关于公安机关在新一轮海西建设中积极作为的若干思考

《国务院关于支持福建省加快建设海峡西岸经济区的若干意见》的出台，标志着我省推进海西建设战略进入了新的历史阶段。公安机关作为国家重要的刑事司法和行政执法机关，必须迅速把思想和行动统一到党中央、国务院的战略决策和省委、省政府的部署要求上来，以保障先行为己任，在思想上大胆突破，开拓思维；在工作上找准定位，积极作为；在行动上务实创新，扎实推进；在组织上因势借力，强化保障，在主动融入、积极服务海西建设大局的同时，把握机遇，推动公安事业持续发展，当好维护社会安定稳定的保障者、服务经济社会发展的护航者、推动对台交流的促进者和科学发展理念的践行者。     

论我国地方立法的无效供给问题及其对策——以烟花爆竹禁放改限放为视角

众所周知，在全国几百个城市实行的禁止燃放烟花爆竹的地方立法，在实施了十多年后又都不约而同纷纷变“禁止燃放”为“限制燃放”。曾经付出的高昂法律成本理应得到人们长久的思考．以烟花爆竹在各地禁放改限放的制度变迁这一典型案例为视角，有利于我们对全面系统分析我国地方立法现存的无效供给问题，而解决这些问题的对策之一，就是建立地方立法质量评估制度。     

中国入世后,工会面临的挑战及其应对

工会是站在工人一方 ,通过对劳动价格的议价来调节供给与需求关系的。经济全球化削弱了工会的调节能力。企业跨国经营是资本对付工会的现代手段。经济全球化使工会在更高层次上凸现了各国工会的竞争 ,也为中国工会发展提供了新的机遇。产业结构调整必然伴随结构性失业。政府也为此付出了巨大的机会成本。利用WTO缺陷 ,维护企业正当权益也是维护工人的利益。工会也应该研究世界经济和国际贸易规则 ,培养自己的专门人才 ,规避不利于工会及工人的风险。     

析东北老工业基地振兴中的政府危机管理——以“哈尔滨停水事件”为中心

在东北老工业基地的振兴中,政府危机管理意识、能力、水平问题直接关系到振兴事业的成败。2005年中国石油吉林石化公司双苯厂(101厂)新苯胺装置发生连续爆炸的事故,不仅使东北国有企业的危机管理能力、意识、责任问题成为关注的焦点,更引发了政府危机管理的论争。“哈尔滨停水事件”是集这次爆炸所引起的生态环境问题、政府危机管理问题、社会舆论问题于一身的典型事例,“哈尔滨停水事件”透视着东北老工业地区潜在的危机隐患,暴露出了政府危机管理机制中存在的一系列问题,因此对强化东北振兴中的政府危机管理意识、提高危机管理能力、完善危机管理体制的途径具有深刻的现实意义。     

Inefficiencies in Public Policies

'Government failures,' or inefficient public policies, can be classified broadly into two groups: those whose faults fall on the supply side and those that are imperfect on the demand side. The former are further divided into X-inefficiencies and those deriving from the failure to adequately perceive the actual policy benefits or costs. The latter result when policy demands are either inflated or lower than the socially optimal level. This article examines each of these groups in turn with the help of microeconomic analytical tools, proposing remedial political/policy measures for each.     

论公共服务的有效供给问题

公共服务的有效供给是关系到社会稳定的重要方面。为使公共服务能够及时地、最大限度地满足社区居民的需要,根据社区治理理论和＂有限社区＂理念,政府和社区应明确各自在公共服务方面的权责,建立多元协商表达机制,通过鼓励和扩大社区居民参与,明确不同社区和社区居民的公共服务需求当量,确保公共服务信息的公开透明,并在公共服务各主体中建立回应机制和问责制度。     

全面二孩政策与中国劳动力供给

人口是构成劳动力的基础,生育政策调整下生育水平变动引发人口规模与结构变动,从而对劳 动力市场尤其是劳动力供给产生重要影响。本研究在对我国计划生育政策的调整和演变、劳动力供给的状况与 趋势进行分析的基础上,进一步从宏观视角探讨全面二孩政策与我国劳动力供给的关系。总体来看,全面二孩 政策对政策实施后前十五年女性劳动力的劳动参与率影响十分有限,而从长远来看,对我国未来的劳动力规模 有一定的补充。另外,产业结构升级和技术发展背景下我国未来劳动力需求主要是质量和结构而非规模。因此, 进一步减弱了生育政策调整对劳动力市场的影响后果。     

An Analysis of Political Ambition in Britain

Representative democracies require sufficient numbers of citizens to put themselves forward as candidates for political office. Existing studies have shown that political institutions are not representative of the population as a whole, suggesting that political ambition is not evenly distributed across all potential candidates. We discuss evidence from the first systematic study of political ambition in Britain, examining the question of who is interested in putting themselves forward for political office. We find patterns in the distribution of political ambition that help to explain why British political institutions do not look like the British people as a whole and include a gender gap, a social class gap, an education gap, a north–south divide, and a personality gap. We discuss the implications of our findings for political parties, arguing that they need to adjust practices of candidate recruitment in such a way that minimises the effects of these biases.     

Market Demand for Civic Affairs News

This paper uses time series methods to test the relationship between civic affairs content and audience share for the ABC, CBS, and NBC evening news in the mid-1990s. Because these programs competed in the same market, but varied the amount of their civic affairs coverage, they present an excellent opportunity to analyze this relationship. The study uses hand-coded news abstracts and O.J. Simpson murder trial coverage as separate measures of news content. The study finds that lower levels of civic affairs content and higher levels of O.J. news are associated with greater audience share.     

Trading in the secretive commodity

Over the past century and a half, a handful of transnational corporations have built fortunes trading commodity crops such as corn, soy and wheat. Graded and standardized, these commodities are considered uniform and therefore fungible; information about their origins need not accompany them to market. But in recent years major food brands, as part of broader ‘sustainable sourcing’ commitments, have begun to ask about the places and practices that produce these crops. Their inquiries have exposed the limits of the commodity traders’ supposedly unrivalled market intelligence. They also raise questions about how the advent of agricultural grades and standards made knowledge of crop origins seem unnecessary in certain commodity supply chains, and about how those supply chains might henceforth change, now that lack of such knowledge has become a liability.
