The investment approach to public service provision is now receiving considerable attention worldwide. By promoting data‐intensive assessments of baseline conditions and how government action can improve on them, the approach holds the potential to transform policy development, service implementation, and program evaluation. Recently, variations on the investment approach have been applied in Australia to explore the effectiveness of specific programs in employment training, criminal justice, and infrastructure development. This article reviews the investment approach, presents a Public Investment Checklist to guide such work, and discusses three examples. It concludes by considering the implications of investment thinking for the work of policy designers and public managers.  相似文献

This paper argues that recent developments in practice and theory provide a more promising basis for public service reform in developing countries than we have had since at least the turn of the century. There have been significant instances of large‐scale reform success, such as Nepal's Public Service Commission and Malaysia's delivery unit, Pemandu, and also “pockets of effectiveness” in individual agencies in many countries. They contribute to a more fruitful and diverse repertoire of reform approaches than generally realized. Policymakers can draw on all those instances and types of reform, together with relevant rich country experiences, as they improvise and tailor responses to their always unique reform problems. Proceeding in this way helps reformers to expand the “reform space” available within the political economy. Donors can help reformers if they facilitate reform in the spirit of the Busan Partnership rather than impose their preferred models. In short, the new direction which this paper identifies can be stated as creative problem solving by local actors facilitated by sympathetic donors, building on examples of reform success and drawing on a repertoire of poor and rich country reform approaches.  相似文献

This article explores two theoretical possibilities for why personal health may affect political trust: the psychological‐democratic contract theory, and the role of personal experience in opinion formation. It argues that citizens with health impairments are more likely to experience the direct effects of political decisions as they are more dependent on public health services. Negative subjective evaluations of public services can lower trust levels, especially if people's expectations are high. Using European Social Survey data, the association between health and trust in 19 Western European states is analysed. The results indicate that people in poor health exhibit lower levels of trust towards the political system than people in good health. The differences in trust between those in good and poor health are accentuated among citizens with left‐leaning ideological values. The results suggest that welfare issues may constitute a rare context in which personal, rather than collective, experiences affect opinion formation.  相似文献

The purpose of this paper is to firstly identify and synthesise critical measurement themes in extant academic literature concerning performance measurement in cultural precincts. Secondly, the paper posits for consideration a holistic and systematic framework (which embraces those themes) for developing appropriate performance measures for cultural precincts. The outcomes in this paper (a) confirm and clarify the complexity of performance measurement needed, (b) furnish a framework for practitioners embarking on the development of such measures, and (c) indicate the conceptual and pragmatic challenges faced in developing and enacting appropriate and meaningful measures for cultural precincts. Consequently, this paper serves as a conceptual positioning paper and a practical embarkation point for practitioners willing to engage with and pursue this phenomenon. Thereby, it endorses more dialogue on and further research and analysis of performance measurement in government operated cultural precincts.  相似文献

The paper delineates three debates, which will be conflated. One line of discussion relates to public goods at a transnational level. Here, the referencing of debates regarding the characteristics of ‘a common good’ will be of significance. A second strand addresses the group of countries known as the ‘rising powers’ and the role these countries could play towards a globalised common good. A third discussion thread analyses South Africa as a case study for the main rising power on the African continent. By creating connections between the lines of discussion, this paper drives forward the debates on how the role of rising powers can be conceptually repositioned in the light of a changing global context, and explores how these countries can respond to global challenges.  相似文献

Mantovan’s article analyses the processes that lead to discrimination against migrants in the public spaces of Italy’s towns. Her analysis is based on a three-year research project conducted in northeastern Italy using mixed methods—ethnographic observation, semi-structured interviews, a press review, an analysis of relevant documentation and data collection—and remaining constantly in touch with research conducted in various Italian cities. Starting from an idea of a city whose evolution is the product of alliances, conflicts, active networks of individuals and their respective competing interests, Mantovan sheds light on how discrimination against immigrants in Italy’s urban public spaces is the result of a process of social construction implemented by a number of social actors (journalists, citizens’ committees, politicians and police forces) who represent the visible presence of migrants in these public spaces as deviant and unlawful, especially if they are undocumented immigrants and/or of low socio-economic status. She also argues for the importance of taking into consideration the contribution of economic and political dynamics, both global and national, to the generation of these phenomena by interacting with those at the local level.  相似文献

Shmidt’s text discusses the specifics of internal colonialism in the discourses and practices of the dominant group (Czechs) concerning Slovaks and Rusyns, ethnic groups from the peripheral, eastern areas of interwar Czechoslovakia. By targeting the reproductive patterns of these groups, seen as undesirable by the authorities, internal colonialism shaped the discourse about children by consistently opposing the normalized childhood inside the nation to the supposedly abnormal child development outside the civilizing process. Shmidt focuses on three interwar projects aimed at introducing new public health practices as an ‘infrastructure of dependence’ with regard to the peripheral groups. Being directly supported by the Rockefeller Foundation, these projects contributed to building the new Czechoslovak nation and securing its international legitimacy.  相似文献

The Daily Mail's coverage of the 1993 race murder of Stephen Lawrence has been held up as an example of newspaper journalism at its best. It is a cause of pride to the paper, which has asserted that its 1997 front page accusing five men of the murder, and the comment and reporting that followed, brought about significant social and policy changes and helped achieve justice. The coverage has also been cited by the paper to rebut critics who accuse it of intolerance. Examined in detail here and set in their context, the paper's claims about its role in the case prove to be either exaggerated or not supported by evidence. The Mail's engagement in the Lawrence case involved a famous instance of editorial brilliance, but insofar as its campaign brought about or contributed to changes, they were not usually changes sought by the paper and they were sometimes contrary to its aims.  相似文献

This article investigates citizens’ refusal to take part in participatory and deliberative mechanisms. An increasing number of scholars and political actors support the development of mini‐publics – that is, deliberative forums with randomly selected lay citizens. It is often argued that such innovations are a key ingredient to curing the democratic malaise of contemporary political regimes because they provide an appropriate means to achieve inclusiveness and well considered judgment. Nevertheless, real‐life experience shows that the majority of citizens refuse the invitation when they are recruited. This raises a challenging question for the development of a more inclusive democracy: Why do citizens decline to participate in mini‐publics? This article addresses this issue through a qualitative analysis of the perspectives of those who have declined to participate in three mini‐publics: the G1000, the G100 and the Climate Citizens Parliament. Drawing on in‐depth interviews, six explanatory logics of non‐participation are distinguished: concentration on the private sphere; internal political inefficacy; public meeting avoidance; conflict of schedule; political alienation; and mini‐public's lack of impact on the political system. This shows that the reluctance to take part in mini‐publics is rooted in the way individuals conceive their own roles, abilities and capacities in the public sphere, as well as in the perceived output of such democratic innovations.  相似文献

Scholarship has increasingly acknowledged the importance of public attitudes for shaping the European Union's Common Foreign and Security Policy. Economic sanctions emerged as one of CFSP's central tools. Yet despite the emergence of sanctions as a popular instrument in the EU foreign policy toolbox, public attitudes towards sanctions are yet to be studied in depth. This article explains public support for EU sanctions, using the empirical example of sanctions against Russia. It looks at geopolitical attitudes, economic motivations and ideational factors to explain the variation in public support for sanctions. The conclusion suggests that geopolitical factors are the most important, and that economic factors matter very little. Euroscepticism and anti‐Americanism play an important role in explaining the support for sanctions at the individual level.  相似文献
