Getting to Peace? Negotiating with the LRA in Northern Uganda

Getting to peace is not a straightforward process. In Uganda, internal conflict has raged for more than 20 years between the Government and the Lord’s Resistance Army. The construction of a comprehensive negotiated settlement is at the mercy of conflicting ideologies and influences at the international, national and grassroots levels. This paper examines the Juba peace talks, the major actors in the negotiation process, and tension between prosecution and amnesty.

现代服务型政府是一个代表公众利益、提供公共服务、接受公众监督、承担公共责任的政府.行政决策法治化是行政决策体现多数人意志、实现和保障多数人利益并使之规范化的过程.行政决策法治化与服务型政府建设在根本动力和价值追求上具有一致性,即二者根本动力在于公众有效的参与、二者价值追求在于公众权利的实现,行政决策法治化是进一步推进服务型政府建设的关键.

警察院校大学生预备警官的特殊身份,决定了其廉政意识教育尤为重要。廉政意识教育是一个系统工程,需要建立科学的长效机制,文章着重从建立适合警察院校特点的学员思想政治工作管理体制、建立符合警察院校学员特点的教育体系和不断完善警校学员廉政意识教育的监防体系方面进行了探究。     

An analysis of budget compliance measurement in South African local government best‐practice financial management technical assistance programs, 2001—2003

South Africa's local government financial management best‐practice technical assistance program (known as MFMTAP) was to reform municipal financial management; achieve credible, realistic budgets and prevent financial failure. We consider whether a budget compliance procedure, developed by National Treasury (NT) to measure funding requirements compliance with the Municipal Finance Management Act (MFMA) focusing on ‘realistic’ revenue budgeting, improves our understanding of technical assistance effectiveness. We assess a metropolitan municipality's compliance before, during and after advisory assistance. The compliance procedure was robust. Potential exists for wider application to assess best‐practice technical assistance (BPTA) program financial reform effectiveness. The findings from this single, important sample suggest that MFMA funding requirements are not being sustained 4 years after MFMTAP commencement, attributable to either BPTA performance or termination effects. We conclude that MFMA financial performance can be assessed by the procedure, from analysis of the metropolitan municipality performance assisted by a BPTA advisor for approximately 3 years. The analysis raises questions about BPTA program reform sustainability, but we add the caveat that conclusions cannot be drawn from a single sample metropolitan municipality, but a larger sample need be used for further methodology development to confirm its efficacy. <Emphasis Type="Italic">The Daily Show with Jon Stewart</Emphasis> and Audience Attitude Change During the 2004 Party Conventions

The intention of this analysis is to examine The Daily Show with Jon Stewart’s coverage of politics and assess the persuasive power of the program’s unique brand of humor. Evidence from a content analysis of The Daily Show’s “Indecision 2004” coverage of the Democratic and Republican Party Conventions shows the program’s humor was much harsher during the Republican Convention than it was during the Democratic Convention. While the humor in both conventions was heavily based on self-deprecation and the exploitation of conventional political stereotypes, the ridicule of Republicans focused much more on policy and character flaws. Humor pointed toward Democrats, on the other hand, tended to focus more on innocuous physical attributes. Analysis of panel data collected by the National Annenberg Election Survey during the 2004 national party conventions shows that exposure to The Daily Show’s convention coverage was associated with increased negativity toward President Bush and Vice-President Dick Cheney. These relationships remain significant even when controlling for partisan identification and ideology. Attitudes toward the Democratic ticket, John Kerry and John Edwards remained consistent.     

Resettling Refugees in Rural and Regional Australia: Learning from Recent Policy and Program Initiatives

Conscious policy and program support for the resettlement of refugees in regional and rural areas is a relatively recent trend in Australia. Resettlement is a complex process that hinges on the establishment of viable communities. This review suggests that its outcomes, especially for refugee communities, are potentially mixed. However, an appropriately resourced, well managed and well planned refugee resettlement program can potentially provide beneficial outcomes for refugees and host communities. This article draws on existing empirical data and contributions made at a VicHealth Roundtable in late 2007 to thematically explore the challenges facing rural and regional resettlement programs. Given that settlement is a dynamic process and the approaches to rural and regional settlement are evolving, this article provides 12 propositions for a more effective and integrated approach to policy and practice.     

Leading from Below: How Sub-National Governments Influence Policy Agendas

This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort.     

The Participation Divide? Political Participation,Trust in Government,and E‐government in Australia and New Zealand

Drawing on 438 telephone interview surveys in Australia and 500 in New Zealand, we find evidence of a 'participation divide' where those participating in politics do so using a range of means, including electronic ones. Those less likely to participate in politics, are less likely to participate across all means measured. Those with higher levels of education and income and of European ethnicity are more likely to participate. We confirm the existence of the so-called 'digital divide' with those that use e-government means and those that do not, being stratified by education, ethnicity, income, gender and age. Contrary to our expectations we find that lower levels of trust in government are associated with higher levels of some types of participation, including e-government ones.
