国家综合配套改革试验区的实践探索与发展趋势

近几年,为适应改革开放新形势的需要,国家推动了综合配套改革试验区建设,赋予其落实科学发展观、体制创新、探索新发展模式、提升区域竞争力以及建设和谐社会的历史使命。从目前已经推行综合配套改革的几个试点城市来看,改革方案的内容及举措均体现出鲜明的时代和区域特色,尤其是与以往经济特区模式相比具有较大的差异。在当前区域竞争日益激烈的情况下,能否利用自己的特色和优势,推进体制创新,掌握改革主动权,将决定一个城市或地区在未来竞争格局中的位置。获准设立国家综合配套改革试验区,对于一个城市或地区来说,无疑相当于获得一次体制创新、再创业和腾飞的机会。这也正是各地在申报建立国家综合配套改革试验区上竞争激烈的原因所在。     

发展和规范社会组织——以广东省为例

2000年以来,广东省社会组织发展迅速,社会作用不断增强,逐步成为促进经济社会发展的一支重要力量,但仍处于初级发展阶段,在思想观念、体制机制、配套政策、法制建设以及人员素质等方面还存在许多亟待解决的问题。本文通过深入调研,全面回顾了近年来广东省社会组织发展情况,客观分析了其存在问题,在此基础上对发展和规范广东省社会组织的目标模式进行了探索。     

中国烟草行业体制改革研究

随着全球经济一体化的不断发展,中国烟草行业面临着内部和外部的双重挑战,承受着前所未有的竞争压力,行业体制改革势在必行。本文认为,由于烟草行业的特殊性,其体制改革需要拓展新的思路,在不能大幅度扩大产量和调整价格的情况下,应以节约各项生产成本及以经营管理中的交易成本为体制创新的主导思想,进而完善现有的烟草行业管理体制。     

治理视野下地方立法的发展方向与路径选择

从1970年代末开始的改革开放拉开了中国社会转型的序幕,政府主导的渐进式社会变革稳步推进;在改革进入深水区,利益调整更加纷繁复杂的情况下,地方立法在地方治理活动中扮演着越来越重要的角色。地方立法实践中面临着质量控制、民主参与、利益樊篱等问题,也受制于社会变革与中央立法整体进程。在坚持地方特色的基础上,地方立法应当坚持民主化与科学化发展方向,积极引领、规范地方治理工作,不断推进地方治理现代化。     

大学生思政课教学效果提升研究

在教学过程中,一名大学思政课老师应当针对教学对象特点真正把学生当作教学主体,用理论掌握学生,创新教学方式,开创第二课堂,说理透彻,以理服人,以身作则,紧扣社会热点,贴近学生实际,取得了良好的教学效果。为了进一步提升思政课的教学效果,思政课教学要树立正确的教育目的,思政课老师要着重培养学生的独立思考能力和独立人格,注重启发教育,改革考试内容和形式,加强实践环节教学。     

The Quango Conundrum Revisited—Why the Government Still Needs a More Coherent Approach to Arm's‐Length Bodies

There has been substantial reform of public bodies since the Coalition government was formed in 2010. But although numbers have been reduced, there has been no attempt to address the confused landscape—indeed, departments have interpreted criteria for what should be put at arm's length in different ways, introducing further complexity. A clearer link between function and form is needed. This would help address some of the blurred lines over accountability that we have seen in the recent rows over Ofsted and the Environment Agency.     

UNDERSTANDING DEVELOPMENT PROJECT IMPLEMENTATION: AN ACTOR‐NETWORK PERSPECTIVE

Development projects are central to international development, yet the actual practice of their implementation is under‐researched. In particular, we know little about how practice affects project performance and about how politics is enacted within such projects. This paper investigates these knowledge gaps through analysis, using actor‐network theory (ANT), of a donor‐funded reform project in the Sri Lankan public sector. By analysing, using mobilisation, interaction and disintegration of the local and global actor‐networks that typically surround such development projects, the paper explains the project's trajectory. These actions represent the practice of politics that must, in turn, be understood in relation to network actor power: not through a static conception of ‘capacitive power’ but through the dynamic enacted concept of ‘associative power’. The paper concludes by reflecting on the contribution and limitations of ANT's local/global networks component in analysing development projects, and in providing insights for development project practice. Cross-border metropolitan governance: the multi-faceted state power

Metropolitan regions have become one of the most appropriate scales to define efficient governance networks for economic and territorial development. The state still is the key actor of these partnerships. Yet the question remains whether cross-border metropolitan regions represent a new point of reference that puts state power in question or whether they only reorganize it. The centrality of state power will be examined by looking at two networks of actors (public transport and territorial marketing) working at the Eurometropolis Lille–Kortrijk–Tournai. The results reveal that a triple-faceted state power has emerged to define and organize cross-border metropolitan management.     

罪犯劳动改造机制的转型

在创新管理和规范监企运行机制的背景下,以思维理念、管理制度、工作机制的转型,推动劳动改造与监狱企业的科学发展是一个重要而紧迫的现实课题。劳动改造由注重劳动的经济效益向突出改造职能回归,概括揭示了罪犯劳动改造的变化规律与发展趋向,因此,监狱民警转变思维观念,从罪犯劳动项目选择、组织管理形式、劳动安全保护和权益保障等方面重构劳动改造管理制度;优化劳动改造目标选择、过程管理、效果评估等劳动改造工作机制。

人们的思想意识、行为举止都在无意识中深受自己习得的文化的影响,都深深打上了相应的文化烙印。中国优秀传统文化蕴含着丰富人生哲理,对罪犯的人生观、价值观、思想道德观的重塑及提升大有裨益,对罪犯教育改造有很重要的运用价值。优秀传统文化介入罪犯教育改造不仅具备可行性,而且具有实务操作性。
