The alleged increase in new governance arrangements is often understood as a challenge, since public leaders are considered to be less able to influence and govern when government is only one out of several stakeholders. Some scholars argue that steering in such settings is fundamentally different from steering in a hierarchical context. This article aims to assess how a classic and generic analytical framework to tools of government, the NATO-scheme developed by Christopher Hood, fits in a setting where local governments attempt to influence networks. Based on in-depth studies of nine urban networks in Norway, we have assessed the toolbox and the use of different tools. The article demonstrates that the suggested generic framework makes sense in a network context. Thus, to bridge the classic literature on policy instruments and the growing discourse on meta-governance would probably be beneficial.  相似文献

‘Travelling ideas’ denotes the fact that virtually identical management ideas crop up more or less simultaneously in similar organizations. Røvik, who recently launched his ‘virus-inspired theory’ approach, seeks to pinpoint the possibility that the encounter between idea and practice may be lasting, ideas may affect practice, and leaders in organisations may play a more active role than the one often depicted in management fashion theory. This article is a contribution to his virus-inspired theory. It focuses on processes in their pragmatic form, as value-creating flows in organisations. We have studied Process Management (PM) as an idea, and how it has penetrated and flourished in the Swedish Customs Service. We argue that the empirical test in this article supports Røvik's belief that a virus-inspired theory gives a richer picture than the fashion theory. Through our analysis we show that four of our six hypotheses, derived from the virus-inspired theory, are strengthened by the empirical story from the Customs Service.  相似文献

Currently, there is an intense debate on the pressures facing public professionals in service delivery. Several studies show increasing discontent among professionals toward policies they have to implement. In this article, we aim to contribute to this topic by analyzing this discontent of public professionals in terms of “policy alienation.” The policy alienation concept is used to frame the experiences of professionals in a coherent theoretical framework. We have used a qualitative comparative case study of Dutch insurance physicians and secondary school teachers to study the factors that influence the degree of policy alienation across different domains. Our article shows that facets of New Public Management are important in explaining the pressures on public professionals implementing public policies. However, others factors are also prominent, and the degree of the implementers' professionalism seems especially important. These insights help in understanding why public professionals embrace or resist the implementation of public policies.  相似文献

The public participation agenda is a significant element of public service reform in Europe and beyond. This article examines how citizen participation in local public services was conce ived and enacted under successive New Labor governments in the UK during the period 1997–2010. It is suggested that the emphasis on public participation was central to the ethos of New Labor. This accounts for the persistence of the participation agenda even in the face of scant empirical evidence that specific engagement and empowerment initiatives were successful. Significantly, there was no single New Labor participation narrative. There were instead several distinct strands, drawing variously from the Party's received traditions of State welfarism, corporatist central-local relations, municipal socialism, Blairite managerialism, and, lastly, mutual cooperativism. The article assesses the legacy of New Labor and public participation in the UK before drawing wider conclusions relating to international experience.  相似文献

This article provides an in-depth review of the successes and challenges of public sector reform efforts in Ethiopia with a view to help other developing countries, particularly African countries, learn from Ethiopia's experiences in this regard so that they can improve the content of and approach to their public sector reforms. It also identifies the gaps in the existing literature and puts forward implications for further research in the area. The public sector reform program of Ethiopia has shown successes particularly in the areas of service delivery to citizens. However, the reform program is entangled with challenges such as lack of accountability and transparency on the part of implementing institutions, inadequate material and moral incentive to employees thus crippling the capacity to manage the implementation process, and participation from the side of different stakeholders.  相似文献

The increasing governmental spending and simultaneously declining income of municipality are two of the most significant challenges of the 21st century. The introduction of the Internet and innovative information and communication tools over the last few decades have led to a cost saving and efficiency advantage in many areas. By far, public administration has not fully profited from these opportunities and advantages. This article seeks to understand the underlying barriers of technology implementation, namely e-procurement, within the public administration area by analyzing the key barriers of central decision makers within the organization. The empirical findings of 289 respondents from the German public administration show that the barrier typologies are identified and that they have a strong impact on the resistance of implementation. However, the collected data could not verify the theoretically postulated relationship between high resistance and low implementation of the new technology.  相似文献

The purpose of this article is to explain the performance management practice in use within one of New Zealand's public service agencies—Child, Youth and Family Services. These practices are described with reference to New Zealand's formal model of public sector management and the professional social work model understood by the majority of the agency's staff. The article draws on recent research into performance management practices in nine of New Zealand's public service agencies that included Child, Youth and Family Services. This involved a number of semi-structured interviews with managers and staff from the national, regional, and local levels of each agency together with a review of relevant documentation.

It is argued that performance management practices exist on a continuum representing the “rationality of control” which extends from a regulative control model of rules and fixed targets to one that is more reliant on shared understandings, learning, and flexible targets. It is further suggested that the institutional structures underlying this continuum determines the extent to which performance management practices within individual agencies are loosely coupled with those used for purposes of external accountability.

The article highlights the tension that exists in an organization that encompasses the substantive logic of “a values-based profession” (Ronnau, 2001 Ronnau, J. The objective of this article is two-fold: first, it studies how German universities organize their purchasing activities, and, second, it identifies patterns in the structure of the purchasing function and analyzes factors that influence the design of purchasing. For this purpose, the article develops an analytical framework based on ideas of contingency and organization theory and presents the results of an empirical study which analyzed the purchasing organization of 65 German universities. The results of the study indicate that German universities use a medium level of centralization and specialization to organize their purchasing activities, and that the purchasing process is highly formalized in most universities. As to influential factors of the structure of purchasing, the study indicates that the number of employees, the number of employees with purchasing-responsibility, the purchasing volume, and the number of students enrolled at the university influence the structural variables.  相似文献

Public administration suffers from the problem of the logical division between facts and values if modernity is seen as the thoughts of logical positivism and instrumental rationalism. The instrumental rationality of modernity presented the concepts of efficiency, effectiveness, expertise, professionalism, accountability, and democracy and other issues in PA. On the other hand, interpretivism is based on the belief that there is no objective reality out there and reality is socially constructed. Reality is not something that exists outside the researcher as is the case under the positivist perspective. This article discusses how the two different theories, positivism and interpretivism, influence the way of thinking and practicing in the field of public administration.  相似文献

Stemming from different theoretical perspectives the article examines the conflicts of interest arising among the actors (citizens, local governments, private shareholders, service providers) that at various levels are involved in local public utilities governance systems. The main results of a multiple case study analysis on 10 Italian listed local public utilities are summarized. Different and coexisting situations of conflicts of interest among multiple principals and agents are identified. In this context, governance mechanisms (e.g., the board of directors) have different roles and functions and may prevent and mitigate such conflicts. However, our findings suggest that the ownership structure influences board composition and functioning and that higher numbers of independent directors do not necessarily mean “actual” board independence. The article contributes to the debate on conflicts of interest and governance mechanisms in local public utilities.  相似文献
