In the nineteenth century, the transition from a Baltic-German-controlled manor-and-serf economy to individually owned farmsteads transformed all aspects of life including the spatial organization and form of farmhouses in the western provinces of Tsarist Russia. Agricultural experts and social reformers discussed how to update the traditional threshing-room dwelling house (rehielamu) into a healthy dwelling for successful farmers and, after the Estonian War of Independence, for new settlers. Using material culture such as contemporary plans, I show that changing household relationships, in addition to economic and technological factors, helped to transform the ancient rehielamu into a modern dwelling.  相似文献

A lack of affordable housing is a pressing issue for many low‐income American families and can lead to eviction from their homes. Housing assistance programs to address this problem include public housing and other assistance, including vouchers, through which a government agency offsets the cost of private market housing. This paper assesses whether the receipt of either category of assistance reduces the probability that a family will be evicted from their home in the subsequent six years. Because no randomized trial has assessed these effects, we use observational data and formalize the conditions under which a causal interpretation is warranted. Families living in public housing experience less eviction conditional on pre‐treatment variables. We argue that this evidence points toward a causal conclusion that assistance, particularly public housing, protects families from eviction.  相似文献

Regulatory governance involves the use of heterogeneous mechanisms to extract welfare gains from market-based processes. While often viewed as a depoliticization mechanism, here, we explore a distinctly political manifestation of regulatory governance. Our study focuses on the governance of affordable housing in England, specifically on local authorities' use of ‘Section 106′ (S106) powers to compel private developers to include affordable housing in new developments. We show that, following the financial crisis, the governance of affordable housing shifted from a partisan to a valence issue. As the crisis increased the issue salience of affordable housing, left-wing authorities' hitherto higher tendency to intervene was eroded in the midst of a broad-based increase in S106 deployment. In addition to extending insights into the political economy of regulatory state intervention, our findings shed valuable light on the undersupply of affordable housing in England.  相似文献

Youth experiencing homelessness are part of the large, diverse student population served by community colleges in the United States. These students, who are often unsupported in college environments, turn to housing agencies to provide critical resources. This qualitative study included interviews with 20 students, ages 18–24, attending community college while homeless. Students in this study accessed critical services and social supports in homeless service agencies; however, the requirements of some agency policies were a barrier to reaching academic goals. Housing agencies provided participants with necessary resources; however, participants described facing unique obstacles as they navigated agency eligibility requirements while attending college.  相似文献

Two competing views on the use of restrictive housing have emerged in the literature. The first position has argued that restrictive housing helps make correctional institutions safer and more secure environments, largely by incapacitating violent and dangerous inmates. In contrast, a second perspective has maintained that restrictive housing not only causes serious psychological damage and increases criminal coping, but also that it has served as a mechanism for officials to punish certain groups of inmates unfairly. This study tests these competing hypotheses by meta-analyzing the literature on the predictors of placement in restrictive housing. The results of this investigation provide support for both perspectives. The implications of the study’s findings are discussed.  相似文献

California spent over a billion dollars supporting the construction of subsidized affordable housing in rail-adjacent neighborhoods through its transit-oriented development program. We test whether placing affordable housing close to rail or in jobs-rich communities increases development costs on a per-unit basis. We constructed budget and land-use data for nearly 500 tax credit-financed affordable housing sites which applied for tax credits in the state between 2008 and 2016. Through hedonic cost modeling and spatially lagged regression, we fail to find a significant effect of proximity to rail on development costs. Only by interacting proximity to transit with a project being higher than four stories do our models yield a significant effect of 8% higher total development costs. But in these models, a negative 16% interaction term suggests this cost impact is completely absorbed by developers by building above four stories. Beyond this, we find that only jobs–housing balance correlates significantly with per-unit development costs: as the number of jobs relative to housing within a five-mile radius of a site increases by 1, per-unit development costs increases by a mere 5%, on average.  相似文献

The present study embedded a qualitative substudy within a randomized controlled trial of housing services for child welfare-involved families to examine housing decisions made in the face of homelessness and child protection. Participants included a representative sample of caregivers (n = 19) randomized to receive the Family Unification Program—a permanent housing intervention for inadequately housed families under investigation for child abuse or neglect—or child welfare services as usual. Qualitative interviews 12 months after randomization assessed housing decision-making processes involved in keeping families safe and stable. Results indicated a push–pull dynamic that constrained housing choices regardless of whether permanent housing was made available. Caregiver housing decisions were constrained by time limitations, affordability, and access to services, whereas child and family safety was perceived as less important. Findings emphasize the need for housing-informed child welfare services to ensure the long-term safety of children in families experiencing homelessness.  相似文献

The question of how to build decent housing that is affordable to lower income households has challenged policymakers in the United States for decades. In response, the federal government has developed a variety of partnership approaches that involve private for-profit developers. Although these entities are currently the major producers of affordable housing in the United States, they have received relatively little attention from the academic and policy communities. This inquiry is aimed at filing a small portion of this gap by presenting a qualitative case study of one of the country’s leading for-profit developers that has a longstanding commitment to affordable housing, McCormack Baron Salazar. Using a modified version of the quadruple bottom line framework as the starting point, this exploration discusses the complexity and challenges facing the affordable housing sector and offers programmatic and policy recommendations that are applicable to both for-profit and nonprofit developers. In view of the results of the 2016 presidential election, and the likely continued retreat by the federal government from supporting affordable housing, the need to better understand, and form productive working alliances and collaborations with, private for-profit affordable housing developers is more compelling than ever.  相似文献

Local governments are under pressure to look for alternatives to property taxes as their main revenue source. One response has been to adopt local sales taxes. Prior studies offer little guidance on whether and how much local governments enhance their revenue capacity with local sales taxes. This article unveils the underlying mechanisms by exploring the capitalization of sales taxes into housing prices as a property tax base measure. The empirical analysis reveals a capitalization of local sales taxes into housing prices, indicating the reduction of property tax bases in higher sales tax areas from the long-term perspective. The findings suggest that a sales tax rate increase might not raise local revenue capacity as much as policymakers intend.  相似文献
