在我国经济体制转变过程中,制度冲突、制度缺失和制度执行失范等现象普遍存在,为特殊利益集团的衍生提供了可乘之机。特殊利益集团掠夺和侵害社会公共利益,引发社会利益结构的失衡,激化社会矛盾,而社会矛盾的本质和根源是制度矛盾。因此,必须通过加强制度创新建设来有效遏制特殊利益集团。  相似文献

本文选择太湖流域的东村进行田野调查 ,发现 ,传统社会水域保持清洁的原因是 :农业社会长期形成的生产、生活方式有利于圩田系统的生态平衡 ,并且 ,村落的社会规范及村民的道德意识也有效地约束了村民的水污染行动。 90年代以来 ,东村及其周围水域被迅速污染。水域污染问题主要不是科学技术问题 ,而是经济社会问题。利益主体力量的失衡、农村基层组织的行政化与村民自组织的消亡以及农村社区传统伦理规范的丧失是造成水域污染的主要原因。与市场经济体系相适应的法律制度建设是解决水污染问题的根本途径  相似文献

网络社会在改变人类生产、生活方式的过程中,也给中国共产党的政治权威带来深层次的挑战。主要表现为:网络社会容易导致无政府主义;导致民众价值观念的多样化,造成主流意识形态的弱化;网络政治参与的"膨胀"易引发民众对现行政治体系的认同危机;网络在加大监督的同时也消蚀着党的形象和威信。要在网络社会中维护和提升党的政治权威需要做到:规范网络秩序,营造网络自律环境;加强网上舆论引导和网上理论阵地建设;畅通网络民意渠道,尊重民意;坚持党要管党,从严治党的原则。  相似文献

Agrarian adaptations in Tajikistan: land reform,water and law   总被引:1,自引:0,他引:1  
In Central Asia, agriculture and water management have ranked as the two most important economic activities in this arid environment. These activities gained even more prominence during the Soviet era as planners expanded irrigation into previously marginal land that bolstered their vision that the best land be allocated exclusively for cotton production. In the wake of the fall of the Soviet Union, Tajikistan has enacted laws meant to expand and clarify land use categories to meet the dual targets of expanding food production within the country while maintaining as much land as possible in cotton production – their economic mainstay. To this end, the Tajik government instituted five categories of land tenure. Though comprehensive, these new dispositions merely mask a continuation of top-down agrarian decision making implemented during the Soviet period. Consequently, this change has created new problems for farm labourers as they struggle to adapt to post-Soviet life and negotiate with the new bureaucracy in the face of ‘de-modernization’ and the loss of jobs, wages, and in many cases, access to productive land. This research demonstrates that the means by which the Tajik government expanded food production has contributed to agricultural problems apparent at the time of independence.  相似文献

Given the myriad of policy instruments aimed at enhancing water quantity conservation available to municipalities, what drives them to opt for a market-based instrument (MBI)? MBIs can be effective and efficient policy instruments to enhance water quantity conservation, but there is little known about why municipalities utilize them. This study hypothesizes that three contextual elements influence a municipality's use of an MBI: the natural, political, and structural environment. The results from two logistic regression models suggest that in a municipality suffering a higher drought level, both a conservative political environment and operating under a council-manager form of government (with the effect more pronounced under a non-council-manager form) will increase the likelihood that it will use an MBI to address water conservation.  相似文献

Human geolocation is prefaced on the accuracy of the geographic precision of mapped isotopic values for drinking water. As most people live in cities, it becomes important to understand city water supplies and how the isotopic values uniquely reflect that city. This study investigated the isotopic distribution of δ2H and δ18O from sourced tap waters that were collected from across the Metro Vancouver (MV) area (n = 135). The results revealed that the isotopic values reflect their water sources with a range of 5.3‰ for δ18Otap and 29.3‰ for δ2Htap for MV. The results indicate that individual cities need higher resolution studies to determine their tap water isotopic ranges, and a good understanding of the water supply network itself for human geolocation work. With an extended high‐resolution understanding of each city, human tissue may be compared with more certainty for geolocation.  相似文献

This contribution distinguishes two kinds of responsibility: the basic (or ‘metaphysical’) kind that we all inescapably have as functioning human beings; and the assignable (or ‘political’) kind that connects each of us with some particular tasks, and not with others. Having explored some differences between the two, and in particular the role of law's authority in connection with each, the discussion turns to the negligence standard, especially but not only as it figures in tort law. Recently, several philosophers have attempted to find a role for the negligence standard in the metaphysics of basic responsibility. This contribution resists that development and stands up for the traditional lawyer's view that the negligence standard belongs to the pliable politics of assignable responsibility. Basic responsibility, it is argued, is fundamentally strict.  相似文献

Increased use of water search dogs for detecting submerged bodies has created the need for a better understanding of scent emanating from the bodies and how it transits the water to the dog's nose. A review of recent literature identifies likely scent sources, potential scent transport processes, and research needs. Scent sources include gases in bubbles or dissolved in the water, liquids as buoyant plumes and droplets or dissolved in the water, and solids consisting of buoyant particulates with secretions, bacteria, and body fluids. Potential transport processes through the water include buoyancy, entrainment, and turbulence. Transport processes from the water surface into the air include volatilization and evaporation enhanced by bubble bursting, breaking waves, splashing, and wind spray. Implications for the use of water search dogs are examined. Observations of submerged, decomposing bodies are needed to quantify the physical and chemical characteristics of the scent and scent transport processes.  相似文献
