Abstract

Plans and policies to combat or mitigate gentrification typically pursue affordable housing production and preservation as the primary mechanism to avoid displacement. However, it is unclear whether affordable housing financing mechanisms function as designed in weak market cities. As such, we question whether the housing-only approach is a complete one and whether increased transportation investments in redeveloping neighborhoods in shrinking cities can be leveraged to improve the lives of the poor. Our results suggest that funding for subsidized housing does not produce units affordable to the poor in declining cities, limiting the efficacy of a housing-only approach. Furthermore, we find that transportation costs make up a larger proportion of household budgets among families living in declining neighborhoods. These results suggest that transportation improvements—particularly those aimed at bicycling and pedestrian accessibility—may be the most efficient approach to mitigating displacement and improving quality of life for low-income households in shrinking cities.  相似文献

Hurricane Katrina claimed the lives of nearly 1000 Louisiana residents and damaged about 80% of the building stock in New Orleans. Unequal protection from the hurricane and uneven recovery patterns have left some communities (predominantly low-income and black) with few options to rebuild their homes. These factors have created a high demand for housing non-profits specializing in new construction as well as low-cost home repairs. Drawing from interviews with a number of stakeholders including non-profits completing home repairs and new construction for low-income residents, this article identifies the type, amount and target areas for work done by housing non-profits in post-Katrina New Orleans. Additionally, it identifies the challenges for future work and limitations in the non-profits’ ability to address housing inequity in New Orleans.  相似文献

Public housing policies focus on the needs of low-income households. The level of residential satisfaction plays a key role in the assessment of government performance. This paper reviews researches on the residential satisfaction of inhabitants living in public houses and introduces relevant national practices. Based on data from Zhejiang, we found that the average residential satisfaction level is “relatively satisfactory” on the part of the inhabitants. They seem to be satisfied with the supply quantity but a little dissatisfied with the distribution fairness. The factor analysis suggests key factors that significantly affect the residential satisfaction. The study also shows that most inhabitants expect house quality improvement with big developers and are ready to accept the rising price for better quality.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

ABSTRACT

Advice that is provided exclusively over the telephone has been promoted by government as more convenient and accessible than face-to-face appointments. The resulting push towards telephone-only provision, as implemented by the Legal Aid, Sentencing and Punishment of Offenders Act 2012, challenges the long history of association between social welfare law advice and local delivery within disadvantaged communities. This article reports on qualitative research comparing telephone and face-to-face advice which uncovers the continuing relevance of place in the dynamics and mechanics of social welfare law provision. Familiarity with the geographical location, knowledge of local policies and procedures, relationships with opponents and allies, and an understanding of the ‘local legal culture’ mean that face-to-face advisers are often able to conduct their legal casework more effectively. Conversely, local knowledge is unlikely to be available to Community Legal Advice telephone advisers. This research suggests that, in addition, telephone-only advisers may be developing a more narrow understanding of the essential qualities of casework. These findings are particularly significant in view of the likely future expansion of remote methods of delivery in legal aid work.  相似文献

Being placed in restrictive housing is considered one of the most devastating experiences a human can endure, yet a scant amount of research has been conducted to test how this experience affects core indicators of prisoner reentry such as employment and recidivism. In this article, we use Danish registry data, which allow for us to link penal conditions to postrelease outcomes, to show how the reentry outcomes of individuals placed in disciplinary segregation, which is placement in restrictive housing because of disciplinary infractions, compare with those sanctioned for in-prison offenses but not placed in segregation. The results from matched difference-in-differences analyses show that Danish inmates placed in disciplinary segregation experience larger drops in employment and larger increases in the risk of being convicted of a new crime in the 3 years after release from a correctional facility than do Danish inmates who were sanctioned for a serious offense but not placed in disciplinary segregation as a result. Because being placed in disciplinary segregation, and restrictive housing more broadly, is so common, these results indicate that restrictive housing placement may be a key moderator of the effects of incarceration that merits more attention from criminologists, provided the associations shown here represent causal effects and generalize.  相似文献

Brazil's Movimento de Trabalhadores Sem Teto (MTST, Homeless Workers' Movement) has grown dramatically in recent years. This growth was partly provided for by the use of a large government housing programme, Minha Casa Minha Vida (MCMV, My House My Life), which allowed the MTST to construct housing for its members and swell its ranks with thousands of new members. Yet some have argued that the MCMV programme used by the MTST may compromise the autonomy of civil society organisations. This article, by contrast, argues that while the MCMV programme encouraged bureaucratic practices, it also helped to promote the cultural politics of the MTST.  相似文献

在公法意义上,早期的住宅自由是基本人权的住房权的雏形。历史经验表明,时代的发展和人权理念的更新不断地将新的内涵注入住房权权利体系。近年来,随着国际国内社会对住房权的普遍重视,在国内层面上如何实现对住房权的法律保障问题渐进凸显。在立法层面,宪法和住宅法应该成为基础与核心,而在司法实践中也应该尝试确认住房权的可诉性,实现对住房权的司法救济。  相似文献

Concentrations of unemployment and crime are promoting a slow crisis in the lives of unskilled young men, and obstruct the successful re-integration and resettlement of offenders. At the same time, criminal justice system programmes for offenders are seeking a new balance between treatment approaches and the creation of opportunities. In this article the author reflects on the policy frameworks which give rise to these approaches, and considers the danger that criminal justice systems may place emphasis on diverting people from crime without directing them towards opportunities for re-integration.
