关于完善行政决策听证制度的思考

行政决策听证制度是保障公民权利的一种重要协商民主形式。随着听证制度在我国行政决策过程中的广泛适用,其自身的制度缺陷也越来越暴露,进而直接影响到听证的作用和效果,必须进一步加以创新和完善。     

关于中国财政分权制度的思考

财政分权是财税体制的关键.随着经济发展,我国分税制财政体制的问题逐渐凸现.这与我国非制度化的中央集权,"职责同构"的行政体制密切相关.财政体制改革应当从创新行政管理体制,实现中央和地方关系的法治化、制度化两方面着手.     

网络问政的政府回应逻辑：公开承诺压力与选择性回应——基于66个政府网站领导信箱的实验设计

立足我国制度环境与行政体制,建构了网络问政领导信箱回应运行理论框架,提出影响回应绩效五个影响因素,包括行政系统区域特点与领导者特质两个内部因素,外部因素包括政治压力、舆论压力及诉求压力三个维度。采用德尔菲法建构了领导信箱回应绩效指标体系,并采用实验设计搜集66个领导信箱网络问政回应的有效样本。实证结果显示：政治压力中的公开承诺程度对回应绩效有正向效应,诉求压力中的诉求类别对回应绩效有显著影响,政府回应存在“选择性回应”问题。为了进一步提升政府网站领导信箱的回应绩效,可以完善内部回应流程、公开对外服务承诺与建立自下而上回应性问责机制。     

Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.     

Economics,security, and individual-level preferences for trade agreements

Empirical research on the determinants of individual-level support for trade liberalization has focused almost entirely on the economic effects of trade. Yet, international relations scholarship has long recognized that commerce also has a variety of security implications. This paper explores if and when security considerations influence individual attitudes toward trade. In this study, we ask two questions: First, to what extent do expectations about the security implications of trade affect individual-level attitudes toward trade agreements? Second, does the introduction of security concerns into the discussion of trade agreements influence how heavily individuals weigh their economic costs and benefits? We employ an original experiment embedded in a conjoint survey to investigate the relative impact of a variety of economic and security considerations on respondents’ support for trade. Our findings suggest that security information matters and undermines the appeal of some, though not all, economic arguments for trade liberalization among our respondents.     

Uncovering land tenure insecurities: tips for tenure responsive land-use planning in Ethiopia

Land-use planning, although a mechanism for development, can also generate insecurity during its implementation. This article argues that tenure security and land-use planning should not be implemented in isolation from each other. It posits that land-use planning – rather than restricting the security of people's tenure – has the potential to serve as a means of securing tenure. The article explores tenure (in)security elements in land-use planning as a crucial challenge in the urban town of Gelan Sidama Awash, Ethiopia. Using data collected through stakeholders’ interviews, it uncovers their tenure security challenges, and outlines a set of measures for enhancing tenure security through land-use planning.     

Modelling trust and contractual arrangements in a local economy

This article investigates trust among dairy value-chain actors to understand the innovative process in a local productive sector in Tunisia. It uses a sample of 45 smallholder farmers chosen randomly nearby existing collection centres in the region. A trust variable is constructed employing 11 ordinal variables based on principal component analysis, and institutional arrangements then modelled to examine the effect of trust on contracting decisions and cooperative membership. The results show that trust is defined by values such as “integrity”, “competence”, and “existence of credible information”, which are preconditions to sustainable contracts. The article contributes to the growing literature which considers social capital, networking and trust as determinants of farmer’s behaviour, as opposed to the classical model of rationality.     

Discourses on countering violent extremism: the strategic interplay between fear and security after 9/11

This article explores the construction of extremism in media discourse, the factors driving specific constructions and the implications of these constructions for counterterrorism policy. We contend that extremism has predominantly and increasingly been framed as a security issue. This article explores the implications of this practice through the framework of securitisation. We measure the average intensity of security framing in 38,616 articles found in three major US newspapers, New York Times, Wall Street Journal and Los Angeles Times, between 20 January 1993 and 19 January 2017 comprising the Clinton, Bush and Obama presidencies, and look at factors influencing the shift in intensity over time. Through our analysis, we show that it is possible to return to a pre-9/11 discourse but that the confluence of real-world events and the strategic choices of political actors have so far prevented this from fully occurring. We then explore the effect of securitisation on public perceptions of the threat from terrorism, finding that increases in the intensity of security framing artificially increases the public’s worry about becoming a victim of terrorism. We conclude by discussing implications for the communication of counterterrorism policy and the requirements for an after, after 9/11 approach     

Talent alone does not suffice: erotic capital,media visibility and global popularity among professional male and female tennis players

Following Catherine Hakim’s notion of the increasing significance of ‘erotic capital’ in contemporary society, this paper addresses the effects of erotic capital in the realm of professional sports. Erotic capital may be closely related to popularity and thus represents a key marketing asset, in particular for female athletes facing a predominantly male audience. These ideas are examined here through analysing the media visibility of top tennis players in the German print media, as well as their global popularity (measured by search engine queries). The results provide further evidence of gender discrimination in sport since they show that the popularity of female athletes depends on their physical attractiveness whereas such a relationship does not exist for male athletes. Given gender-discriminatory consumer and print media preferences, female athletes face strong incentives to adapt to a sexualized sports culture that reinforces hegemonic masculinity.
