Metropolitan Governance in Deutschland: Normative,utilitaristische, kommunikative und dramaturgische Steuerungsansätze

Der Aufsatz beschreibt die historische Entwicklung und die jüngsten Formen politischer Steuerungsansätze in sechs westdeutschen Großstadtregionen. Es sind dies die Regionen Hamburg, Bremen, Hannover, Frankfurt, Stuttgart und München. Zu diesem Zweck wird im theoretischen Teil eine zweidimensionale Typologie von Formen der Metropolitan Governance entwickelt. In der ersten Dimension werden Governance‐Formen nach dem Strukturmuster der Interaktion unterschieden, in der zweiten Dimension werden die Governance‐Formen aufgrund der zugrundeliegenden Handlungstheorie (normatives, utilitaristisches, kommunikatives und dramaturgisches Handeln) differenziert. Mit Hilfe der dadurch gewonnenen acht Idealtypen wird im darauf folgenden empirischen Teil gezeigt, dass bis in die 1970er Jahre normative Steuerungsformen die Diskussion beherrschten und diese in den 1980er Jahren durch ein utilitaristisches Paradigma in Frage gestellt wurden. Seit Beginn der 1990er Jahre wurde verstärkt auf kommunikative und dramaturgische Governance‐Formen gesetzt, auf deren Grundlage können sich aber ganz unterschiedliche Governance‐Schwerpunkte und z.T. auch ausdifferenzierte “Governance‐Landschaften” in den verschiedenen Stadtregionen etablieren.     

EARLY LIFE RISKS,ANTISOCIAL TENDENCIES,AND PRETEEN DELINQUENCY

Early age‐of‐onset delinquency and substance use confer a major risk for continued criminality, alcohol and drug abuse, and other serious difficulties throughout the life course. Our objective is to examine the developmental roots of preteen delinquency and substance use. By using nationally representative longitudinal data from the UK Millennium Cohort Study (N= 13,221), we examine the influence of early childhood developmental and family risks on latent pathways of antisocial tendencies from 3 to 7 years of age, and the influence of those pathways on property crime and substance use by 11 years of age. We identified a normative, nonantisocial pathway; a pathway marked by oppositional behavior and fighting; a pathway marked by impulsivity and inattention; and a rare pathway characterized by a wide range of antisocial tendencies. Children with developmental and family risks that emerged by 3 years of age—specifically difficult infant temperament, low cognitive ability, weak parental closeness, and disadvantaged family background—face increased odds of antisocial tendencies. Minimal overlap is found between the risk factors for early antisocial tendencies and those for preteen delinquency. Children on an antisocial pathway are more likely to engage in preteen delinquency and substance use by 11 years of age even after accounting for early life risk factors.     

东盟五国制造业贸易竞争力的变迁与分析

本文运用贸易竞争力指数对东盟五国制造业在1996-2006年间的出口竞争力进行了实证测度, 并且也相应地测度了东盟各国长期稳定地处于比较优势、比较劣势的产业,以及随着时间的推移比较优势和比较劣势互相转换的产业.最后,文章对实证结果作了分析.     

医疗事故赔偿责任中美立法比较

笔者认为医疗事故的处理中存在4大关键性问题:范围限定、科学鉴定、赔偿依据、责任承担方式。大量的事实说明,在对医疗事故处理的立法上,不仅在中国,而且在世界上许多发达国也没有合理解决这些。为了更科学的处理医疗事故、协调医患双方的利益,本文对这4个方面进行了分析,比较了中美立法上的异同,指出中美立法中各自存在的优缺点,在一些敏感、难点问题上提出了自己的一些建议,对今后中国医疗事故处理的立法、兼顾医患双方利益、妥善处理民事纠纷做出了有益的探索。

论刑民交叉及其关涉问题

刑民交叉,是指刑事案件和民事案件由于特定因素的关联而出现交叉或者并存的现象.以法律事实的个数为"统一标准",可以将刑民交叉总体上分为"多个事实关联型"刑民交叉和"同一事实竞合型"刑民交叉两类.刑民交叉案件的既有解决办法是以"先刑后民"为原则、以"刑民并行"和"先民后刑"为补充,但是这种解决办法出现的问题比较突出且反对的声音比较多.因此,刑民交叉问题对策研究期待理论创新.     

民族调查与布依学研究

中华人民共和国成立后的 5 0多年间 ,有关布依族的调查取得了丰硕成果 ,为贯彻落实党的民族政策 ,促进布依族社会经济文化的全面发展 ,为促进布依族研究的深入和布依学学科的建立都起到了积极作用。但调查也存在手段和角度单一 ,缺少纵深感等缺点 ,在当前形势下重新认识布依族调查的重要性和紧迫性 ,在原有基础上充分总结成功经验 ,弥补不足 ,进一步提高布依族调查的质量和水平 ,不仅关系到布依学研究的深入 ,也关系到布依族社会经济的持续、稳定和健康发展。
