条件限制法在警察学员短跑训练中的实验研究

本文运用文献资料法、访谈法、数理统计法、实验法为研究方法,以田径项目中短跑的起跑教学为例,对辽宁警官高等专科学校的20名学员进行了教学实验,以学校为单位,随机分为实验组和对照组,在2013年5月至6月进行15个学时的短跑教学。主要目的是以"条件限制法"使学生在学习技术时,限制多余技术动作和错误技术动作的产生几率或防止多余动作技术和错误技术动作的产生,在有限的时间内,达到更好的教学效果。以短跑的撞线动作及起跑后加速跑这两个技术动作进行教学实验,通过实验班与对照班的对照,学生成绩有明显提高,学习兴趣明显加强,学生的接收能力也有提高。

Understanding Co-Production as a Policy Tool: Integrating New Public Governance and Comparative Policy Theory

Co-production is an area of policy making in many countries which has received little treatment in the policy studies literature. It has been studied in the field of public administration and public management however, albeit mainly in the case of education-related activities in Scandinavian countries. Using the cases of co-production of support services for the disabled and the elderly in the little-studied programs found in Croatia and Thailand as illustrative examples, this article examines how the concept of co-production can be viewed as an example of the use of a new policy tool, bringing together the insights of both policy and management theory in order to understand its origins and evolution. The article highlights the importance of viewing co-production using an integrated lens if studies of co-production are to advance.     

Does it Matter Who Works at the Center? A Comparative Policy Analysis of Executive Styles

This article develops the concept of executive style to explore how variations in the relationships between politicians, career civil servants, and political appointees affect the types of policy outputs. A comparative analysis of home care policies in New Brunswick and Nova Scotia finds that the former’s civil service executive style – where professional civil servants work in close partnership with politicians in all phases of the policy process – led to the development of an innovative home care program with a long-term vision, whereas the latter’s politicized executive style – where politicians marginalize the role of civil servants in favor of political appointees – led to frequent changes in policy largely driven by short-term considerations.     

Process Tracing in Public Administration: The Implications of Practitioner Insights for Methods of Inquiry

The field of public administration is often seen as a late adopter of cutting-edge research methods. Related disciplines like political science use more advanced research methods for single or small-n case studies including techniques like process tracing. Many elements of process tracing are analogous to investigations. To inform process tracing practices, political scientists looked at Sherlock Holmes novels. We draw on the experiences of a police inspector and a former soldier who worked with intelligence to offer insights on the implementation of process tracing, bridge the academic–practitioner gap, and increase the methodological rigor in public administration research.     

Student Improvement in the Intergenerational Work/Study Program

Abstract

This exploratory study of the Intergenerational Work/ Study Program examined whether structured intergenerational relationships may be associated with a change in the school attendance and achievement of high school students considered to be at-risk for dropping out of high school. Two separate regression analyses were performed to measure the contribution of 11 independent variables to (a) prediction of attendance levels, and (b) earned course credits. The R for the regression for credits was non-significant. For attendance levels, R for regression was significantly different from zero, F (11, 219) = 4.24, p < .0001. Whether the school of enrollment was categorized as alternative or mainstream, as well as time spent in group intergenerational activities and time spent in one-on-one intergenerational activities all contributed significantly. Altogether, 18% (13% adjusted) of the variability in attendance levels was predicted by knowing scores on these 11 variables.     

孕妇不适用死刑的国际人权法与国内法比较研究

孕妇不得适用死刑历来是从对象上严格限制死刑适用的一个重要举措.从国际人权法规定来看,对孕妇不得适用死刑重在对孕妇"不得判处"和"不得执行"死刑,我国有关法律规定和司法解释虽然是两者兼顾,但并不能排除对孕妇判决和执行死刑的可能性,由此有必要在保护孕妇、新生儿及新生儿的母亲包括流产后内妇女权益的立法精神指导下尽快完善有关规定.     

中国房价收入比实证研究及发展改进

房价收入比是中国考察居民购房能力的一项通行指标。目前中国房价上涨幅度超过居民收入增长幅度,导致房价收入比不断攀升,居民购房压力过大。该文从房价收入比的内涵界定、房价收入比的计算方法、房价收入比在中国的实证研究等方面回顾了中国自提出住房商品化政策以来房价收入比这项衡量居民购房的承受力和支付能力的综合指标在中国的研究现状,最后指出了房价收入比在中国实际运用的构想。     

打造共同安全的“命运共同体”:分析方法与建设路径探索

"命运共同体"是中国外交的指导方针和战略目的,具有正义性、和平性、包容性、综合性和科学性。它反映了一个崛起的中国如何处理与外界关系的思想理念。"命运共同体"建设首先需要中国运用物质力量来推动,但它拒绝简单地被"国强必霸"的传统思维来分析和理解。运用西方既有主流理论范式来理解和分析"命运共同体"有其局限。中国外交需要中国思维和视角。过程建构主义是主流范式之外的中国理论创新,它可以赋予中国外交政策及"命运共同体"以新的解释。但过程建构主义仍是单一范式研究,而由于"命运共同体"是一个复杂、具体的问题导向研究,因此,借用分析折中主义,并纳入过程建构主义来分析和考察"命运共同体",可以发现,"命运共同体"既是一个经济、政治和安全秩序,也是一个观念秩序;利益共同体是它的基础,安全共同体是它的保障,共有知识的建构是其最高标准。共同安全是"命运共同体"的重要保障和战略目标,即它展示的和平发展战略凸显了中国尊重他者的合理安全诉求;合作共赢原则反映了在相互依赖程度不断深化的国际格局中合作安全的重要性;伙伴关系战略则展示了中国探索和实践"同盟安全"之外的新安全观的外交努力。
