俄美国防动员发展有很多相同之处,其主要特征和做法对于提升我国的国防动员能力,遇到危机和战争的爆发具有重要的启示意义。针对我国国防动员发展的现状和存在的问题,我国的国防动员一是要着眼方向性,进一步搞好体系顶端的设计;二是增强紧迫性,进一步提高全民动员的认识;三是增强法理性,进一步提升法律政策的保障;四是增强实战性,进一步创新动员演练的模式。     

Territorialising identity,authority and conflict in Africa: an introduction

In much of Africa, the simultaneous contestation over sub-national demarcations, political identities and the locus of authority has activated a territorial politics. In such contexts of uncertainty, state rulers and other social forces advance competing notions of the relevant and legitimate boundaries of territories and identities. This collection of articles examines how, across the continent, struggles over territory are linked to divergent understandings of identity and authority, with significance for territorial integrity, national identity and conflict.     

The Electoral Politics of Housing

This article surveys the territorial politics of housing policy with particular reference to the Conservative Party. It examines the how attempts to establish a new planning framework under the previous Coalition government came unstuck and sets out the implications of the planning impasse for home ownership and ‘generation rent’. The territorial and tenure dimensions of the 2015 General Election are considered and possible future Conservative conflicts over land release are explored.     

Territorial Finance and the Future of Barnett

This article traces the changing funding relationships between Scotland and the UK government. Beginning from the Barnett Formula, it examines how the changing support within Scotland for greater political autonomy from Westminster has influenced the mechanisms that have determined Scotland's fiscal structure. Increasing support for the SNP, and then for the Yes campaign in the September 2014 independence referendum, has led to a mixture of new powers being granted to the Scottish Parliament. The Scotland Act 2012 extends the Scottish government's control over income tax and some other small taxes. Although independence was rejected by the Scottish people in September 2014, the ‘Vow’ made by the Westminster parties immediately before the vote is leading to far‐reaching changes in the UK's fiscal structure. This will cause a very substantial change in intergovernmental relations within the UK, which the Barnett Formula may not survive.     

Shimane Prefecture,Tokyo and the territorial dispute over Dokdo/Takeshima: regional and national identities in Japan

Abstract

This paper joins the debate on Japan's territorial dispute with South Korea over the Dokdo/Takeshima islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent ascendance of ‘Takeshima’ to the fore of Japan's identity construction vis-à-vis the Korean ‘other’. In this paper, I distinguish between two processes: one that led to the adoption of the ordinance and another that resulted in the entrenchment of ‘Takeshima’ in Japan's identity construction vis-à-vis the Korean ‘other’. The paper argues that the former process should be understood within the context of Shimane Prefecture's distinct identity construction vis-à-vis Tokyo, while the latter can be attributed to recent changes in Japan–Korea relations unrelated to the territorial dispute per se.

合作社是在建立在群体自觉的基础上农民权利的实现方式,也是农民实行自治、利益表达的组织性资源。合作社是一种超血缘、传统、亲缘的"地缘"组织,在中国当下半熟人社会的条件下,只有可能从乡村的文化动员中让农民合作起来,从传统的政治动员式参与过渡到主体认同的自愿式参与。强调法治模式中的制度约束与创造,用现代权利理念来保障农民利益的需求,以文化动员唤醒农民的主体认同,建立起农民在现代市场经济条件下生活的自觉。

网络动员是以网络作为工具而进行的社会动员,是依靠网络、手机等现代科技手段,互相沟通、串联,在无组织、无领袖的状态下,集体开展的特定群体活动.网络动员是一把双刃剑,在某种程度上对高校的政治稳定造成一定的影响和冲击.为此,要加强研究,力争发挥这一新动员模式的优越性,增强民族凝聚力,增加大学生的爱国热情.     

The Croatian Diaspora in North America: Identity, Ethnic Solidarity, and the Formation of a “Transnational National Community”

As I attempt to reveal in this article, Croatian Diaspora's press in North America plays a crucial role in ethnic mobilization and formation of attitudes among members of Croatian Diaspora community toward their home society—Croatia and construction of transnational national community. Discourse analysis employed when examining writings published between 1980–1995 in the most influential Croatian Diaspora's journal—the Fraternalist—builds on the idea that not only news from both the host and home countries are provided, but they are also used to constantly reproduce elements of group identity among Diaspora's community. This study explores the main trends in different stages of ethnic homogenization and mobilization of Croatian Diaspora in North America, which progressed in response to political changes in the home country, reaching its peak with the commencement of the war in Croatia in 1991.     

Policy Change,Policy Feedback,and Interest Mobilization: The Politics of Nuclear Waste Management

Many of the leading theories of the policy process are aimed at providing insights into the factors that make policy change more (or less) likely. In general, policy change is seen as a result of shifting dynamics within policy subsystems. However, building on theories of policy feedback and interest mobilization, this article examines whether policy change, apart from being an effect of subsystem dynamics, can be a cause of shifting dynamics as latent actors are motivated to participate in the subsystem as a result of policy change. Two hypotheses regarding post‐policy change mobilization are developed and tested using data on participation in congressional hearings concerning the management of nuclear waste. The findings suggest that policy change can activate latent policy actors, specifically those actors that view themselves as “losing” as a result of the policy change. These results point to the need for scholars to examine the potential impacts of post‐policy change dynamics on policy development.
