警务创新机制下基层公安机关执法问题研究

党的十八届三中全会明确提出了推进法治中国建设的目标,牢固树立法治思维,坚定法律信仰,不断提升公安工作的法治化水平是公安机关面对新形势的必然选择。公安机关基层民警执法水平的高低直接决定公安机关执法能力的高低,全面提升基层民警的执法水平,不仅是保障严格、公正、文明执法的一项长期战略任务,更是实现依法治国方略的根本要求。     

Acting Like It Matters: A Scoping Review of Simulation in Child Welfare Training

Simulation-based training is often used to prepare health practitioners and is increasingly employed to train child welfare workers. This scoping review systematically searched the published and grey literature for studies that evaluated training for child welfare practitioners and used simulation methods that included standardized actors. Three studies met inclusion criteria, all documenting improvement in participants' use of specific skills. Other outcomes were mixed, possibly reflecting the heterogeneity of samples, study methods, measures, training of actors, theoretical frameworks, and content areas. Though results were mostly positive, the small number of studies indicates a substantial need for further research.

目前,涉法上访案件大量增加。对涉法上访案件进行妥善处理对和谐社会的构建具有重要意义。根据上访现状,我国可以在信访制度改革、相关制度建设和制度衔接等方面探索建立涉法上访案件处理的长效机制,实现民主、法治、和谐社会的目标。     

Comparative Policy Analysis: Déjà vu All Over Again?

During the 1970s and early 1980s, many policy analysts were engaged in comparative policy analysis. For a variety of reasons, the most important of which being a general neglect of the particular policy contexts, the use of comparative policy analysis fell largely into disuse. There are now a number of emerging reasons why a renaissance in comparative policy analysis seems much more propitious: a growing number of transnational policy issues; advances in communication technologies, such that physical distances have been virtually eliminated; and new conceptual bases. All of these combine to produce a new demand for comparative policy studies.     

Issue definition: the neglected foundation of effective issue management

Many issue management models proceed from issue scanning and identification directly to determining an objective, with insufficient attention to the important element of formally defining the issue. Proper definition is a vital foundation for effective issue management, and comprises a sound understanding of the issue itself, choosing exactly the right words to best position the issue and securing agreement on the definition. It also requires a full appreciation of the techniques used by other parties to try to redefine the issue to their competing agenda, and this paper identifies and categorises three such techniques. 关于我国军事司法理论与实践中的几个问题

建国以来,我国的军事司法制度经历了一个不断发展和完善的时期,国家和军队不仅制定了大量的军事司法方面的法律性文件,而且在长期的司法实践中也积累了丰富的经验,形成了具有中国特色的军事司法制度.但是,毋庸讳言,目前我国的军事司法理论及其实践中还存在诸多问题,不仅与依法治国方略、依法治军方针的要求存在较大的差距,而且也与近年来国家司法改革的趋势极不适应.本文就军事司法的主体、军事司法体制改革、职能作用、法律地位等若干问题进行了探讨.

加入WTO将对我国劳动关系产生重大影响。劳动关系问题在范围上会延伸为贸易关系问题、国家关系问题 ;在性质上会演化为社会问题、政治问题 ;在协调机制上更需要与国际惯例衔接。所有这些 ,有助于打破原来的“边界稳定” ,实现中国劳动力低成本与执行国际劳工标准的平衡。     

马克思主义中国化的基本问题研究

马克思主义中国化内在地包含了何为真正的马克思主义与何为真正的中国问题这两大基本问题。目前学界对马克思主义中国化的研究主要集中于对何为马克思主义的探讨,有意无意地忽略了对中国具体实际的研究。由于缺乏中国现实问题的支撑,使马克思主义与中国的具体实践日益脱节。结果必然导致马克思主义及其中国化在中国社会中面临着边缘化的现实困境。只有从中国的现实问题出发,立足于中国实际问题的解决,去研究马克思主义和马克思主义中国化,才能推进马克思主义中国化的健康发展。
