The Role of Supervision in the Retention of Public Child Welfare Workers

Abstract

Contrary to common belief, having a manageable caseload size may not be critical to the retention of child welfare MSW social workers. In this study of the retention of 765 title IV-E MSWs in public child welfare, support from supervisors emerged as a pivotal factor in employee retention. With analyses regressing retention and intent to leave public child welfare agencies, support from supervisors emerged as a predictor, but caseload size did not. The preliminary findings of qualitative interviews corroborated these results. This study corroborates literature indicating that support from supervisors enhances retention of specially trained child welfare workers.     

基于模糊分析的社会主义新农村建设评价模型

该文提出，社会主义新农村建设的评价体系包括：新型农民系统、和谐农村系统和发达农业系统3个系统。把每个系统作为一个一级指标，共有3个一级指标和11个二级指标以及25个三个指标。应用模糊数学原理探讨社会主义新农村建设定性与定量相结合的评价模型，可以为评估社会主义新农村建设水平、提高社会主义新农村建设的水平提供理论和技术支持。

社会公德建设是推动实现中国梦的需要,要全面加强社会公德建设需要多方面的共同努力。国家方面要大力发展社会经济,完善立法和制度体系,完善公德立法、改善公德制度来推动和保障公德建设的顺利实行;社会方面要形成良好的舆论环境,加强道德模范的影响力;学校方面要加强社会公德教育,促进其与知识教育的融合;个人方面要增强自身公德意识,用公德标准指导个人实践。

群众路线与基层政权的民主化改革——基于国家制度建设的视角

群众路线是党领导国家、治理社会的有效资源,执政党的治国理政离不开群众路线.基层政权是党领导群众的关键链条和基本依托,而群众路线是基层政权运作的内在支撑和基本规定.从政党、国家与社会发展的内在逻辑来看,政党执政是通过建构现代国家制度来掌握和运行国家权力的,即国家制度是政党执政的现代形态,现代国家制度的基本方面就是民主.在当代中国,群众路线在建构现代国家的同时,现代国家制度也赋予了群众路线民主的意义.作为基层政权支撑体系的群众路线就决定了基层政权建设的民主性,以群众路线推进基层政权的民主化就成为转型中国现代国家建设的重要战略基础.从基层政权的构成及运转看,群众路线推进基层政权的民主化改革主要还是遵循民主的群众路线,立足于开发基层政权本身的制度资源推动基层政权制度体系的有效良性运转.     

Mathematical Models for Teenager’s Living Age Evaluation Based on CT Image of Medial Clavicular Epiphysis

Objective To explore the correlation between volume rendering(VR) statistics of medial clavicular epiphysis and living age,and establish the mathematical models for living age evaluation using the CT image of medial clavicular epiphysis based on the growth rules of osteoepiphysis of medial clavicle.Methods The CT images of the medial clavicles from 795 teenagers aged 15-25,387 males and 408 females,were collected in East and South China.VR 3D images were reconstructed from 0.60 mm-thick slice CT images.The epiphyseal diameter,sternal end diameter,and their respective diameter ratio(the left: x 1;the right: x 3);epiphyseal area,sternal end area,and their respective area ratio(the left: x 2;the right: x 4),were measured and calculated.All these observations were analyzed using SPSS 19.0 statistical software.The statistical differences in gender and age were analyzed by Mann-Whitney U test.The mathematical models were established using least square.Sixty trained subjects,30 males and 30 females,were tested to verify the accuracy of the established mathematical models.Results In the group of same age,x 1 showed significant difference in gender;the same results were observed in x 2,x 3,and x 4,which suggested that the growth rules of osteoepiphysis of medial clavicle were highly correlated with living age.The accuracy of these mathematical models were all above 67.6%(±1.0 year) and 78.5%(±1.5 year).Conclusion The mathematical models with reasonable accuracy could be manageable in practice to confirm the conclusion of the atlas method.The current study can contribute to the single skeletal age evaluation.

司法政策论要——基于行政诉讼的考察

司法政策作为国家处理司法问题的一种导向或立场、态度,是司法机关所制定的对司法活动进行指引和规范的规则,体现了司法机关对司法活动以及司法机关的角色所表达的基本观点和态度。法院审理案件的过程实际上是徘徊在法律与司法政策、政府与民众、个人利益与公共利益之间进行利益衡量、价值衡量的过程。司法政策内在本质上兼具了政治性与司法性的特质,外在表现为灵活性、平衡性、统一性、开放性、动态性。司法政策具有指引、补充、协调、创制、试验等功能。由于缺乏稳定、成熟的司法哲学作为支撑,过于强调或突出司法政策对司法实践的作用,会影响法律的权威地位,易对法治建设造成一定的负面影响。制定与实施司法政策的核心命题就是要处理法律与司法政策的关系,目前已形成司法政策代替法律、司法政策改变法律、司法政策补充法律这三种模式。
