This article evaluates the impact of the 1997 Korean economic crisis on female employees. Facts on employment, labour force participation, and the changing nature of jobs (permanent/temporary) tend to support “buffer” theories of women's employment. Occupational sex segregation was reduced substantially between 1997 and 2002; nonetheless, the unexplained portion of the wage differential between men and women (a proxy for wage discrimination) increased. The crisis created setbacks for the equality of working women in Korea; however, new realities stimulated a changed strategy in the form of a union for contingent and small-firm workers among Korean women.  相似文献

Gender inequality in Russia's rural formal economy is examined using quantitative and qualitative data. Rural women continue to be underrepresented in farm managerial positions, and gendered income differences remain the norm. Rural women are underrepresented because they continue to have responsibility for most of the housework and child care. The traditional division of labor inside the household continues to dominate, thereby affecting women's career trajectories and earning potential. Value change about gendered roles in the formal economy has been minimal.  相似文献

Literature defining ‘police legitimacy’ lacks qualitative research on those populations most often targeted by law enforcement agencies, including people of color in urban areas. This same literature defines police legitimacy as something unquestionable and automatic. Exploration of this concept is limited to strategies to increase public ‘trust’ in police, and public compliance to their authority. We address these limitations in the available scholarship through an analysis of interviews with a diverse sample of Oakland (CA) residents on their experiences with the Oakland Police Department (OPD). Their narratives are presented in the historical context of controversy, budget problems, federal investigations, and racialized violence that help to define the relationship between OPD and Oakland communities. Those interviewed, universally observed OPD’s failure to address the most common crime problems in the city, while others, particularly people of color, found them to be a personal or public threat to safety. Their narratives fly in the face of the manifest functions of municipal police forces, are fully supported by the contemporary empirical history of the OPD, and suggest the illegitimate authority – including the monopoly on the use of force – of organizations like OPD in a democratic society.  相似文献

In theory, housing choice vouchers provide low-income families with increased neighborhood options. However, previous research is mixed regarding whether the program promotes integration. Examining the 50 most populous U.S. metropolitan areas, I find that households using vouchers are more economically and racially segregated than an extremely low-income comparison group. However, voucher households in areas with source-of-income protection laws are less racially segregated than voucher households in areas without such laws.  相似文献

Prohibiting indirect discrimination has been hailed as guaranteeing substantive equality by addressing issues of structural discrimination and inequalities in a way that direct discrimination cannot and will not. However, Article 14, the ECHR's non‐discrimination provision, does not distinguish between direct and indirect discrimination. Only in 2007 the European Court of Human Rights explicitly included the notion of indirect (race) discrimination under Article 14 in DH and Others v Czech Republic, its famous judgment on Roma education segregation. Since then it has applied the prohibition of indirect race discrimination in a limited manner to similar education cases. However, in its recent Grand Chamber decision, Biao v Denmark, the Strasbourg Court started clarifying some unsolved issues in the distinction between direct and indirect discrimination in its case law and finally applied the concept to the much broader area of immigration and citizenship.  相似文献

The gendered segregation of the labour market is well documented: men tend to be employed in more prestigious and powerful jobs compared with women, even within female-dominated occupations. The research that describes the male privilege in nursing rarely problematizes, however, that these men belong to the majority ethnic population. Qualitative studies from the US and Norway show that men of minority ethnic origin experience discriminatory practices from supervisors and colleagues that can have a negative impact on their career mobility. An important insight from those studies is that it is not only gender that shapes careers, but the particular intersection of gender and ethnicity. But to what extent are the employment outcomes of ethnic minority and majority male nurses characterized by similarities or dissimilarities? The current article uses individual-level administrative data to investigate and compare employment outcomes among ethnic minority and majority male nurses in Norway. More precisely, we investigate the likelihood of being employed in long-term care, psychiatric care, and somatic hospitals. Our empirical approach is to estimate employment outcomes by gender, ethnicity, and their interaction. Based on this, we can determine whether it is primarily gender, ethnicity, or gender and ethnicity in combination that predict any intra-occupational segregation of minority and majority ethnic male nurses. The results show that minority ethnic men are over-represented in long-term care and under-represented in hospitals compared with majority ethnic men, whereas both men of minority and majority ethnic origin are over-represented in psychiatric care. We conclude that employment in health care organizations considered more congruent with “masculinity” is most pronounced among male nurses of majority ethnic origin. The results also reveal an emerging pattern of intra-occupational segregation with a clustering of minority ethnic nurses in long-term care, and this tendency is particularly pronounced among male nurses.  相似文献

After the Second World War, European welfare planning was transposed to the African colonies. With regard to housing, this meant a true turning point in urban policy. Under a development slogan, colonial powers for the first time massively invested in the housing of African urban dwellers. This was especially the case in French Dakar, Senegal, where the Société Immobilière du Cap Vert (SICAP) was one of the most productive housing institutions in post-war sub-Saharan Africa. This article, however, argues that the development discourse mobilized by the colonial government not only formed the basis to modernizing the city but also served as an instrument to legitimize a new kind of residential segregation, a phenomenon I call the “Development Syndrome”. Yet Africans were no passive victims of development schemes. This article brings to the fore various forms of agency that were evoked by the ambiguous motivations underscoring the SICAP housing and resettlement schemes.  相似文献

Two competing views on the use of restrictive housing have emerged in the literature. The first position has argued that restrictive housing helps make correctional institutions safer and more secure environments, largely by incapacitating violent and dangerous inmates. In contrast, a second perspective has maintained that restrictive housing not only causes serious psychological damage and increases criminal coping, but also that it has served as a mechanism for officials to punish certain groups of inmates unfairly. This study tests these competing hypotheses by meta-analyzing the literature on the predictors of placement in restrictive housing. The results of this investigation provide support for both perspectives. The implications of the study’s findings are discussed.  相似文献

ABSTRACT

This paper examines domicidal practices against illegalized border crossers in Calais, France as a technology of citizenship and migration governance. It addresses recent calls to include actions and interventions which restrict citizenship in the context of illegalized migration within critical citizenship studies literature. Studying the state violence upholding and spatializing normative citizenship allows for a deeper understanding of citizenship’s implication in the European border regime, and raises questions on the concept’s continued application to theorizations of migrants’ political movements and spatial manifestations. The paper proposes anti-citizen politics as an alternative before arguing that the presence of this politics within the city’s squats and jungles, more than the physical occupations as such, is what the French state seeks to eradicate through acts of domicide. Working from empirical examples, the article describes a ‘carrot-and-stick’ domicide currently at work in Calais where the eviction and destruction of autonomous forms of migrant inhabitance is combined with a simultaneous offer of state managed accommodation. These tactics operate together to drive migrants out of the city of Calais, away from the UK border, and ultimately into a determination of their detain/deport-ability via citizenship’s scrutiny.  相似文献
