对退役运动员的就业保障和安置面临一定的政策和法律困境。对退役运动员就业保障的研究,首先应着眼于基于什么样的法理和法律根据来保障其就业。实际上,退役运动员的现实状况,符合《就业促进法》中特殊就业人群的外观,在法理上也能够解释。以退役运动员作为特殊就业人群的法律地位所作的制度设计和保障,才在法理上能立足、在制度上有根由、在效力上有根据,并最终达到较好地保障退役运动员就业权之目标。  相似文献

This article explores the politics of older women in post-Soviet Kyrgyzstan, who have emerged as informal leaders in urban neighbourhoods to ‘speak for the poor’ to the state. Their mediating role is crucial for understanding community micro-politics, women’s political agency and more broadly state–society relations in the post-Soviet context. Drawing on in-depth interviews with older female informal leaders, the paper examines their political legitimacy and modes of mediation with the state and elites. Using Bourdieu’s concepts of political capital and ‘double dealings’, the paper argues that older women are important informal mediators, whose representational practices involve communal leadership, protest activism, bargaining and vote mobilization. Their multitasking roles are necessitated by their legitimation struggles and elites’ strategies of state capture. The article challenges the dominant media representation of older women activists as ‘a mob for hire’ and offers a more nuanced account of older women’s politics, addressing a blind spot in the literature on politics in Central Asia.  相似文献

This article addresses an understudied question in the comparative political economy of migration. How have trade unions shaped the attitudes of their members toward immigration? Unions are at the core of left-wing politics in most European countries, and support for immigration is usually a left-wing position. However, many of the core constituents of unions are those whose interests are most likely to be adversely affected by an increase in the supply of labour. The article shows that the pattern of European trade union leaders becoming supportive of open immigration policies has solidified over the past decade. It then provides evidence that this rhetoric has shaped the attitudes of union members and that the effect has become stronger over time. Finally, it shows that the effect is robust to the exclusion of countries where self-selection into unions on the basis of ideology is likely to be strongest.  相似文献

Democracies are, by definition, marked by a strong normative commitment to innovation and change, and all democratic regimes must seek to generate innovations both to keep their fundamental promise and to secure their own survival. In response to the latent crisis of representative democracy, recent political research has devoted eager attention to innovating democratic institutions, yet with conspicuously little regard for the likely effects of such reform proposals on the innovation-related performance and innovation capacity of democratic regimes. Indeed, some reform proposals, if implemented, would appear to reduce rather than increase the innovation capacity of representative democracies. Innovation-focused leadership may be able to fill that gap and provide what even the best institutions alone are unable to accomplish. In contrast to recent research on leadership and innovation in the public sector, which tends to centre on forms of collaborative leadership within networks, this article emphasizes the importance of individual leaders, and more specifically of political chief executives whose status and position in the governance process have been significantly enhanced by a combination of different factors. However, while leadership might be the key to democratic political innovation, innovative leadership and institutional engineering remain closely related to one another.  相似文献

The purpose of this research is to discuss a targeted approach to health care provisions for the newly retired. This approach focuses on the application of specific services provided by the development of Web 2.0 technologies and an identification system that determines the needs of a community of newly retired. The paper examines the significance of this community and also discusses the steps required for the research. The first phase of the research which is covered here involves reviewing pervious literature to determine what information has been gathered about the subject. Once this has been accomplished that the researcher will investigate the defined community to determine what resources are in place and what additional resources need to be in put in place in order to help the community to continue to thrive. The final steps include implementing what services were found to be necessary for the continued growth of the community and a follow-up concerning the success of these services.  相似文献

Abstract

While the empirical literature on leadership and management in Africa is sparse, the literature on African women in leadership is even sparser. This article offers a critical examination of the current state of knowledge on African women in leadership and management. It draws from an extensive review of existing published research to summarise what has been studied and is currently known about their status, leadership styles, and the influence of gender on their experiences as leaders and managers. Based on this review, an integrative framework, drawing from African feminism and postcolonial theory, is proposed to advance the study of African women in leadership and management.  相似文献

Some commentators have observed that today's Cabinet ministers are younger and less experienced than their predecessors. To test this claim, we analyse the data for Labour and Conservative appointments to Cabinet since 1945. Although we find some evidence of a decline in average age and prior experience, it is less pronounced than for the party leaders. We then examine the data for junior ministerial appointments, which reveals that there is no trend towards youth and inexperience present lower down the hierarchy. Taking these findings together, we propose that public profile is correlated with ‘noviceness’; that is, the more prominent the role, the younger and less experienced its incumbent is likely to be. If this is correct, then the claim that we are witnessing the rise of the novice Cabinet minister is more a consequence of the personalisation of politics than evidence of an emerging ‘cult of youth’.  相似文献
