政治生态话语中的生态观迷失与回归

近年来的高压反腐和全面从严治党激发了中国"政治生态"的话语热潮,然而,当前的"政治生态"话语更多的是一种政治实践话语,而非学术话语。在国际学术界,政治与生态基于不同方式的结合而形成了生态政治学和政治生态学,生态政治学已发展成为包含不同理论流派和理论分支的成熟学术领域,而政治生态学则研究较少。中国现有的泛化的政治生态话语、文学化描述的政治生态话语、本末倒置的政治生态话语存在生态观的严重迷失。要走出生态观迷失的困境,建构政治生态学理论,需要在生态内涵上实现个体性评价向结构性和规则化观念的回归;在生态伦理上实现从道德整体主义与等级制向个体生命伦理与互利共生关系的回归;在生态运行方式上实现从一体化结构的单向控制向多元分化与制约平衡的回归。当然,生态学的政治价值是有限的,除了"自然正义"以外,我们还需要求助于"社会正义"作为现代政治转型的理论支撑。     

The personal vote and voter turnout

The level of electoral turnout is arguably the most widely monitored form of electoral participation. Consequently, electoral systems have often been cited as having a significant effect on turnout levels even though scholars do not agree on the effects of these complex institutions. Since most previous studies have relied on categorical or dichotomous electoral system indicators, this study utilizes Carey and Shugart’s personal vote index to gain theoretical leverage on other electoral system components. In short, I find that where electoral competition is predicated on party, rather than candidates’, reputations, turnout levels rise. The results of a time-series cross-sectional analysis reveal that the personal vote index significantly influences turnout levels even when controlling for a host of other factors.     

大湄公河次区域合作与泛北部湾经济合作比较研究

东南亚是我国对外开放的重要门户,东盟是东南亚最具影响力的区域组织。大湄公河次区域合作与泛北部湾合作是我国与东盟国家开展次区域合作的典范,有着中国与东盟关系“两翼”的美称。它们在具备相似点的同时也有着一定程度的差异性,通过对比有益于二者相互借鉴和完善自身,在推动中国与东盟国家关系全面发展中发挥更大作用。     

韩国的地方选举和政党参与

以＂宪法＂和＂地方自治法＂为准绳,韩国实行地方自治制度,以团体自治和居民自治相结合的自治模式,由选举产生的各级地方议会、政府具体行使自治权。20世纪50年代,韩国经历了短暂的、不完全的地方自治,之后中断了31年。自20世纪90年代至2010年6月,韩国共举行了5次地方选举。韩国政党通过推荐或支持候选人参与教育监和教育议员以外的地方自治团体首长和地方议员的选举,积极地介入地方自治的整个过程,从另外一个侧面反映出了韩国政党的参政方式和特点。     

东南亚地区形势:2010年

得益于中国和印度的经济增长,东南亚国家受世界经济危机的冲击要小得多,经济复苏的步伐也快一些.东南亚地区的"人民力量"运动此起彼伏,在一些国家,街头政治成为常态,这种状态不利于国家政治民主化和现代化的进程,实际是民主的反动.奥巴马上台后,美国政府加强了在东南亚的存在与影响力.中国-东盟自由贸易区正式启动,标志着中国-东盟关系进入一个崭新的阶段.     

中日韩三国纺织服装品在东盟市场竞争力的实证研究

本文从市场占有率、贸易竞争指数、显示性比较优势指数和出口产品相似度指数等4个不同视角出发,全面考察了2000-2008年期间中日韩3国纺织服装品在东盟市场竞争力的大小.实证结果表明,近年来我国纺织服装品在东盟市场的竞争力不断上升,同日韩两国相比,我国纺织服装品的竞争优势非常明显.本文的研究可为我国纺织行业进一步开拓东盟市场提供借鉴.     

韩国政治社会化的历史分析及启示

政治社会化是政治文化的传播、维持和改变。一国政治文化主要依赖于内部诸条件的相互作用与耦合,但外部因素也是影响政治文化乃至政治社会化进程的重要变量。由于特殊的历史原因,韩国社会经历过多次传统社会的价值观和生活规范的解体、分化与重组。韩国政治文化及其社会化受外部因素的影响特别大,尤其是受中国、日本和美国的影响巨大。从历史的角度考察三国对韩国政治文化和政治社会化的影响,分析韩国政治社会化的历史与现实,将为包括中国在内的诸多发展中国家走向政治现代化提供有益借鉴与启示。     

“What have you done for me lately?” Re-thinking local representation

Scholars have studied the influence that constituents exert on elected representatives’ action in national parliaments at length. Still, academic pundits have usually confined local representation to distributive policies and casework, and limited local legislators’ focus to a territorial perspective. In this study, I try and propose a more nuanced theory of local representation, and I use automated text analysis to capture elected representatives’ propensity to serve functional as well as territorial interests. In an effort to provide empirical backing to my theoretical argumentation, I present an analysis of Italian legislators’ behavior which shows that deputies are willing to divert public spending to their district but also to favor the interests of specific economic sectors. Scholars have already acknowledged the multidimensional character of political representation at the national level, my analysis offers theoretical justification and empirical evidence to support doing so at the local level as well.     

Do populist parties support referendums? A comparative analysis of election manifestos in Europe

Earlier research refers to populist parties as being advocates of a greater use of referendum. Yet, there has been no large-scale systematic test of this claim. This article addresses this gap in the literature and tests the relationship between populism and greater use for referendums in party manifestos. It analyzes 824 manifestos of 187 populist and non-populist parties in 27 Member States of the European Union between 1994 and 2018. We test if populist parties are virtually all in favor of a greater use of referendums and whether they would talk about referendums much more than non-populist parties.
