关于“两湖一库”治理过程中实施“问责制”的思考

饮用水安全是重大的民生问题。“两湖一库”是我市的主要饮用水源，保护和治理“两湖一库”，确保饮水安全，直接关系到人民群众的切身利益和贵阳市的可持续发展。治理“两湖一库”的关键在于明确责任，严格问责。只有建立完善的责任追究机制，才能使“两湖一库”治理各项措施真正落到实处，才能使“两湖一库”的治理真正达到预期目标。     

代表议案还清泉

西丰县是一个缺水严重的地区，而且水质也差，严重影响了人民的生活。常委会和人大代表对此极为关注。2005年4月，西丰县人大常委会组织部分常委再次视察了当地水资源保护情况，发现该地区的水源保护出现了可喜的变化，这一切都得益于人大代表的议案。     

梦断花龙沟

河南省确山县地处桐柏山区,这里植被茂密,水源充足,野生动植物多,景色宜人.该县的竹沟镇在解放战争时期是中共中央中原局所在地,老一辈无产阶级革命家刘少奇、李先念、彭雪枫等曾在这里战斗生活过,被人们称作为"小延安".与竹沟镇毗邻的一个乡镇叫瓦岗乡,花龙沟则是该乡常庄村一个普通的小山沟.……

700个 为进一步加强水功能区水质监测，保证饮用水健康安全，我省将进一步加快水功能水质监测站建设，到2010年要达到700个水质监测点，并对饮用水源区等重要水功能区实行月监测制，每月至少监测一次。     

The technology study of drinking water safeguard replies to the pollution of radioactive, biological and chemical substances

Facing the rigorous safe situation of radioactive, biological and chemical weapon day by day, the safeguard of drinking water, which is the important resource that the survival and development of mankind depend on, will not only face the pollution of traditional pollutant, but also probably suffer the arriving pollution of the non-traditional pollutant in the future. Therefore, in order to improve the ability of drinking water safeguard to reply to the risk of arriving non-traditional pollution caused by suffering the terror or war, it is necessary to develop the removal technique of radioactive substances, biological and chemistry war agent. The category and harm of radioactive, biological and chemical substances which the drinking water may suffer are introduced firstly in the paper. Then the removal techniques of radioactive substances, biological and chemistry war agent are brought. On the basis of analyzing the removal techniques, the combination drinking water decontamination craft of pretreatment--membrane separate--handle behind is designed. Following the craft, the experiment of purging the radioactive substances simulation, biological and chemistry war agent is done. The experiment shows that the removal rates of ten kinds of radioactive nuclide can reach 99.9% and of biological war agent approach 100%. The quality of water which is polluted by chemistry war agent can reach some standard＇s require. Therefore, the fruit of research can provide the practical technique for drinking water safeguard in the future.     

堪培拉靠水起家

一座城市,有水则有灵气.澳大利亚首都堪培拉就是借了水的光.这水源于这个城市中间的一个人工湖,叫"格里芬人工湖",格里芬是个人名,是湖的设计者,到堪堵拉你可能记不住政府首脑是谁,但格里芬却是家喻户晓.     

打破僵化思维

有一个奇异的小村庄,村庄里除了雨水没有任何水源。为了解决这个问题,村里的长者决定对外签订一份送水合同,以便每天都能有人把水送到村子里。有两个人愿意接受这份工作,于是村里的长者把这份合同同时给了这两个人。     

关于开展农村环境保护几项工作的建议

一、开展农村饮用水源环境调查评估 对水的保护．一直都是环境保护的重点，对饮用水源的保护更是我们保护的重中之重。目前，湖北省每个月都发布饮用水环境质量报告，每年发布年度报告。去年，全年的情况是饮用水源地水质达标率为99．99％。但要注意的是．这个数反映的是全省18个20万以上人口重点城市的32个集中式饮用水源地定期监测的结果。对广大的农村从来没有进行过饮用水源地的水质监测．农村饮用水源地环境状况是空白。     

雪灾后警惕五种次生灾害

国家减灾委员会乱主任、北京师范大学副校长史培军最近接受记者专访时说，长时间低温雨雪冰冻可能引发5种次生灾害：山林火灾；饮用水源污染；滑坡、泥石流、崩塌等地质灾害；农林病虫害和建筑结构安全问题。其中山林火灾和饮用水安全最需要引起高度关注。
