Party System Change in Italy: Politicising the EU and the Rise of Eccentric Parties

Using expert survey data covering the 2001–13 period, this article investigates the changing shape and structure of the Italian policy space over time, as well as parties’ shifting policy positions. Our results show the emergence of a distinct pro-/anti-EU (European Union) dimension structuring party competition and a change in the meaning of EU related attitudes. The increasing importance of the pro-/anti-EU dimension is due to the entry of brand new parties in 2013. Our findings also speak to the Euroscepticism literature, as they question the hypothesis according to which Euroscepticism is confined to peripheral parties located at the extremes on the left–right scale.     

The extension of territorial waters

The oceans once belonged to everyone and to no one. Freedom of the seas served the world well for ages. But this anarchic principle is now hopelessly inadequate given the present environmental crisis involving massive water pollution and widespread extinction of marine species. The U.N. Convention on the Law of the Sea （UNCLOS） is all bark and no bite. Other international organizations are similarly ineffective including the International Whaling Commission, International Maritime Organization, and the International Seabed Authority. And regional bodies such as the International Commission for the Conservation of Atlantic Tunas and the Antarctic Treaty System are not much better. So, at least temporarily, it is up to coastal nations to police the waters of the world. The United States, as a superpower, should lead the way. The unilateral extension of U.S. territorial waters will enhance the prospects not only for environmental protection but also economic development and national security. It will also encourage other nations to do the same.

Identification Using Frontal Sinus by Three‐Dimensional Reconstruction from Computed Tomography*

Abstract: Radiographs and computed tomography (CT) images have been increasingly applied and accepted in forensic sciences. Along with radiographs and CT images, the frontal sinus is often used for the individual identification because of its unique and unchangeable characteristics. The purpose of this study is to define the usefulness of three‐dimensional (3‐D) images of the frontal sinus for identification. CT images from 119 Korean cadavers were built up for 3‐D reconstruction and surveyed with 15 measurements. The total volume of the sinus, some nonmetric characteristics, and the bilateral asymmetry index in men differed significantly from those in women (p < 0.05). The digit codes, six sections and 10‐digit number, were almost able to accurately identify individuals (98%). This study showed a statistical difference between the sexes and classified the fused and prominent middle sinuses for the first time. This proposed method for identification is more accurate than those used in other studies.     

中菲关于黄岩岛领土主权的主张和依据研究

黄岩岛事件因菲律宾挑战中国对该岛的固有领土主权而起,其主权归属也是菲方试图与中方争辩的焦点。双方在事件发生后重申了各自的主张,提出了本国的法律和事实依据。根据相关国际法和事实,中国不仅拥有黄岩岛的原始主权,该权利还经中国明确表达行使主权的意图与持续、和平、有效地行使主权转化为完整的领土主权,且有效存续至今。菲方无权依据有效控制对抗中国对该岛的既有合法主权,亦无法通过时效等其他任何方式取得该岛的主权。     

The relation between cultural values and models of democracy: a cross-national study

The relation between democracy and culture is a long-lasting subject of interest in political science. In the contemporary approach to cultural analysis, value orientations are studied as fundamental manifestations of culture. The mainstream research has focused on finding a relation between the quality of a democratic system and the existence of essential values in a society. There is, however, an understudied question as to what the relation between cultural values and models of democracy in different countries exactly is. We know that there are different models or patterns of democracy (for example, majoritarian versus consensus and participatory versus spectator democracy) discernible in various countries. But what is the reason that a particular country, or set of countries, appreciates and accepts one type of democracy, while suspecting and discrediting other types? This article aims to find an answer to this question from the perspective of cultural differences. Using the empirical data derived from the operationalization of dimensions of democracy and dimensions of culture at the national level, we examine hypotheses regarding the relation between societal cultural values and the practice of different models of democracy in various countries.
