Expatriate voting has gained in importance over the last decade in Sub-Saharan Africa. This article gives an empirical overview of existing regulations in all independent states of the continent and examines some explanatory approaches in the African context. One approach claims that expatriate enfranchisement is a functional response to the increasing importance of migrants and their remittances. A second explanation refers to the role of domestic political structures and regime types. A third cluster of explanatory factors links external voting to the interests of political parties. Both in the broader comparative analysis and by looking more specifically at the cases of Ghana, South Africa, Cape Verde and Nigeria, all three approaches specifically contribute to understanding variation of external voting rights in Sub-Saharan Africa.  相似文献

The low turnout of the 2012 police and crime commissioner (PCC) elections have led to questions surrounding their legitimacy and have even led to the former Deputy Prime Minister Nick Clegg describing the elections—elections his party helped to introduce—as a ‘failed experiment’. Despite this, the election of a majority Conservative government in May 2015 appears to offer some longevity to the role of police and crime commissioners and cements next year's PCC elections in the political diary. Concerns in the immediate aftermath of the elections focused upon the costs of the elections. In this article I offer some suggestions as to what lessons could be learned from this experiment and, through exploring the attitudes of voters, political parties and the media, suggest that we can learn four lessons: (1) that spoilt ballots cannot be ignored; that (2) political parties and (3) the media's attitudes toward elections are important in encouraging people to vote; and (4) that high numbers of independent candidates cannot simply be welcomed at times of elections.  相似文献

The United Kingdom has traditionally featured many aspects of the majoritarian model of democracy: its first‐past‐the‐post electoral system tends towards producing single‐party majorities, while its legislative decision rules concentrate policy‐making power in the hands of the resulting single‐party governments. However, in an unprecedented break with the UK's postwar conventions, the Conservatives and Liberal Democrats formed a coalition following the general election of 2010. In this article, we examine some of the Coalition's impacts on governing and constitutional conventions, placing them in a comparative European context. We conclude that the Coalition reflects a shift towards the less majoritarian forms of politics prevalent in continental Europe, and that some of these changes are likely to persist even after the end of the current government.  相似文献

The political business cycle (PBC) refers to the phenomenon of an incumbent utilizing fiscal or monetary policies to create an economic boom before an election so that periodic fluctuations are induced according to election calendars. This article uses panel data from 1992 to 2010 to examine the effect of presidential elections on central government departmental expenditure in Taiwan. The results suggest an opportunistic PBC in Taiwan after the first Taiwanese presidential direct election in 1996. Furthermore, Taiwan’s government expenditure cycles have been significantly stronger in the years of the “new democracy.”  相似文献

This study analyses the relationship between provincial election outcomes and campaign spending. This study is novel as it utilizes only those expenses that should have a causal link with election success. OLS regression controlled for candidate quality, incumbency, and economic conditions reveals a positive (negative) relationship between campaign (challenger) spending and election succession, while logistic regression results in a 93% correct prediction rate. Two-staged least-square regression corroborates the findings. The results suggest that although campaign spending is useful, incumbency status and experience are more important. Additionally, campaign spending is less important during close elections and has a diminishing marginal return.  相似文献

One of the most important developments affecting electoral competition in the United States has been the increasingly partisan behavior of the American electorate. Yet more voters than ever claim to be independents. We argue that the explanation for these seemingly contradictory trends is the rise of negative partisanship. Using data from the American National Election Studies, we show that as partisan identities have become more closely aligned with social, cultural and ideological divisions in American society, party supporters including leaning independents have developed increasingly negative feelings about the opposing party and its candidates. This has led to dramatic increases in party loyalty and straight-ticket voting, a steep decline in the advantage of incumbency and growing consistency between the results of presidential elections and the results of House, Senate and even state legislative elections. The rise of negative partisanship has had profound consequences for electoral competition, democratic representation and governance.  相似文献

Political participation for both, foreigners living in Argentina as well as nationals living abroad, is the topic of this paper. Through legislation, both groups have limited, in whole or in part, voting rights. An empirical study is carried out in order to identify that discrimination. The study of the legal framework allows us to verify whether or not migrants are considered political actors, empowered to participate actively in public life, and become part of the common will. This review reveals that there is a heterogeneous landscape of the legislative framework that enables the vote in national, provincial and local elections. It is argued that restricting citizenship to nationality or residence is a simple and unrealistic approach to contemporary human mobility. An open, inclusive and flexible citizenship is more consistent with a true democratic order.  相似文献

Why do most winning candidates adhere to partisan orthodox positions? While some prior work has examined how issue positions signal candidate ideology, this paper instead focuses on how candidate issue positions affect evaluations of valence. In light of important inferential limitations in using the correlation between observed candidate positions and electoral performance to assess voter responses, we present a large-scale candidate vignette experiment that reveals issue positions affect perceptions of non-ideological characteristics. Candidates with only one of three positions that stray from the “typical” position for their party – being too extreme, bipartisan, or ideologically unusual – are perceived as less effective legislators. This suggests party-consistency may be reinforced by the electorate through changes in perceived valence, and that the observed correlation between candidate performance and issue positions might arise for reasons apart from ideology.  相似文献

The 1634 Kerry county election involved the mis-return by the deputy sheriff of the Protestant father-in-law of the sheriff, rather than the Catholic John FitzGerald, a member of the local gentry. FitzGerald successfully appealed the return and was elected MP; however, the injustice of the original return rankled and, combined with a bitter existing family dispute with FitzGerald’s brother-in-law Patrick FitzMaurice, Lord Kerry and Lixnaw, led to accusations of sexual infidelity and a ruinous case in the Irish equivalent of the English Star Chamber. FitzGerald’s subsequent return in a by-election in 1640 formed part of the downfall of the Irish Lord Deputy, Sir Thomas Wentworth, Earl of Strafford. This study of the 1634 Kerry county election also forces a revision of the accepted view of Wentworth’s conduct of all the elections for that Irish parliament, with consequences for an understanding of the early stages of his deputyship.  相似文献

In spite of a rapidly expanding literature on democratization, elections, and conflict, we lack systematic understanding of what determines electoral results in post-conflict societies. This article offers a novel initiative in revealing electoral patterns in states recuperating from painful experiences of war by analyzing data from more than 500 Croatian municipalities during five post-war electoral cycles. While the findings suggest voters do respond to parties' economic policies, the underlying pattern of electoral support demonstrates that competition is heavily constrained by the legacy of conflict, with the communities more exposed to the violence being more likely to vote for the principal party of the center-right which led the country into independence and throughout the war. This tendency exhibits a remarkable level of stability over time, which suggests conflict dynamics can become firmly embedded in post-conflict democratic electoral competition – even in societies that are not ethnically diverse.  相似文献
