Components of the Solution-Based Casework Child Welfare Practice Model That Predict Positive Child Outcomes

While a number of studies have shown the efficacy of the solution-based casework (SBC) practice model for child welfare (e.g., Antle, Christensen, van Zyl, & Barbee, 2012 Antle, B. F., Christensen, D. N., van Zyl, M. A. & Barbee, A. P. (2012). The impact of the Solution Based Casework (SBC) practice model on federal outcomes in public child welfare. Child Abuse & Neglect, 36, 342–353.[Crossref], [PubMed], [Web of Science ®] , [Google Scholar]), the current analysis examines the top ranked behaviors in cases reaching outcomes of safety, permanency, and well-being in both high adherence and low adherence cases. Sixteen top behaviors seem to have the greatest impact on outcomes, all of which are key to the three major theoretical orientations utilized in SBC. Thus, these results not only narrow in on the key behaviors that drive success in the practice model, but also shows the utility of the theoretical underpinnings of the practice model.     

Development and Initial Findings of an Implementation Process Measure for Child Welfare System Change

This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems. The measure was used in a Children's Bureau-supported national effort to assess the ongoing implementation of 24 systems-change projects in child welfare jurisdictions across the country. The article describes the process for measure development, method of administration and data collection, and quantitative and qualitative findings.

Comment on Michael A. Stegman,Walter R. Davis,and Roberto Quercia's “The Earned Income Tax Credit as an instrument of housing policy”

Abstract

The article by Stegman, Davis, and Quercia is a careful, comprehensive analysis of the current impact of the Earned Income Tax Credit (EITC) on the housing cost burdens of working families. Its major proposal, a graduated supplement to the EITC to reflect housing costs, is compared with my broader concept of addressing severe cost burdens through supplements to major income support programs. Criticisms of my concept, chiefly administrative difficulties and incompatibility with the EITC benefit structure, are discussed.

My primary concerns are that Stegman, Davis, and Quercia's proposal does not sufficiently target families with severe housing costs and that the formula for calculating the additional benefit does not reflect diverse housing costs throughout the country and provides the smallest increases to the recipients with the lowest incomes. However, it is more important to generate discussion of the reality that “income policy IS housing policy” than to argue about details.

随着一大批新老团干部走上中央和地方的领导岗位,共青团出干部的话题迅速发酵。在对共青团为党和国家发现、培养、锻炼、输送了大批高素质干部而感到欣喜、赞许、期待声中,不少人表示了对共青团干部成长过快、素质不齐的担忧。当前,某些团干部身上确实存在一些作风问题,根本原因在于马克思主义群众观、政绩观、权力观的缺失。要切实抓好共青团干部的作风建设应当在提高意识、以情感人、求真务实、正确用权四个方面下功夫。

电子商务下电子化证券发展极为迅速,但电子化证券交易,仍然是处于不断摸索发展完善的阶段,电子化证券交易对于传统的金融经济制度是严重的冲击,学者对电子化证券交易领域的研究尚未完善。电子化证券交易的发展导致了法律和监管一些新的需要解决的现实问题。为了加强电子商务下对证券的监管,需要进一步完善电子商务下证券活动相关的法律体系,提高电子商务下证券活动相关的安全技术,明确电子商务下证券的发行和监管体制,规范证券交易主体的信用法律制度。

中共“七·一三”宣言发表于·大革命失败、中国革命处于严重危机的紧急关头。“七·一三”宣言发表后,毛泽东根据八七会议精神,回湖南准备和发动湘赣边界秋收起义,在这个过程中,毛泽东对中国革命一些重要问题进行了新的探索,在许多问题上的认识有了新的高度：在党内最早提出放弃国民党旗帜,认识到军事问题的极端重要性,探索了解决土地问题的原则和方法,提出了建立工农兵苏维埃政府的思想。
