国家民政部基层政权和社区建设司农村处在天津市塘沽区实施的“提高农村妇女当选村委会成员比例政策创新示范项目”(2003年6月-2004年6月)探索将社会性别意识纳入村民自治主流,即通过政策的推动改善农村妇女民主参与路径,推出了一个由政府主导、以政策干预为手段、联合社会各界共同推动农村妇女参与村民自治进程的塘沽模式。本文研究和评估了该项目的典范意义、发现和产出、推广价值以及存在的不足,提出了可持续发展的建议。 相似文献

With South Africa having declared itself a developmental state, this paper posits that if a developmental state is one that drives development, then the foreign policy of such a state should pursue development as one of its most important goals. Similarly the diplomatic corps of such a state should prioritise economic, commercial, para- and public diplomacy as drivers of diplomacy. In answering the question, ‘What should be the foreign policy and diplomatic attributes of a developmental state?’, the authors, through an exploratory approach, seek to analyse how well the state has fared in achieving this objective. To be a successful developmental state, a strategic capacity should exist and a clear strategic conception of the state's national interest should be formulated. Old paradigms about the role and functions of the diplomatic corps are challenged and a meritocratic diplomatic corps is strongly advocated to support the state's declared developmental goals. 相似文献

The public administration literature asserts that autonomy is central to performance. In this article we develop a managerial autonomy index, which we apply to 22 water utilities in Africa, Asia and the Middle East. The 16 items that underlie our composite autonomy index display a high degree of internal consistency. This speaks for the validity of the autonomy concept. We find that the autonomy scores of the 22 utilities vary widely. We also find strong and positive associations between autonomy scores and six out of eight key performance indicators. This article examines the autonomy of independent regulatory agencies (IRAs) in Turkey. It explores, first, the different factors that have led to the creation of IRAs and second, the legislative basis of their formal or de jure autonomy. Thereafter, the article assesses the extent to which this formal autonomy is really put in practice and how it is perceived by board members. The enquiry was conducted through a survey comprising interviews and a questionnaire applied to the same. It concludes that although formal autonomy is satisfactorily provided for by law, government tends to limit this autonomy through secondary legislation. Consequently, there are some constraints on the actual use of autonomy. Concerning de facto autonomy, survey findings show that boards are exposed to external and internal pressures and interference in their deliberations. Thus, the assumption that ‘the greater the autonomy the more efficient the management’ is questioned. The main sources of pressure on board members are from the regulated sectors themselves. 流动农民是一个数量庞大而又十分特殊的阶层,考察流动农民阶层的政治参与状况,既有着重要的理论价值,又有着显著的现实意义。目前突出的问题是其政治参与权利日趋边缘化。如何将一个为数庞大的阶层的变化了的政治参与意愿通过制度化的办法予以满足,是政府必然要考虑和解决的问题。政府和社会应高度重视流动农民的政治参与,为流动农民的权益保护创造平等的政治环境;加大户籍制度改革力度,清除流动农民政治参与的体制性障碍;改革现行的就业制度,促进流动农民市民化;提高流动农民的组织化程度,为流动农民的有序政治参与提供组织载体。 相似文献

This article considers the new spaces for the participation of civil society organisations (CSOs) in local governance that have emerged in Nicaragua between 2000 and 2009, and how government and CSOs interact in these spaces. It discusses the significant changes that have taken place in Nicaraguan local governance during this period, and highlights the challenges for CSOs to engage with these spaces at different points in time. It finds that grassroots CSOs in Managua that based their engagement with the Bolaños government through these spaces on citizenship have been drawn into a more clientelist relationship with Ortega's government. 相似文献
