当前,行政化治理导致基层社会陷入“行政有效,治理无效”的治理危机,表现为治理碎片化、治理封闭化和治理等级化。需要打破行政科层组织的结构性壁垒,破解行政化治理造成的基层治理困境。执政党通过发挥政党的组织和政治优势,依托政党的政治整合功能和社会整合功能,促进治理与服务的有效融合,在基层治理场域形成了一种强调政党引领的“超行政治理”模式。与政府主导的行政化治理相比较,政党引领下的“超行政治理”以基础性权力为基础,依托政党权威,实现治理效能提升。具体而言,“超行政治理”通过三种治理机制展开运作。第一,运用党建的空间塑造功能推动组织整合,建构基层共治平台;第二,依靠政治引领功能促进价值整合,实现话语转换;第三,通过社会动员功能助推社会建构,再造社区团结。“超行政治理”以其政治整合和社会建构的工作逻辑,在基层治理场域推动了治理主体的跨组织协同、治理价值的共识维护以及治理权威的社会化建构。  相似文献

Since the United Nations Security Council adopted Resolution 1325 (2000), which is referenced in most of the mandates for peacekeeping authorizations and renewals as of its adoption, UN peacekeeping forces have begun a process of gender balancing. While we have seen an increase in the numbers of female peacekeepers during the decade 2000–2010 and variation in the distribution patterns of female military personnel, we do not know if female military peacekeepers are deploying to areas that are safest or to areas with the greatest need for gender-balanced international involvement. Because the decision-making authority in the allocation of peacekeeping forces rests with the troop-contributing countries, which might not have bought into the gender balancing and mainstreaming initiatives mandated by the UN Security Council, we propose and find evidence that female military personnel tend to deploy to areas where there is least risk. They tend not to deploy where they may be most needed—where sexual violence and gender equity has been a major problem—and we find only a modest effect of having specific language in the mandates related to gender issues.  相似文献

ABSTRACT

The international security community is increasingly concerned about the nexus between indiscriminate terrorism and the proliferation of nuclear technology and materials. Many nuclear terrorism threat assessments focus primarily on terrorist motivations to employ an atomic bomb, the availability of nuclear know-how and technology, and the opportunity for clandestine organisations to acquire fissile material. Scholars and experts, however, often neglect to elaborate on the challenges for terrorist organisations in organising and implementing the construction and detonation of a crude atomic bomb. This will most likely be a complex project. This article will therefore explore the organisation of such an endeavour. To be precise, we will highlight the impact of the organisational design of the terrorist group. The organisational design determines the division of tasks and how coordination is achieved among these tasks. It therefore has a strong impact on the functioning of any organisation, especially an innovative and complex terrorism project. Building on a case study of Los Alamos, we inductively infer that terrorist organisations face an inherent effectiveness-efficiency trade-off in designing a nuclear armament project.  相似文献

ABSTRACT

At the time of his death in 2016 György Márkus’s magnum opus on the culture of modernity that he laboured on throughout his post-Budapest period remained unfinished. This paper attempts to reconstruct the theory of Cultural Pragmatics that lay at the core of this immense project. The intention is to retrieve the key ideas of Márkus’s understanding of modern cultural relations by reviewing the terms of his critique of Roland Barthes and Michel Foucault on the issue of authorship. A distinctive Márkus road in the study of cultural modernity offers itself as a rich contemporary research programme for the future.  相似文献

The article analyzes the process of building italianità in the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giulia and following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-up italianità building process. On the local level, common identity was built upon the myth of the patria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from the patria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.  相似文献

This essay investigates the significance of rugby in a former “Model C” high school in South Africa. It examines the ideological and practical connections between rugby and disciplinary practices in this school under apartheid, and it traces those connections to the present day. By doing so, it argues that rugby owes much of its contemporary importance in such schools to the fact that parents, teachers, and coaches can watch as boys respond to the sport’s combination of immediacy and violence. In an era of desegregation and changing educational regulations, rugby’s structural dependence on immediacy and violence allows the sport’s disciplinary potential to remain tantalizingly stable and definitive. Recent concerns about “the scourge of steroids” in school rugby and schoolboys “playing for professional scouts rather than for their school,” however, present new threats to rugby’s apparent stability. These concerns are not random. Rather, they are born of a specific combination of the agentive decisions of schoolboys, the intense importance that adults place on rugby, and the economic and social contradictions that sustain former “Model C” schools. As such, this essay argues that the performance of schoolboy rugby produces an unexpected result in post-apartheid era: the greater the sport’s importance in these schools, and the more parents, teachers, and administrators depend on rugby for displays of discipline and certainty, the starker and more troubling the social contradictions within these schools could become.  相似文献

Prior research tends to find an inverse relationship between inmates’ religion and misconduct in prison, but this relationship has lacked empirical explanation. We therefore propose the religion-misconduct relationship is mediated by inmates’ identity transformation on existential, cognitive, and emotional dimensions. To test the mediation, we conducted a survey of inmates at the Louisiana State Penitentiary (a.k.a. “Angola”). Controlling for inmates’ sociodemographic and criminal backgrounds, we estimated a latent-variable structural equation model of disciplinary convictions. Results showed that inmates’ religious conversion and, to a lesser extent, religiosity itself were positively related to existential and cognitive transformations as well as a “crystallization of discontent,” which were in turn associated with two types of emotional transformation in the expected direction. The crystallization of discontent and transformation in negative affect were related to disciplinary convictions as hypothesized, and their mediation of the effects of conversion and religiosity on misconduct were found to be significant.  相似文献

目前中国社会正在面临人口老龄化和护理人员匮乏的问题。为了应对“老龄化中国”,国家层面近年出台了相关政策,助推服务机器人在护理领域中的研发和应用。基于日本“产学官”协同创新理论,构建“产学官”协同创新模型,探讨日本富士软件生产的PALRO护理机器人的创新实践。研究结果显示:(1)在知识的创造方面:NEDO为智能模块的研发打造了一个开放式创新平台,通过“产学官”协同创新整合了分散在“产”“学”“官”各领域的相关创新资源。(2)在知识的共享和转移方面:NEDO首先选择具有基础性、通用性的智能模块作为共同研究对象;其次,确定和保障了各智能模块的功能及标准的制定;最后,致力于标准化智能模块的应用和推广。(3)在基于知识的创业方面:将PALRO机器人打造成科研、商用、家庭机器人三个系列以及新产品Palmi机器人的开发是富士软件在移动功能模块和交流功能模块技术的基础上所采取的主要创业形式。以此为基础,可以从“知识的创造”“知识的共享和转移”“基于知识的创业”三个维度,对中国护理机器人产业的发展提出政策建议。  相似文献
