ABSTRACT

The paper deals with the issue of overpricing of public procurement in low-performing EU countries. It examines a uniquely large sample of public procurement in 11 Central and Eastern European countries. Hierarchical regression is used to analyze the factors that influence public contract. Our results indicate that institutional factors have a greater impact on overpricing than individual decisions by the contracting authority. Our analysis for low-performing EU countries provides interesting results and also draws attention to behavior that is not typical of the better established and more advanced EU countries. Our results are particularly important for public policy in each country, as they show the direction of regulatory action in the field of public procurement. The results introduce a debate on the appropriateness of “one size fits all” regulations within the EU.  相似文献

How does public opinion influence national asylum policymaking? This article analyses the change in Japan's asylum policy towards Kurdish asylum seekers from Turkey in the mid‐2000s. Although the conservative government of Japan has maintained a strict asylum policy, the government exceptionally applied an ad hoc and more generous policy to Kurdish asylum seekers. After the deportation of two Kurdish asylum seekers to Turkey was politicised in the mid‐2000s, Japan's stringent asylum policy was continuously attacked by criticisms, expressions of doubt, and requests for reform from the public, media, humanitarian activists, and opposition parties. As a result of mounting public criticism, the government suspended the deportation of Kurdish asylum seekers and expanded the opportunities for them to be pardoned from deportation. In Japan and many other democracies, asylum policymaking is complex, but the study concludes that public opinions can be an important factor in its evolution. Certainly, it has significantly influenced the change in Japan's policy towards Kurdish asylum seekers in the mid‐2000s.  相似文献

The notion that through increased state cooperation and dependency, national divisions can be overcome and peace can be secured, is at the core of European integration. Political elites often refer to the devastations of the Second World War (WWII) as a way to convey the added value of European cooperation today. Do references to the devastations of WWII enhance public support for European cooperation today? By presenting evidence from survey experiments conducted in the six largest member states (France, Germany, Italy, Poland, Spain and the Great Britain) in July 2017, this study suggest that they do, albeit only when it comes to financial assistance for other member states in dire economic need. References to the devastations of WWII do not make respondents more willing to support free movement of people or the establishment of a European army. These findings suggest that reminding people of the devastations of WWII triggers a largely transactional response among the public: a willingness to provide financial support, but nothing more. This evidence suggests that securing public support for free movement of people or European security cooperation through historical rhetoric might be difficult to achieve.  相似文献

Judicial Europeanization, particularly European case law and the Rüffert ruling, has created significant legal uncertainty in the use of labour clauses in public procurement, which may constrain national policymakers. However, national actors find ways to ‘push back’ against Europeanization in order to prioritize domestic policy goals. By analysing the long-term political dynamic surrounding public procurement in Denmark, Germany and the UK since the implementation of the revised 2014 public procurement directive, we show how both national actors, and actors at subnational level, where much public procurement actually takes place, contest the Europeanization of public policies. Variation in the willingness and ability of actors to leverage the legal uncertainty to adopt labour clauses results in diverging policy trajectories, but also creates a room for policy innovation. This alters the ultimate outcome of the European regulatory agenda and results in a continued divergence of public policies across member states.  相似文献

ABSTRACT

This article examines how the mediatised context of foreign policy provides new opportunities for political leaders to both frame and project their own leadership role to new audiences. The past ten years have witnessed a sharp rise in political leaders’ use of new social media to communicate on a range of foreign policy issues. We argue that this new media context of foreign policy, combined with a bolstered leadership mandate, has been central to the construction of a more visible public leadership role for the EU High Representative in the post-Lisbon era. Departing from recent scholarship on performative leadership and new media in International Relations theory, we develop an original theoretical framework drawing on Erving Goffman’s dramaturgy of impression management. We employ the concept of “leaderisation” to analyse how mediatisation shapes the leadership process in terms of personification and drama to enable new forms of interaction with followers. We apply this framework in an illustrative case study focusing on the process of negotiating the EU Global Strategy. This diplomatic process provided the High Representative Mogherini with a stage on which she could frame herself in a central leadership position vis-à-vis European citizens to mobilise greater legitimacy for the EU as a global actor.  相似文献

ABSTRACT

Perceptions of threat from Russia’s military activities in Ukraine and President Trump’s critical attitude towards NATO have put the idea of a common European army on the agenda of European politics. Do these strategic threat perceptions also influence public support for the creation of a common European army? Previous research has largely overlooked strategic threat perceptions as individual-level determinants of public support for a common European army. This article explores the empirical relationship between strategic threat perceptions and support for a common European army at the individual level of analysis with representative German survey data from 2018. The multivariate analysis shows that perceiving Russia’s military activities in Ukraine as a threat to Germany’s security, and U.S. foreign and security policy as a threat to the cohesion of NATO significantly increases support for the creation of a common European army, even when the influence of numerous other determinants is controlled for. The findings highlight the importance of considering strategic threat perceptions in future analyses of public opinion on European defence cooperation and integration.  相似文献

律师制度起源于西方,法律职业主义是其主流指导理念。法律职业主义由三大基石构成。随着现代批判性思潮对其批判的展开,有必要重新审视国家主义、商业主义以及技术性职业主义和公共性职业主义的利弊。我国学术界和律师界所持的多是技术性职业主义的观点,政府的管制理念存在一定的模糊与混乱。以容纳多种伦理观为己任的“市民公共领域”理论,可能是建构我国律师职业定位新模式的可行路径。  相似文献

服务型工会平台建设是实现工会组织公共服务供给的重要方式,其在理论上与公共服务供给理论有契合之处,也是公共服务供给侧改革的重要内容。因此,在“互联网 +”背景下建设服务型工会公共平台具有重要意义。在实践中,服务型工会平台建设存在职工认可度不高,工会工作处于信息孤岛状态,缺乏长效机制和专业性,存在信息隐患等问题。为此,在建设中必须突出党的领导,强化互联网思维,打造统一的工会“互联网 +”普惠服务体系,加快建设会员实名制数据库。  相似文献

政策滞后是政策过程中一种不均衡的状态,相对于政策需求而言,政策滞后是一条客观规律。从理性经济人假定出发,政策滞后的原因包括政策主体的自利性及其成本—收益计算;政策需求的非均质、非同一性;政策供给的路径依赖与决策者的有限理性。矫正政策滞后,要发挥政策主体的能动性,优化社会利益聚合、利益表达的渠道,培育积极向上的非正式制度。  相似文献

本文从布坎南关于"租"的论述出发,运用新制度主义方法重新审视"租"的公共政策意蕴,认为公共政策是一种正式制度安排,本质上是关于规定个体和集体选择集的制度安排结构;在制度变迁中,由于不同体制、权利和组织设置而获得的额外收益就是"租",这是公共政策存在的理由;寻租是有成本的,表现为政治交易费用,政府创租和利益集团寻租是不同的两种政治交易过程,表现为公共政策议程;有效率的公共政策选择依赖于制度结构,是制度结构赋予成本和收益以意义。  相似文献
