今天,由中国人权研究会和中国人权发展基金会共同主办的第六届"北京人权论坛"开幕了。在这仲秋九月,来自多国的人权专家及相关人士相聚一堂,共话人权发展大计,无疑有着非常积极的意义。在这里,我代表中国国务院新闻办公室对论坛的召开表示热烈祝贺,向出席论坛的各位朋友表示诚挚欢迎!享有充分的人权,是人类共同的追求。长期以来,各国人民为争取人权进行了不懈努力,取得了重大成果,但是距离达到享有充分的人权这一崇高目标仍然任重道远。本届论坛

Human Rights Protection in the Context of Ruling the Country by Law

At a conference in Beijing on December 4, 2012 marking the 30th anni- versary of the adoption of the current Constitution, General Secretary of the CPC Central Committee Xi Jinping pointed out, ＂To fully implement the Constitution is the primary task and the basic work in building a socialist nation ruled by law.＂ He also said, ＂A country ruled by law should be first ruled by the Constitution, and lawful governance should be based on the Constitution.＂

当地时间11月12日,第68届联合国大会在纽约联合国总部改选联合国人权理事会成员,中国高票当选,任期自2014年至2016年。     

The China Dream： A Dream of Human Rights for the Chinese People

This year, nothing has sparked so much interest both at home and abroad as the ＂China Dream＂ concept initiated by Xi Jinping, president of the People＇s Republic of China and general secretary of the Central Committee of the Communist Party of China （CPC）. It not only represents a dream of national rejuvenation, prosperity and the people＇s well- being that has been pursued from generation to generation in China, but also a dream of human rights for which the Chinese people have long strived.     

Laws,as an Integral Whole,Promotes the Cause of Human Rights

In modem society, the rule or law is an important pattern of national governance. Realizing human rights is closely related to the rule of law. What the author intends to discuss is how to use integral thinking to understand human rights as well as the relationship between human rights and development and how to comprehend the rule of law and the promotion of human rights through the rule of law in the process of facilitating the cause of human rights.     

On the Value of the Legalization of Political Participation in Protecting Human Rights

It＇s necessary to legalize political participation in contemporary China because of its value in protecting human rights in terms of function and value. That is, the legalization of political participation aims to promote human rights protec- tion. What＇s more, the legalization of political participation in contemporary China and the maturity of the pro- motion of interest coordination and the rule of law, also show the great development of democracy and politi- cal stability in China.     

构建犯罪控制与人权保障平衡的刑侦观
