强化农村社会管理推动新农村建设

党的十七届三中会会明确提出：要完善农村社会管理体制机制，保持农村社会长期和谐稳定。近年来，山东省在这方面进行了积极地探索。社会主义新农村的构建离不开强有力的农村社会管理。提高农村社会管理水平需要在发挥政府作用、建立制度和机制等方面做出努力。     

中小图书馆随书光盘的有效管理

通过对随书光盘特点的总结和对随书光盘管理模式的简单介绍，分析了目前所采用的各种管理模式的优点和不足。结合我馆随书光盘管理的实践经验，探索性地提出了一种适合中小型图书馆的，简单有效的随书光盘管理方法。     

论实有人口管理模式的重构与完善

创新人口管理模式是政府工作和公安管理的重要课题。公安机关要从工作机制的延续性、制度的规范性、发展的长效性出发,在党委、政府的领导下,以科学的理念为指导,进一步探索实有人口管理的新模式和有效方法。     

借世博安保之力积极推进“两个实有”全覆盖管理

"两个实有"全覆盖管理的实效是关系世博安保工作成败、以面保点战略能否成功的重要因素。上海公安机关应当分析当前推进"两个实有"全覆盖管理过程中存在的问题,总结经验,制定科学可行的工作措施,为世博会的顺利举行创造良好的社会治安环境。     

Civil Service Reform in Latin America: External Referents Versus Own Capacities

In the context of state reform and democratisation in Latin America, reinforcing public institutions becomes critical to sustaining and consolidating realised gains. In this area, civil service reforms are critical. But civil service reform initiatives in Latin American countries were designed with different degrees of compatibility with countries’ administrative traditions and with the role played by the civil service within the political system. The results of different initiatives are described in a brief review of six key features of nine Latin American civil services. Discussion of these results allows us to draw conclusions about the capacity to generate learning dynamics. A new conception of the civil service and its role in the political system appears more evident, unless the required political consensus for implementing and consolidating the new reform strategy for most Latin American public administrations is not confirmed.     

2007年国际风险投资研究特征及前沿动态综述

中国风险投资研究尚处于起步阶段,需要了解国际风险投资研究的现状和发展趋势。沿用作者2006年风险投资研究综述所创建的分析框架,将风险投资研究分为经济学和管理学两个维度、11个研究领域,使用Excel分析了2007年国际风险投资研究的特征,重点介绍了风险投资研究的前沿动态,给出了可能的研究方向。通过对检索到的87篇文献的梳理和分析,发现2007年国际风险投资文献仍然以实证研究为主,欧美学者仍然占据主流位置,美国仍然是研究焦点所在,其成功经验正被包括发达国家在内的世界各国所借鉴以促进创新经济的发展。从期刊来源分析发现,关注风险投资的期刊愈来愈多,其中包括顶级经济学和管理学学术期刊。对文献的内容分析表明,经济学维度的研究除了关注法律和公共政策因素对风险投资的影响这类传统热点之外,开始关注资本市场以及技术水平这类因素,此外,风险投资集群被特别关注;管理学维度研究的热点基本保持不变,但是观点出现分歧,新的动向是对风险投资网络的关注。     

我国当前的行政执行与政府执行力研究

政府执行力不足是当前我国政府必须面对的一个严峻课题。本文着重分析了行政执行和行政执行力之间的关系，总结了当前我国行政执行的特点，对政府执行力的概念予以界定。同时，剖析了当前政府执行力不足的原因，提出了提高政府执行力的政策建议。     

海岛渔业经济经营模式的探讨与思考

要推动海岛渔业经济持续、稳步、快速发展，必须从实施人才战略、建立政策长效机制、强化科技创新意识、开展生态渔业、发展远洋渔业、发展外向型和创汇型渔业等方面入手。     

试论我国知名运动员人格权在商业利用中的保护

在现代社会，知名运动员的人格权的商业利用逐渐增多，在商业利用过程中不可避免地会出现知名运动员人格权受侵害的情况，因而分析侵害的根源，规范商业利用的形式，采取相关法律措施保护我国知名运动员商业利用中的人格权就显得尤为必要，在理论和实践中都应对此予以重视。     

What Role for Human Rights in Business?

The Guiding Principles on Business and Human Rights (UNGPs) were endorsed by the United Nations Human Rights Council in June 2011, following the six‐year mandate of the Special Representative to the Secretary General (SRSG) on the issue of human rights and transnational corporations and other business enterprises. The SRSG developed a framework comprised of three pillars: (1) States have a duty to protect against human rights abuses committed by third parties, including business enterprises; (2) business enterprises have a responsibility to respect human rights; and (3) victims of business‐related human rights abuses need access to effective remedies. In particular, guiding principle (GP) 11 provides that business enterprises should respect human rights, that is, they should avoid infringing on the human rights of others and address adverse human rights impacts with which they are involved. This article considers the implications of the Guiding Principles' framework for business; the continuing role of conventional accountability mechanisms in providing access to remedy for victims under the third pillar of the framework; and developments in ‘hard law', with a particular focus on the approach by the UK, since the introduction of the UNGPs, before turning, briefly, to the future for business and human rights.
