Evaluation of the shedding potential of textile materials

A practical method is proposed to assess the shedding potential of textile materials. The evaluation of the sheddability is based on the use of adhesive tapes and on comparison, using three different sheddability scales for cotton, wool and fine man-made fibres.

When video cameras watch and screen: Privacy implications of pattern recognition technologies

Computer vision technologies based on pattern recognition software will soon allow identifying human behaviour that deviates from a pre-defined normality. Such applications are foreseen, amongst others, to be used in public places with purposes of crime prevention, especially in the context of the fight against terrorism. This technology increases the level of automation of video surveillance, changing the main nature of surveillance. The balance of power between the citizen and the State is altered, calling for a new balancing of interests. The automation of risk detection moreover raises the issue of the protection against partially automated decision-making. This paper will deal with the challenges raised by proactive video surveillance technologies to the way how privacy and security have been balanced so far. Attention will moreover be brought to the new safeguards that should be devised to protect the citizens from increased scrutiny and growing automation of the decision-making process.

宪法与刑法同属公法范畴,无一例外地受到公权力的礼遇,在它们之间也因此形成特殊的关系,正是这种关系,使得“宪法约制刑法”注定成为了民主政治所无法回避的世界性命题。事实证明,与其由国家直接控制刑法,远不如交由完法约制更为妥适;宪法可以对刑法施加政治影响,但其广度和深度也需要有所约束;刑法固有的价值取向如与宪法发生冲突,宪法原则何以成为解围的准则;当主权被置换为管理权、且以此名义制定了刑法并用以控制作为个体概念的公民时,宪法与刑法之间趋于表面化的互动关系何以成为隐藏权利与权力博弈的庇护所,等等,所有这些内容无一不是法学理论的重要课题。如果从中国现实——包括现行的法律理念、法律框架、法律生活及法学成果等——出发进行相关的命题整合和理论推导,对提升这一边缘理论的附加值将有所助益。     

“技术导侦”下的侦查与技术实训教改

"技术导侦"是现代侦查的发展方向,要求侦查、刑事技术专业的本科教学必须重视技术导侦的实训。为此以案件为中心,把侦查和刑事科学技术专业结合起来进行系统实训改革,单独设立实训课程,由不同专业的教师、学生按案件类型进行实训,实现现场勘查、分析、鉴别、鉴定的实训一体化,目的在于提高学生技术导侦的能力。

Smartphone and Tablet Applications for Crime Scene Investigation: State of the Art,Typology, and Assessment Criteria

The use of applications on mobile devices is gradually becoming a new norm in everyday life, and crime scene investigation is unlikely to escape this reality. The article assesses the current state of research and practices by means of literature reviews, semistructured interviews, and a survey conducted among crime scene investigators from Canada and Switzerland. Attempts at finding a particular strategy to guide the development, usage, and evaluation of applications that can assist crime scene investigation prove to be rather challenging. Therefore, the article proposes a typology for these applications, as well as criteria for evaluating their relevance, reliability, and answer to operational requirements. The study of five applications illustrates the evaluation process. Far away from the revolution announced by some stakeholders, it is required to pursue scientific and pragmatic research to set the theoretical foundations that will allow a significant contribution of applications to crime scene investigation.     

Police services detention centres: a proposed solution for action

Police services face daily challenges dealing with the health issues displayed by individuals in their custody. They often find themselves isolated from the services that can help the most. This paper scopes relevant literature on these challenges and some of the interprofessional interventions which have emerged to address them, such as the diversionary practices of crisis intervention teams, street triage, nurses in custody suites, and court liaison and diversion. Remote presence technology is proposed to be an innovative solution that can help to provide more efficient and effective pathways for care in Police Detention Centres. Remote presence technology has the ability to significantly affect the way interprofessional collaboration can take place for those in police custody.
