The Pragmatic Research Approach： A Framework for Sustainable Management of Public Housing Estates in Nigeria

The paper is based on a research which tries to explore, explain and develop a framework that would be used in the sustainable post-construction management of public housing estates. Literature review provides evidence of the extent of unoccupied, unfinished, vandalized, and abandoned social housing estates in the Niger Delta region of Nigeria, signifying that the availability and management of decent public housing estates in the Niger Delta of Nigeria are lacking because the post-construction management practice is not as good as it should be. The aim of this paper is to assess and set out the methodology and rationale for adopting a strategy to the research. It further, thus, examines case study design strategy that follows exploratory and explanatory methods and other research worldviews as alternatives in philosophy, approach and in research methodology. In addition, the paper draws out the significance of pragmatism as current practical world thinking that is a better answer to a research study aim, objectives and questions which focus on real-life situations. It argues that the development of a framework for use in the post-construction management of social （public） housing estates in a sustainable manner is needed; and that, using a pragmatic philosophical perspective and approach of worldview through a mixed method （qualitative and quantitative） in a case study design line of inquiry in the research methodology would be a better proposition to adopt in the study. The paper recommends that the issues of sampling, validity, reliability, the relationship between the researcher and the subject and other research quandaries are vital when deciding on an appropriate method.     

Using Organizational Collaboration and Community Partnerships to Transition Families from Homelessness to Home Ownership: The HomeBuy5 Program

For more than a decade, the HomeBuy5 Program has successfully helped families who were homeless find an apartment, while working with them to develop a plan to move from homelessness to homeownership. This article provides an historical overview of how the program developed and evolved, a detailed discussion of the program's process and structure, the role of organizational collaboration and community partners, and demographic information on the families that have been served. It is argued that this program can be a prototype for other communities as they increase their efforts to eliminate homelessness.     

Criminal record stigma,race, and neighborhood inequality

Justice-involved people experience high levels of housing instability and residential mobility, making the housing search a recurrent part of life. Little is known, however, regarding how criminal record stigma functions in the rental housing market. This article examines how housing providers use criminal records to screen tenants in the rental housing market and whether it varies by type of neighborhood. I conduct an online correspondence audit to test discriminatory behaviors and find an adverse criminal record effect on housing opportunities. Many housing providers disqualify all tenants with a criminal record, even without information about the severity or timing of offenses. The criminal record effect is significantly stronger in gentrifying neighborhoods and in neighborhoods where the proportion of Black residents is dwindling. Tenant screening emerges as a central obstacle faced by the justice-involved population, vital to understanding the web of disadvantages that traps so many in the wake of the carceral state.

转型期农民工住房保障的现实认知与途径选择

以供给主义与需求主义为导向和主体内容的政策工具组合是农民工住房保障改革发展的主要途径。根据转型期的特点和规律以及改革发展的阶段水平和目标任务,突出和强化农民工住房保障已成为经济发展和社会转型的侧重点。政府应从农民工住房保障现状出发,系统性推进农民工住房保障的综合配套改革,着力构建农民工住房保障的机制链,逐步把农民工纳入住房保障体制。     

宅基地使用权保障机制研究

文章从集体组织、家庭成员以及征地补偿三个方面对农村宅基地使用权的保障机制进行了论述,分析了现行保障机制存在的问题;指出通过赋予农村基层自治组织审查权、发挥村民的监督作用和加强责任追究等方式完善集体组织内的保障,通过明晰户的内涵和分户的条件完善家庭成员间的保障,通过认定公共利益、完善征收程序以及健全补偿制度来保障征收中的宅基地使用权人的权益。     

长三角房价走势的趋同性研究

本文运用相关的研究方法,结合长三角地区不同行政区域房价的月度数据,对上海、江苏和浙江这三个区域的房价及其关联性进行了分析和验证.结果表明:上海通过自身"累计效应"不仅带动了上海房价的上升,而且产生了较大的"溢出效应",带动了浙江和江苏房价的增长;江苏对浙江房价也有较强的溢出效应;而江苏和浙江对上海房价上涨的贡献度均相对较弱.由此说明,上海、江苏和浙江可以依据其他地区房价的变动及对自己的贡献度来预估本地的房价走势.     

论无效行政行为的理论基础与规范结构

从理论上揭示无效行政行为的理论基础和在实践层面上对关于无效行政行为的法规范的结构进行分析对于建构和完善我国的无效行政行为法律制度具有相当重要的意义。无效行政行为的理论基础在于消极抵抗权理论、行政行为的有限公定力原理和宪法上的人的尊严。对于无效行政行为,在完善公力救济制度的同时,允许行政相对人在一定条件下进行私力救济更有利于保护行政相对人的合法权益。     

城市流动人口居住状况与安居意愿调查研究——以杭州市外来务工人员为例

流动人口问题将是中国未来很长一段时问发展的最重要问题，住房问题是流动人口在城市生活遇到的最基本，也最严峻的问题之一。掌握流动人口居住现状和居住意愿情况，是积极探索解决流动人口居住问题的切实有效途径。本研究通过对杭州市内4区374份外来务工人员的问卷调查，对杭州流动人口的基本情况、流动人口的住房特点、居住环境交通状况和居住等生活开支以及居住意愿等方面进行了比较分析，并据此提出了改进流动人口居住条件，促进城乡一体化发展的政策建议。
