公共服务：重塑政府的核心理念

公共行政由统治性和管制性转向服务性 ,标志着公共行政价值范式的根本转变。从观念变革上讲 ,政府公共服务也必须强调“产业化”和“生产力”概念。从技术层次上讲 ,强化公共服务的供给 ,其制度取向是建立起市场作用和政府行为“两手博弈”的供给机制。从转轨时期的实际讲 ,我国存在着对公共服务的强烈需求机制 ,关键是设法促成公共服务的形成机制     

Distributive and procedural justice in the workplace

The interrelatedness of procedural and distributive justice has implications for organizational practice, especially in the area of performance appraisal. I explore these implications by first describing how procedures can influence perceptions of distributive justice: Procedural improprieties can bring to mind the possibility that a more just outcome might have been obtained if only more acceptable practices had been followed. Next I discuss a second form of interrelatedness — how distributive consequences can influence perceptions of procedural justice — by suggesting that the fairness of a procedure can be assessed in terms of its expected-value (typical or most probable) outcome. These points are illustrated by a discussion of howvoice, or the opportunity for employees to contribute information during the performance appraisal process, can affect both appraisal accuracy and perception of fairness.     

经济行为研究的模式与方法

在现代意义上,经济学说到底是一门研究人的经济行为的科学。倡导并注重对人的经济行为的研究,为现代经济学建构了一个“充满人性和人类价值”的理论框架,使经济学成为人的科学,人成为经济学的主体,这一价值取向达到了科学与人性有机地融合,是经济学上的一场“行为革命”。本文拟对关于经济行为研究的模式与方法作一介绍。     

官僚行为研究模式——比较与发展

本文探索了官僚行为研究的基本途径,梳理了四个官僚行为研究流派的特性,力图厘清这些流派所赖以存在的基本价值前提,并建议在官僚行为研究中运用综合模式。该模式应涵盖不同流派所针对的各自不同的官僚行为动机,它将比其它流派更全面地解释公共官僚的行为动机,并将增进我们对官僚的基本行为动机、公共利益和组织绩效之间关系的理解。

转型社会中不同社会群体的政治态度对地方政府行为产生重要影响。从广州社会群体政治态度的调查看,不同社会群体对公共物品和公共服务的需求必然推动政府转变职能,不同群体之间的利益冲突要求地方政府提升危机应对能力,社会参与的不同偏好呼唤地方政府创新公共治理模式。这些影响对促进地方治理有着重要意义。

我国证券市场虚假陈述行为的相关法律在不断进步和完善之中,但在虚假陈述行为的民事责任认定、损害赔偿范围及标准、赔偿司法程序等方面的实施效果并不令人满意,给投资者权益造成了损害,因此在这些方面有进行适当修正的必要。     

社会网络特性对被拆迁居民行为的影响分析

本文从社会网络特性出发,从成本和心理两个维度分析了搬迁家庭因居住空间的变化而对社会资源摄取的影响,借助社会网络理论和观点对城市房屋拆迁中搬迁家庭进行社会学分析,将有助于解决微观行动与宏观社会结构之间的理论鸿沟问题.本文认为,社会网络的改变和破坏将直接导致被拆迁家庭的成本支出增加,同时也会引起精神和心理的失落和压力.认为在制定和执行房屋拆迁政策时必须充分考虑搬迁家庭社会网络的特性,这样房屋拆迁政策才能得到认同和有效的执行.     

Businesses and the Internet: Implications for Firm Location and Clustering

This article discusses the economic and geographical implications of the growing use of information and communications technologies (ICTs) in the production process. In short, ICTs make internal and external communications more efficient and allow faster and more flexible interaction among different agents. These improvements correlate with changes in the internal organization of the business and in its strategic behavior. Those changes have implications for regional economic development.The four sections of the article include a typology of information and communications technologies and a discussion of how they diffuse; an elaboration of the concept of economic clusters and economic space in the context of ICTs; and a review of the methodological issues surrounding the development of virtual (rather than physical) clusters of economic activity.The article's, major insights include the following. Information-based, younger, and smaller businesses, and the service sector, benefit most from the Internet. Many of those businesses are integrated in networks and economic clusters; historically, they are often located in close spatial proximity to each other and/or to their customers. At the same time, a new type of virtual agglomeration is created for some type of activities through Internet interaction, which does not require physical proximity. The article stresses the need for a new paradigm to think about the relationship of business and space.

房地产违法交易行为是指不符合条件擅自预售商品房、捂盘惜售、囤积房源、制造虚假信息恶意炒作、哄抬房价等影响房价的行为,其造成了房地产市场秩序混乱的局面。这不仅使得许多民众居住条件不能改善,而且带来了许多严重的社会问题。在指明其危害性和剖析其可罚性的基础上,建议将房地产违法交易行为犯罪化,以威慑和遏制不良开发商的违法行为,保障民众的居住权,建立安定团结的和谐社会。
