ABSTRACT

The purpose of this study is to examine the ethical reasoning of Russian public sector employees based on age, gender, management experience, specialization by the area of activity, and tenure with the current employer. Using t-test and one-way ANOVA statistical analyses, this study analyzed the ethical reasoning of 199 Russian public sector employees. Significant differences in ethical reasoning were observed among public sector employees based on age and specialization by the area of activity, but no significant differences in ethical reasoning were found among respondents based on gender, management experience and tenure with current employer.  相似文献

Transatlantic cooperation on security has a long history. In Africa, transatlantic cooperation on security is basically between France and the United States. This paper asks why the two former competitors in Africa started to cooperate and also why they are so willing to engage militarily. The central argument in this paper poses that France and the US cooperate because it is indispensable to both parties. To France, the cooperation is indispensable because the US is the only power with sufficient financial means and with sufficient air-lift capacity to transport French and African troops into conflict-ridden countries. To Washington, cooperation with Paris is indispensable because the French authorities have unique access to intelligence and knowledge about large parts of Africa. By applying a foreign policy analysis framework, the paper analyses how perceptions of decision-makers, the role of personality and leadership, the role of government institutions and political systems have impacted the relevant decisions. It is emphasised that the two different decision-making systems – the French “state dominated” and the American “society dominated” – produce the same result, namely collaboration. It suggests that the perception of a serious threat from terrorism and Islamist radicalisation overrules differences in decision-making systems.  相似文献

This article compares strategic public sector HRM practices between 10 small countries that have consistently shown extraordinary economic, social, and governance performance. The fact that these small countries, which are traditionally considered to be disadvantaged, have become benchmarks of good government suggests they have uniquely maximized and leveraged their key resource: people. In search of novel lessons, we assess through secondary data how their public sectors have organized and institutionalized four key HRM activities: 1) selection, 2) appraisal, 3) training, and 4) compensation, and whether they engage in strategic, centralized efforts to architect and “bundle” these activities. Our exploratory case study findings show that these high performing countries employ various integrated efforts to attract the best and brightest into their public sectors, and train and reward them well, although they differ in terms of their centralization dynamics. We conclude our article with seven propositions for future research and implications for emerging small countries.  相似文献

In the United States participatory budgeting (PB) is a relatively new and innovative approach to municipal budgeting that has implications for improving the role of citizen participation in the budgetary process. The research is based on personal interviews with local community leaders involved in the PB process in the 49th Ward of Chicago, Illinois; the 6th Ward of St. Louis, Missouri; and the City of Boston, Massachusetts. Highlights are provided of the specific experiences and perceptions of these community leaders with a particular emphasis on the use of social media platforms in engaging citizens in the PB process. This article concludes with recommendations for creating a PB infrastructure, for increasing citizen participation in the PB process, and for assessing and increasing the impact of PB in cities within the United States.  相似文献

The present study investigates the direct and indirect relationships among job satisfaction, organizational commitment, and attitudes toward organizational change and their dimensions. Results indicated that employees in the investigated departments are highly satisfied with supervision and coworkers, whereas they are slightly satisfied with work conditions and job security, but they have low satisfaction with pay and promotion facets of the job. Results further demonstrated that employees in the investigated departments are remaining with their current departments either because they want to do so, or because they have to do so, but not because they feel they ought to do so.  相似文献

Subnational governments devote a significant share of their financial resources to help municipalities provide local public services to their citizens. Compared to the large number of studies on national governments, little effort has been devoted to the influence of distributive politics on the use of intergovernmental grants by subnational governments. To fill this gap, this study uses a data set covering the period 2001–2011 to verify to what extent the Québec government used conditional grants to municipalities for electoral purposes. The results of this study show that the allocation of grants to municipalities is not exempt from electoral politics as municipalities located in districts held by governing parties or in high electoral competition districts receive more grants than other municipalities. However, the influence of electoral politics decreases substantially when the management of intergovernmental grants is under tight scrutiny by the opposition parties, mass media and the population. These findings suggest that distributive politics can be conceptualised as a political agency problem whose prevalence is seriously constrained by the improvement of the transparency of public policies management.  相似文献

This paper draws on new institutionalist theories to consider how we might characterise the process and outcomes of change occurring in English local government as a result of the UK’s austerity policies. It uses national and local empirical data to argue that changes are best understood as multi-layer processes, whereby radical ‘punctuated’ shifts in national funding can be mitigated to incremental adjustments in service delivery at a local level. However, the paper also suggests that the incremental appearance of change may be temporary, and that diminishing institutional resilience and emergent discursive shifts potentially prefigure a paradigm change in local governance.  相似文献

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economise their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Spanish municipalities in order to examine their impact in budgetary terms. First of all, we identify the most frequently implemented mechanisms including organisational structure, public services and operational economic restructuration. After their quantification, we monitor the presence and impact of each set of policies to analyse the relationship between concrete measures and effective economic impact. The effective reduction of budgets is being implemented but data show that local governments are resilient to non-compulsory changes. The ‘government at a distance’ policy pursued by the central state administration has effectively reduced budgets but has not affected the institutional core of Spanish local governments.  相似文献

Sinclair Lewis, the first American to win the Nobel Prize in Literature, anticipated many aspects of Donald J. Trump's 2016 campaign and election in his 1935 satirical dystopia, It Can't Happen Here. It was his most popular novel to date and is still satisfying, thought-provoking political theater. Lewis was influenced by growing totalitarianism in Europe, reported on by his second wife, foreign correspondent, Dorothy Thompson. Noting the power of Father Coughlin and Huey Long, among others, to mobilize a public still suffering from the Great Depression, Lewis feared a fascist takeover of the American government by democratic means. Lewis's fictional nightmare features a loutish, ignorant demagogue, who is manipulated by a sinister ghostwriter adviser. With support from a resentful League of Forgotten Men, the demagogue is elected President and quickly establishes a military, racist, and anti-Semitic dictatorship. It Can't Happen Here dramatizes the dire consequences of this takeover, which is not taken seriously at first by Lewis's newspaper editor protagonist, but then is increasingly resisted. Lewis is a social satirist in the Mark Twain tradition, and his novel is worth reading today for its suggestive parallels with current history and its good-hearted humor.  相似文献
