Forgotten Outcomes for Rural Areas in Central Policy‐Making: The Case of Blue Gums in Australia

The expansion of private forestry and the partnership between government and private sector timber growers and processors highlights the issues associated with a functionally based rather than a place based approaches to changing patterns of land use in rural areas. Rural development through blue gum forestry was promoted as a means of revitalising rural communities, providing both economic and social gains to regional areas. The purpose of this study is to examine the economic consequences of policies designed to promote plantation forestry at a local level. It concludes that while plantation forestry may bring benefits to the national economy, these benefits may not be apparent at a local level especially if the industry operates in competition with a viable alternative.

Widening Inter-County Inequality in Jiangsu Province,China, 1950-95

Scholars have heatedly debated the change of regional inequality in China and policies for intervention. However, most studies on China are based on macro regions and provinces, and have paid less attention to trends and mechanisms of regional inequality within provinces. This paper uses time-series county data to examine inter-county inequality in Jiangsu from 1950 to 1995. We find that inter-county inequality in Jiangsu did not change much under Mao and during the rural reform period (1978-84), but dramatically intensified in the urban-based comprehensive reform period (since 1984). Regression analysis reveals that the institutional structure, agglomeration effects, and human capital are important factors underlying the divergence of inter-county inequality in Jiangsu.

现存行政管理体制促成了行政区经济,阻碍了区域经济一体化。要解决这一问题,必须进行行政管理体制的改革,发挥政府、市场与社会等作用,形成三方的协同共进。行政管理体制主要是指基于政府内部行政权力划分的政府机构设置以及运行。表面上,行政管理体制改革应该主要立足于政府内部而展开,但政府并非真空存在,其与市场、社会有着重要关联。消解行政区经济,必须借助于行政管理体制改革,必须立足政府、社会与市场之视域来考察。当代中国语境下,政府需要在这一过程中发挥主导作用。

The paper argues for the possibility of reworking the concept of ideology in such a way as to depend neither on a problematic of truth and error, nor on a division of the world into two parts one of which is more real than the other, nor on an expressive relation of subjects to meaning. The political force of the concept can be retained if ideology is thought as a provisional state of discourse (a function of its appropriation and use) rather than as a content or an inherent structure. Any discursive system produces a particular configuration of subject-positions which are the conditions of entry of individuals into discourse; but these acquire political significance only through the (historically variable) codification of discourse in terms of a play of relations of power, and the positions available can be refused or undermined. Some implications of this argument for models of the social and for discourse theory are discussed
