治理视角下的社区矫正政策——以N市社区矫正政策为例

社区矫正政策的出现推动了多元治理主体的出现,他们以司法行政部门为中心形成了网络化的结构。治理网络中占据主导地位的仍然是诸国家权威机关,他们掌控着关键性的资源,真正意义上的非政府主体——志愿者仅仅起着辅助性作用。国家权威机关之间的合作是政策执行的关键变量。国家权威机关之间主要采用等级式协调方法,治理所主张的基于理性沟通和对话、基于信任基础上的合作平台和机制还没有建立。     

论警察职业化教育培养模式下的学生管理

警察职业化教育模式下的学生(学员)管理,是公安院校探索构建"大教育、大培训"工作体系面临的新课题。必须从机制体制入手,改革现存的管理模式,坚持以学生(学员)管理为主体,加强以队建制为主学生(学员)管理工作体系建设,建立规范、统一、效能的学生(学员)管理体制和工作运行机制,以适应公安人才培养和队伍建设的需要。     

柬埔寨艾滋病治理成效及其原因评析

作为典型的弱小国家,柬埔寨在艾滋病治理上为世界树立了一个重要的榜样。经过20多年的努力,柬埔寨的艾滋病治理取得了显著的成效,主要表现在:艾滋病感染率大大降低,每年新增艾滋病感染人数大幅减少,艾滋病患者接受治疗的比例不断提升。取得这种成效的原因首先是柬埔寨政府对于艾滋病的安全化定位与实践,树立了政府治理的决心与魄力;其次是非政府组织对艾滋病治理的积极参与,奠定了艾滋病治理的社会基础;最后是国际社会的援助为柬埔寨艾滋病治理提供了强大的动力。这三个因素构成了柬埔寨艾滋病治理取得显著成效的三驾马车。     

The training of New Jersey emergency service first responders in autism awareness

This study investigated the extent and adequacy of training among New Jersey first responders (e.g. police, firefighters, emergency medical technicians) specifically as relates to a 2008 state law mandating that autism and hidden disability recognition and response training be conducted. The results show that a significant percentage of emergency service personnel have not completed the state mandated training. Recommendations for improving the training, such as by involving parents, advocates, and field and training personnel as a part of the training process, are discussed.

培育人民警察核心价值观,应以社会主义核心价值体系为统领,以当代革命军人核心价值观为样板,以符合公安机关性质和宗旨的核心价值理念为内容,使提炼形成的人民警察核心价值观既体现社会主义核心价值体系的本质要求,又体现公安机关的性质和宗旨,成为推动公安工作和队伍建设的正确价值导向和强大精神动力。     

农村基层社区当下治理模式之反思

面对社会主义新农村建设提出的要求,推动后发国家现代化早期展开的威权主义治理模式,以及目前农村尝试多年的"基层民主"模式,在实践中都遇到了一定的挑战,面临着较大的困境,农村治理模式正面临着转型的压力.当前农村基层社区治理模式的探索,应反省以往治理模式中的政治与行政强控制特点,应破除当前对"民主选举"的迷信,在重视乡土精英参与、重视文化建设,重视"协商民主"的基础上寻找一条能真正通向农村基层社区自治的道路.     

Commentary on “Studying Eyewitness Investigations in the Field”: A Look Forward

Schacter et al. (2007, this issue) address the controversy surrounding an Illinois pilot project that attempted to compare sequential versus simultaneous police lineup formats. The statement by these experts will guide the design and execution of future field lineup experiments. This commentary discusses three aspects of field studies that pose challenges as lineup experiments are interpreted: the imprecise meaning of the dependent measure (eyewitness decisions), the limitations of single studies, and the necessity to devise public policy from incomplete knowledge. A combination of laboratory and field information provides the means to determine best practices in eyewitness identification procedures.     

Violent Stalkers. Detecting Risk Factors by the Police

In the experience of stalking victims a common element is the fear of physical violence. Until now risk factors that predict physical violence within stalking contexts have been carried out in relatively small, clinical-forensic samples. Consequently, the validity and practical utility of these risk factors in the law enforcement context remains unknown. Furthermore some risk factors have been identified in this research on the basis of information that is not available for or difficult to detect by the police in an early stage of the law enforcement process. The identification of risk factors of physical violence in stalking incidents in an early stage by the police was the subject of the presented study. Risk factors are identified based on literature, content analysis of police records and by testing interaction terms. Therefore 204 judicial files were analyzed, resulting in a five factor model predicting physical violence. Theoretical and practical implications of these findings are discussed.
