试论用“关爱”抗击艾滋病恶魔

根据当前及将来艾滋病在我国发展的态势,我们应当充分认识到艾滋病已不单纯是一个医学问题,也是一个社会问题.给艾滋病病人和艾滋病病毒感染者有一个良好的社会环境和正常的生活环境,就有利于控制艾滋病蔓延,有利于减少或避免艾滋病病毒的感染,有利于社会安定.从这个角度来说,关爱艾滋病人和艾滋病感染者,是抗击艾滋病恶魔的一个重要方面.     

建筑工程招标投标的法律约束力

建设工程招标投标作为一种竞争性缔约方式,具体包括建设工程招标、投标、开标、评标、定标和签订合同诸程序。法律规定和交易习惯对各个招标投标缔约程序均有特殊要求。只有符合法律要求的缔约行为才受法律保护,也只有受法律保护的缔约行为才会产生预期的法律约束力,才能达到维护公共利益、保证平等竞争的目的。     

The EROI of agriculture and its use by the Via Campesina

Via Campesina supports peasant and small farmer agriculture both in the South and in the North. Its basic doctrine is that of ‘food sovereignty’. It is a movement that defends an ‘ecological neo-Narodnism’. Among the analytical tools used by this international peasant movement is the comparison between the energy efficiency of traditional small farm agriculture and modern industrial agriculture. This article briefly recalls the history of agricultural energetics, and then looks at the use of the concept of EROI (energy return on energy input) by Via Campesina when it claims that ‘industrial agriculture is no longer a producer of energy but a consumer of energy’, and that ‘peasant agriculture cools down the Earth’. The absence in Marxism of a tradition of analysis of energy flows is also reviewed here, since it is of interest in order to bring together the classic economic concept of decreasing returns with the more recent notion of a declining EROI. The article also draws on work analysing how environmental activists use concepts from ecological economics, while at the same time ‘activist knowledge’ contributes to ecological economics in a two-way communication between activism and science.

Do Project Pedagogies Make a Difference?

Community-based action research (CBAR) encourages students to view internships and other civic-engagement opportunities as the first steps in collaborative projects that build long-term relationships with community partners and model how democracy works. We marshal longitudinal data, qualitative and quantitative, on both attitudes and behaviors to demonstrate meaningful impacts of community-based work by university students. Our approach to this difficult question involves the use of a treatment group contrasted with two distinct control groups: one situated somewhat closely to the experiences of the treatment group and one more distantly. Despite the difficulty of developing metrics of attitude and behavior change over relatively short periods of time, we achieve leverage on the question of how project pedagogies and experiential learning shape civic attitude formation and associated changed behaviors.

学习型农村基层党组织:一个富有创造性的系统工程

建设学习型党组织是建设学习型政党的基础性工程,由于农村物质基础较差、党员干部文化水平相对较低等原因制约,建设农村学习型党组织任务就显得尤为艰巨,需要从营造学习环境、发挥典型示范、创新学习方式、探索学习动力机制、提供学习保障等方面全面推进才能凑效。     

关于“刑事数码图像标准化技术”项目的研究

根据我省各地公安机关制作刑事照片案卷的情况以及管理刑事照片和档案的现状,本项目组对如何应用信息技术对各类刑事照片案卷按照《刑事照相制卷质量要求》进行模板化和标准化制作,并对刑事案件照片和档案进行科学化管理展开研究,开发出了一套适用于各级公安机关刑事技术部门的“刑事数码图像标准化技术”应用软件,经在我省部分县市公安机关试点应用,取得了很好的效果,具有一定的推广应用价值。     

账户质押论纲

账户质押是担保人依据与债权人的约定,将自己在银行开立的某些或全部账户及账户中的资金以浮动担保的方式向债权人质押,在债务人不能按时履行债务时,债权人可以账户中的资金优先受偿,并可以接管使用此账户的一种担保方式。我国目前立法及司法均不认可这种担保方式,但金融实践中却频繁使用,立法的缺失造成了司法管辖权的不当旁落,严重影响了我国的投资环境,当事人也存在诸多实质性误解,增加了纠纷与诉讼。法律应当认可账户质押的权利质押性质,明确账户质押的成立、生效等基本问题,在立法条件成熟之前,可先以部门规章及判例对账户质押进行规范和引导。     

延边地方财源建设工程的几点思考

实施“地方财政建设工程”是缓解我州财政困难的必由之路。要树立效益财政观念,调整财源结构,增加各种税收,为地方财源配置更多的经济增长点。
