ABSTRACT

During the early 1960s African American psychologist Kenneth B. Clark, known primarily for his involvement in the 1954 Brown v. Board of Education US Supreme Court desegregation decision, began organizing an ambitious anti-poverty programme called Harlem Youth Opportunities Unlimited, Inc. (HARYOU). Dissatisfied by the lack of progress in school desegregation in New York City and discouraged by the inability of traditional social welfare organizations to address the problems of race and poverty, Clark argued that a new approach had to be developed to mobilize the black poor to gain the political and economic power that would solve their problems. At the same time, he theorized that a new form of racial segregation was beginning to develop in urban areas that foreshadowed increasing social isolation, economic dependence and declining municipal services for many African Americans. He called this new development ‘internal colonialism’ and hoped that HARYOU would be a demonstration project in the Kennedy–Johnson administration's War on Poverty that would address these problems from multiple perspectives. Nonetheless, the plan aroused the political opposition of Harlem Congressman Adam Clayton Powell. The dispute with Powell drove Clark from HARYOU and caused him to re-evaluate his thinking regarding African American leadership. He increasingly viewed the ‘ghetto’ as both a prison and a cocoon that satisfied white and black social, economic, political and psychological needs. By the end of his HARYOU experience, Clark coined the term ‘the new American dilemma’ to describe and theorize about an increasingly isolated and powerless black population in many urban centres. The term also signified his belief that the problem of power was intricately tied up in, while also separate from, the problem of race.  相似文献

Abstract

The article analyses the system of government of the Ottoman Empire during the First World War by looking at three elements: the constitutional-parliamentarian monarchy, the Committee of Union and Progress and the army. The analysis takes place along two axes: one in which the functioning of, and the power relations between, the different institutional elements are analysed, and one based on a series of case studies of important decision-making moments of the years 1914–18.

The civil-military relations as they developed during the war years are studies in a comparative framework. The Ottoman situation is analysed against the backdrop of changes in the balance of power between military and civilian authorities in other belligerent countries in Europe.

The conclusion is that the Ottoman Empire was a constitutional and parliamentarian monarchy only in name, but that its governance did not turn into a form of military rule either. It was run by the Committee of Union and Progress, but within that, key decisions were taken by changing informal coalitions of power brokers in such a way as to make sure that the two dominant factions, the civilian one led by Talât and the military one led by Enver were in agreement.  相似文献

The British Government never recognized the Soviet annexation of the Baltic States in June 1940, but almost did so early in 1942 and was ready to do so again in 1944, when it took at face value Stalin's revision of the Soviet constitution. The result was ‘trouble’ from the Baltic ambassadors in London, particularly the Latvian ambassador. The British Government changed its stance in autumn 1945 when the revisions to the Soviet constitution proved to be sham. Thereafter British policy amounted to procrastination, as the developing Cold War prevented a final post-war settlement.  相似文献

This case study illustrates the use of the date function on an automatic wristwatch to help identify a Vietnam War helicopter crash site. The location of a crash incident can sometimes be uncertain because of inadequate or inaccurate wartime records and the passage of time. Artifacts recovered from a prospective crash scene are regularly used to correlate the loss incident. In this case study, a recovered automatic watch displayed a date 2 days later than the reported loss incident. Although the date conflicts with the aircraft crash incident report, it is observed that a fully wound automatic watch continues to work for c. 2 days after movement of the watch ceases. Thus, the watch's date in fact correlates with the aircraft crash incident report. It is noted that automatic watches may also be used to date scenes of crime.  相似文献

ABSTRACT

The Critical Terrorism Studies (CTS) community has produced an important volume of work assessing and critiquing epistemological understandings of the War on (of) Terror. Largely missing from this body of work, however, is the experience of those who are directly impacted by the policies of this global phenomenon. By rethinking the War on Terror as an experience of war, I posit a wider understanding, by reassessing its temporal and spatial boundaries, but more significantly, the ways in which it is experienced. By providing a wider understanding of war and expanding our knowledge of its boundaries, I am able to show that those impacted by the policies of the War on Terror can claim to have been subject to an experience of war, even when that experience takes place outside of the war zone. This reflection, however, serves a larger purpose, which is to act as a call to the CTS community to centre the lived experiences of those impacted by the War on Terror in their work and decision-making when engaging with policy and policymakers. This represents a call for an ethical re-centring of CTS scholars to the violence of the War “of” Terror, by reminding us of the many ways in which harm can occur.  相似文献

