,其中重点论述了美、英、日、德等国的发展水平。进而论述了刑事情报资料在现代侦查中的四大作用：（１）传统作用;（２）使各领域侦查方式全面改观;（３）对付当前各种犯罪的作用;（４）促进侦查民主、科学和公正化的发展。最后,谈及当前我国刑事情报资料管理的问题：（１）自动化程度不高;（２）种类不全;（３）管理分散落后效用低下;（４）有关法律有待完善;并根据这些问题提出了相应的四条完善建议：（１）全面实现刑事情报资料管理计算机网络化;（２）统一标准扩大刑事情报资料收集存储种类;（３）建立健全与刑事情报资料相关的法律;（４）提高刑事情报资料管理和使用人员的素质。

Post-crisis Political Normalisation? The 2018 Presidential Elections in the Republic of Cyprus

This article takes stock of the most recent presidential election in the Republic of Cyprus and connects it to broader currents in post-crisis European political settings. Although the elections took place against a backdrop of improving economic prospects, the crisis has left its political mark in a number of areas we identify that include a growing political fragmentation, the rise of the far right and increased voter abstention. The empirical analysis focuses on the media campaign and draws on a topic-modelling approach to identify and contrast emphasis given to policy issues over the two electoral rounds. The policy themes identified clustered around two dominant dimensions of political conflict: the Cyprus conflict and the economy.     

Development and testing of a comprehensive ageing problem scale for community-living older adults in South Korea

This study was undertaken to develop and validate an instrument for gerontological policymakers, practitioners, and researchers to comprehensively assess the nature and severity of problems experienced by older adults. The Comprehensive Ageing Problem Scale (CAPS) for older adults living in the community was created as a reliable and valid instrument that is easy to use. A cross-sectional strategy was utilized, in which a total sample of 1060 older South Korean adults was selected (through a proportionate random-stratified sampling method) from four regions nationwide. The psychometric properties of the instrument were verified using item analysis, exploratory factor analysis (EFA), and confirmatory factor analysis (CFA). To achieve cross-validity, the total sample was randomly divided into two groups. The first group (for the EFA) was employed to identify the factor structure of the initial scale. The second group (for the CFA) was used to confirm the factor structure of the revised scale with the first group. The final version of the 19-item CAPS with four factors showed good internal consistency and a CFA confirmed the acceptability of the model fit.     

Change and Continuation: Masculinity,Driving, and Disability in the Lives of “Young Problem Drivers” in the Aftermath of Severe Road Traffic Accidents

ABSTRACT

In research on traffic injury prevention, young male drivers willing to take risks are known as “young problem drivers” and have been identified as the greatest road safety challenge. This intersectional study draws on interviews and participant observation, and employs a masculinity perspective to explore how 12 young, male drivers who were injured in severe accidents assess driving after their accidents and ways in which they construct their identities as disabled men. While the participants cited their accidents as a turning point that prompted a change in their attitudes and practices regarding driving, they often continued to engage in deviant driving practices, especially speeding. In addition, the men tended to distance themselves from the social category of disability. We propose that the field of traffic injury prevention would benefit from supplementing the biological approach in the research literature with cultural perspectives on the internal logics and prevailing masculinity discourses that guide the choices of young, male drivers. Also, we argue that the men’s negotiation of disability illustrates the stigma still attached to the social category of disability.

由于历史的原因,电力集体企业形成了包括集体职工、全民职工、外聘人员和劳务派遣工四类用工形式的多元劳动用工模式.在这种多元劳动用工模式下,集体企业的劳动用工管理存在以下显著问题:集体职工“三角形”劳动关系存在隐患,全民职工的借调、借工现象普遍存在,用工管理方式与企业性质脱离,职工身份差异导致待遇差距,外聘人员劳动合同管理不规范等,这些问题极易诱发劳动纠纷,并产生相应的法律风险.因此,对电力集体企业的劳动用工进行规范管理具有重要意义.
