强制医疗制度是国家医疗保健制度的有机组成部分,强制医疗有广义与狭义之分。狭义的强制医疗,如实施危害行为的精神病患者、甲类传染病患者等;广义的强制医疗,包括预防接种、指定医保单位就医等。强制医疗程序启动的决定主体必须是国家赋予相应权力的机关,其他任何单位不具有这样的权力,因而无权决定强制医疗程序启动。强制医疗主体的确定取决于强制医疗对象的危害程度、广度及时间等因素。  相似文献

ABSTRACT

Personal budgets have been heavily promoted in government policy in England as a means of increasing the personalisation of public services, particularly in the field of adult social care. The Care Act 2014 for the first time creates a statutory requirement for personal budgets to be allocated to all individuals using state funded social care. This article examines how a particular rhetoric has developed in social care policy around personal budgets, which draws freely on the language of the disabled people’s movement and suggests that grassroots ideas are the central purpose for the introduction of personal budgets into policy. It considers whether the promises made in policy are embedded in the 2014 Act and finds that there is a mismatch between claims in social care policy on the one hand and the model of personal budgets created by the 2014 Act on the other. It concludes that the policy rhetoric around personal budgets directly appropriates the language and ideas of the disabled people’s movement while promoting a wholly distinct agenda of public sector marketisation.  相似文献

Abstract

The global financial crisis has ushered in a major housing crisis in many European countries. The paper seeks to shed light on why, despite massive housing crises, there are few policy efforts at tackling it. Probing into the policy paradigms that have informed housing policies, the paper demonstrates a shift towards housing as an asset before the crisis. Increasingly, housing policies have become interwoven with financial markets. This has led to a major policy mismatch after the crisis: while the return of the ‘housing question’ would have required renewed efforts at establishing housing as a social right, de facto policy makers sought to stabilise financial markets. The result is a paradoxical outcome, where neoliberal market-driven programmes are embedded in increased dependence on family wealth. The article demonstrates the shift from housing as asset to housing as patrimony in three different varieties of residential regimes, represented by Ireland, Denmark and Hungary.  相似文献

Public housing policies focus on the needs of low-income households. The level of residential satisfaction plays a key role in the assessment of government performance. This paper reviews researches on the residential satisfaction of inhabitants living in public houses and introduces relevant national practices. Based on data from Zhejiang, we found that the average residential satisfaction level is “relatively satisfactory” on the part of the inhabitants. They seem to be satisfied with the supply quantity but a little dissatisfied with the distribution fairness. The factor analysis suggests key factors that significantly affect the residential satisfaction. The study also shows that most inhabitants expect house quality improvement with big developers and are ready to accept the rising price for better quality.  相似文献

The spatial expression of urban centrality in big cities is generally associated with several urban nodes. The major purpose of this article is to identify the spatial pattern of urban sub‐centres in Mexico City during the period 1989–2009 and how changes in urban centrality have given way to a more polycentric urban structure. A double‐threshold method was used for comparing the polycentric structure of a single city over time examining the variables of number of jobs and tertiary employment density; this approach for identifying employment centres is proven in a megacity of a developing country.  相似文献
