国企基层工会的“三难”与“三解”

国企基层工会现面临着的问题有三难:一是职责不清定位难;二是机构减员人事难;三是发展太快适应难。破解之道亦有其三:一为以法为据精准定位;二为着力提升自身素质;三为努力搞好机制建设。     

论法治型社会治理体制的构建——以十八届三中全会为背景

党的十八届三中全会将社会管理表述变为社会治理,是中国社会治道之变。鉴于法治是社会治理的根基,其中法治思维是社会治理基本思维模式,法治方式是现代社会的最优治理方式。所以法治型社会治理体制的构建是社会治理范式的历史性飞跃,它是民主加法治的完美组合升级版,是社会治理的简单化智慧,可挈领提纲的制度性化解问题,其终极目的是善治的达致。需明了的是,法治型社会治理模式是立足于法律主治的治理模式,承载着民众对生活世界幸福的美好向往,但它绝不是公民幸福的全部。     

Introduction: the politics of public justification

ABSTRACT

Introducing the special issue, this introduction sketches a broad frame for studying public justification. Addressing the relevance of studying this phenomenon, we contend that justificatory processes are very much at the core today’s politics. Defining the concept inclusively, we highlight the relevance of communicative agency and, at the same time, the salience of communicative contexts that enable this agency. Casting our net widely, we show how public justification is related to other, more thoroughly studied concepts, such as legitimacy, authority and power. Encouraging students of public justification to add to our understanding of justificatory processes, we highlight multiple fruitful methodological avenues for studying the concept.     

Discussion: Building the Developmental State: Achieving Economic Growth Through Co-operative Solutions: A Comment on Bringing Politics Back I

Drawing on the insights of game theory and East Asian experience, this short note argues the importance of co-operative solutions in achieving economic development. To realise these, even genuine developmental states must convince a sceptical private sector of their commitment to economic development. Because of this, credibility should be added to the mix of ingredients necessary for a successful developmental state.     

Social Security and Taxation: A Note on Some Intellectual Foundations of Social Security and Taxation

This note offers a short summary of intellectual roots of social security and taxation as institutions. The emphasis is on very basic ideas, spanning a bridge from the German historical school to recent French thought. The purpose is, of course, to show the breadth of intellectual options.     

The state of anthropology in and of Japan: a review essay

As there are many anthropologists in Japan, including those who work elsewhere, the focus here is largely on foreign anthropologists who choose Japan as a field, and whose numbers have increased exponentially during the working lifetime of the author. The perspective is from Europe, but the vital cooperation of local anthropologists in Japan is acknowledged from the outset. The paper recounts ways in which these anthropologists have themselves cooperated, reviews a selection of the theory and ethnography they have espoused, and demonstrates the importance of anthropology as a discipline essential for a good understanding of Japan and its inhabitants.     

一般行政监督制度比较研究

一般行政监督 ,是行政系统进行自我监督的方式之一。世界各国的行政机关内部 ,都普遍存在这种监督制度。但在不同国家结构形式的国家中 ,这种监督呈现出不同的形式及特点。本文选取部分典型国家 ,分别论述其一般行政监督制度。     

克服公文写作思维僵化提高依法执政和行政效能

公文是党政机关依法执政和依法行政的重要工具。在公文写作实践中,存在着公文写作和处理时思维僵化的现象:格式不统一、滥用文种、照搬结构模式等等,主要原因在于文风不端正、工作中缺少主动性和创新性。改变思维僵化现象的主要做法是学习公文新法规、新标准,并与实践相结合,提高公文质量,充分发挥公文的工具性。     

“五五体制”与经济—社会转型——日本自民党政权后半期的国家治理研究

20世纪50-70年代,日本的经济社会发展开始显现继工业化转型之后的又一次转型特征。在自民党政权五五体制下,该转型过程托出了强制性经济治理、无责任体系政府治理,并伴有观念、意识形态和社会政策的转换。为有效化解转型危机阶段政治领导能力缺位的症结,需要开启同社会演化方式相吻合的国家体制改革与国家治理发展轨迹。