ABSTRACT

In October 2000, David Cesarani decried the unnecessary internment of refugees from Nazi Germany in Britain during the Second World War on the BBC Radio 4 programme Behind the Wire. Until the last few decades, little was known about the internment of enemy aliens by the British during the war. However, in recent years, novels such as David Baddiel’s The Secret Purposes, published in 2004, and exhibitions such as ‘Schwitters in Britain’ at the Tate Britain in 2013, have introduced a wider audience to this oft-forgotten part of the British wartime narrative. Some of those interned in Britain were sent to Canada and Australia, which led to the greatest tragedy of the entire internment debacle, the sinking of the Arandora Star. The year 2015 marked the seventy-fifth anniversary of this tragedy, and the memory of those who were lost lives on in the British–Italian community. However, outside those affected by the Arandora Star disaster, little is commemorated or understood by the general public. Yet the legacy of the former internees is all around us. Who has not, on visiting the British Library, walked past former internee’s Eduardo Paolozzi’s statue of Newton? What connoisseur of classical music has not enjoyed the sound of the Amadeus Quartet, perhaps the only positive outcome of internment? Pistol’s article will examine the memory of the camps and consider the differences between how internment has been remembered and commemorated by former internees and the general public.  相似文献

On 25 July 1950, a month after the beginning of the Korean War, the newly elected Democratic Party (DP) in Turkey announced that a brigade would be sent to assist South Korea as part of the UN mission led by the United States. The main argument of this article is that although the DP regime is considered a secular and Kemalist one, the state continued the Ottoman tradition and practice of using Islam to gain support for the war and to mobilize the Turkish nation. To do so, the article will show the similarity of both the means and the content of religious propaganda used in the Korean War to those used in the Ottoman jihad in the First World War. This article suggests that parts of the public understood the war as a religious conflict and not just as an ideological one thus indicating the success of the religious messages and their efficiency.  相似文献

This article contests the misconception that the Hall of Memory of the Australian War Memorial, Canberra, represents an irreligious space. While accommodating the expectations of a post-secular society, this belief fails to recognise the influence of Christianity upon the generation that experienced World War I and developed the memorial practices that arose in response to it. Veteran-artist M. Napier Waller embedded complex religious symbolism in the scheme of three windows he designed and executed for the hall. Drawing on his individual experience of battle, personal philosophy of art and the medieval customs of his forebears, Waller told the story of Australia’s experience of the war and aligned a nation’s sacrifice with that of Christ: His Crucifixion, Resurrection and Ascension are symbolised in the south, west and east windows, respectively. The inclusion of a nurse was central to Waller’s plans and required he manipulate the men creating the memorial to achieve his goal. In doing so, he neutralised the greatest threat to his vision: its founder, Charles Bean, and located a woman of many identities—a Martial Madonna—as the heart of national sacrifice in Australia’s premier war memorial.  相似文献

Abstract

This article pieces together the activism of the British welfare worker and feminist-pacifist Emily Hobhouse (1860–1926) during two largely unrecorded episodes of transnational activism: firstly, her ministry of Cornish miners in Virginia, Minnesota, in the United States; and secondly, her interventions during the period of reconstruction following the South African War (1899–1902). The article endeavors to contextualize Hobhouse’s activism and offer a broader understanding of the limitations and restraints on her actions. Ultimately, her activism required a platform that was in the gift of political actors and establishment figures, and dependent on fluctuations within specific political and bureaucratic situations. Based on close inspection of undocumented material in both South African and British archives, the article investigates Hobhouse’s repertoire of missionary and philanthropic roles within a wider context of humanitarian politics. It demonstrates how women’s activism and their behind-the-scenes politicking informed political decision-making in modern imperial and international affairs.  相似文献

In the early days of World War II, many of the prominent and influential people of Polish nationality from the Free City of Danzig were arrested by the Germans and sent to the nearby concentration camp KL Stutthof. Nearly a hundred of them died within the next seven months upon their arrival, and were buried in a clandestine mass grave in a nearby forest. However, the exact nature of their death is unknown, as it is unclear what the attitude of the aggressors was toward the victims. We do not know whether there was only one executioner or there were several assassins, nor if the killing methodology was consistent with the other state-regulated executions.The studied material represents the commingled remains of a minimum thirty-four people, possibly all male, aged from under eighteen to over sixty at the time of death. Perimortem traumatic lesions are shown mainly on the skull bones. We asked whether the perimortem trauma lesions visible on the victims’ skeletons could be informative on the cause and manner of their death.Our results show the prevalence of the perimortem trauma inflicted by a blunt object are on the parietal bones above the Hat Brim Line (HBL), which is commonly associated with a violent attack. The gunshot trauma was usually localized on the occipital bone or posterior parietal, which could indicate a shot to the back of the head, and this was commonly encountered during executions. No signs of defensive injuries can be explained either by restraining of the hands or by a surprise attack. The abundance and variability of the trauma type can be evident of multiple assailants. Moreover, the multiple impact points detected on several crania prove unnecessary overkill and brutality, which reflects the personal attitudes of the executioners towards the victims.  相似文献
