入世:银行业面临的挑战及对策

入世后五年内，我国将根据ＷＴＯ有关协议全面开放银行业市场。我国银行业作为缺乏比较优势的服务业之一，将面临外资银行的严峻竞争和挑战。因此，我国银行业应当针对自身存在的问题，加快改革开放和创新步伐，不断提高国际竞争力。

国际传播在捍卫与社会主义国家性质相一致的意识形态利益,乃至国家整体安全战略方面有着极其重要的作用。"国家利益至上",是我国国际传播最根本的战略原则;"做国际社会中负责任大国"这一新世纪战略思想,是当前我国国际传播战略中的基本指导思想;"坚持'一国两制',维护祖国统一"方针的宣传,是当前乃至今后我国国际传播中一项极为重要的战略任务。"软权力"正成为现代国际关系中的聚焦点,为应对复杂的安全战略环境,维护国家利益,我国国际传播必须做出正确的战略选择。     

公共政策评估多元模式的困境及其解决的哲学思考

通过对政策评估模式发展的历史考察,文章分析了政策评估模式由单一向多元转变的逻辑以及多元评估模式的困境。并以南水北调移民政策评估为例,解读了当今多元理性下的政策评估仍然存在的多元利益界定不准确、评估模式结构固化等诸多问题。要从根本上解决多元理性下政策评估模式的问题,必须实现政策评估哲学思维的进一步转变,而这一转变应遵循批判性政策分析理论、利益相关者理论以及理性选择理论的基本价值。     

孟子论舜所涉道德判断与选择问题初探——以“不告而娶”为中心

孟子对舜的诸多论述体现出独特的观念：首先,孝作为一种道德原则源于人的本性之善。其次,孝是具有最高价值的道德原则,它不仅能够实现于血亲关系和家庭中,也可推及于社会群体及天地万物,具有强大的示范与感化作用。再次,在具体的实践方式上,为人子者应顺乎父母、得乎父母,对父母时时保持发诸本心的诚与敬。最后,在不同的道德原则发生冲突时,应根据具体情境选择具有更高价值的道德原则作为判断与选择的标准,做到原则性与灵活性的统一。     

Not just ‘friends and neighbours’: Canvassing,geographic proximity and voter choice

The impact of local campaigning on voter choice has been studied within the theme of mobilisation. Grassroots effort can attract votes efficiently, but campaign contact is (potentially) endogenous, so results showing positive effects could be flawed. Experimental solutions to this problem are possible, but could also have low external validity. Drawing on the electoral geography literature, this article suggests that endogeneity concerns can be addressed through so‐called ‘friends and neighbours voting’. One source of endogeneity is that that candidates may tend to canvass those living close to their own homes, and those canvassed would be expected in any case to be prone to support local candidates. The problem of endogeneity is reframed and treated as an omitted variable bias. Using unique Irish data on the geographic location of the homes of candidates, as well as data on the location of the voters, the analysis confirms that canvassing has a positive impact on candidate choice independent of the effect of geographic distance. More importantly, these two variables interact. The results point to the relevance of the geographic dimension of electoral politics in driving the endogeneity bias in local campaigning studies.     

Explaining preferences for redistribution: A unified framework to account for institutional approaches and economic self‐interest for the case of monetary transfers for families and children

Explanations of different patterns of preferences for redistribution either highlight the role of the institutional framework in a country or highlight the importance of self‐interest and rational expectations. The study introduces a unified approach to explain differences in preferences for redistributive measures for the case of intergenerational monetary transfers for families and children. Both explanatory approaches are integrated into the action‐based Model of Frame Selection that incorporates normative motives and economic self‐interest into the process of decision making. Using a large sample that deals with questions on the approval of public policies for families and accounts for the normative importance of children and family life in Germany, evidence is provided that both approaches are valid in explaining preferences for government transfers.     

管辖选择权：行政案件管辖制度改革之一剂良方——基于行政诉讼中“官官相护”滋生“告状难”现象的分析

从行政诉讼原被告及法官三方力量博弈的角度看,受制于现行行政案件管辖制度,"当地法院管辖"、"法院裁定管辖"使得强势的行政权与次强势的司法权强强联合成为现实,进而导致弱势的原告"告状难"。司法权行使去当地化,阻断行政权对司法权的不当干扰;司法权行使去裁定化,杜绝司法权不当行使;赋予原告充分的案件管辖选择权,提升其对抗行政权、司法权的能力,促成三方力量平衡,是解决民告官"告状难"的一剂良方。     

加强大学生马克思主义信仰教育

在多元经济、政治、文化的影响下,我国当代大学生的信仰逐步呈现多元化的发展趋势,因此,加强大学生马克思主义信仰教育,已成为我国高校当前一项极其重要而迫切的任务。高校教师要从自身出发,做到思想和行为相统一,在教育内容的选择上做到科学和价值相统一,在教育方式的运用上做到原则和灵活相统一,在教育效果的考核上做到理论和实践相统一,从而使更多的大学生逐步树立马克思主义信仰。     

现代政府建设的方向选择

在新一轮政府体制改革中 ,政府职能转变是被当作主题和重点凸显的。在新的形势下 ,如何通过政府职能转变塑造一个行为规范、运转协调、公正透明、廉洁高效的现代政府 ,这是一个需要进行深层研究和探析的问题。
