韩中建交以来,双边关系分别经历了"发展阶段"(1992~1998年)、"构建阶段"(1998~2003年)、"提升阶段"(2003~2008年)等三个历史过程。现在,两国关系已经开始进入"强化阶段",即"充实、拓展两国关系内涵阶段"。中国外交部韩半岛事务副代表徐步对韩中建交20年给予了积极的评价。他指出:"在过去二十年间,两国加强了政治互信和战略沟通,韩国是第一个承认中国的完整市场经济地位的国家,是中国主要的贸易伙伴。两国间人员往来十分频繁,在处理国际和区域问题时始终坚持相互沟通与合作的原则。"建交21年来,两国关系取得了飞跃发展,但在诸多领域仍存在矛盾、摩擦。因此,本文在回顾两国关系发展过程中的一些摩擦,并为消除两国关系未来发展障碍提供两点建议。  相似文献

This article examines New Labour's policies of asset-based welfare in the broader context of financialisation. It argues that these are indicative of a mode of government concerned to alter individual outlooks and aspirations, and that asset-based welfare, as developed by New Labour, is primarily a strategy for enhancing financial literacy. Exploring and identifying the general contours of New Labour's reform of welfare provision (particularly the rise of conditionality and personalisation), the article presents a case study of the Child Trust Fund, its development and marketing. The article closes with reflections on the fate of such policies after the sub-prime mortgage crisis.  相似文献

Mark Thompson deplores the decline in the public trust of government and of public service institutions such as the BBC. But there has also been a decline in another form of trust: government's trust in the ability of professionals such as doctors and teachers to deliver high quality public services. And, unlike Thompson's type of trust, this decline was inevitable, because it was based on untenable assumptions concerning professional motivation. The author discusses the importance of trust in an unwritten constitution, including trust in the use made of public resources, trust that appointments are being made on merit, trust that the civil service is ‘speaking truth unto power’ behind the scenes and ultimately trust that it retains the ability to serve future governments. In a world where trust in institutions is diminishing, there are still surprising levels of trust in the world of private philanthropy. The public are only too ready to give donations without seeking to question, especially in the wake of major disasters. Yet the nature of aid agencies has changed dramatically in the past thirty years into major global enterprises with sophisticated media and marketing operations. In this case a greater degree of scepticism from those who donate and paradoxically less trust might actually result in better outcomes from aid and better use of funding. Trust is critical to the mission of the FCO. The public needs to trust the competence and sound judgment of the professional diplomats. The diplomats themselves need to be able to rely on the commonsense of their fellow colleagues. Ministers and diplomats need to trust each other. And other governments need to have confidence in the discretion of their British counterparts. This is an increasing challenge in the world of instant news. Trust can be quickly lost by indiscreet or self‐serving revelations. But the key is to be as open and transparent as possible about the processes of diplomacy. A new survey commissioned by the British Journalism Review demonstrates that public confidence in journalism has collapsed over the last five years. This is particularly true for the commercial broadcasters ITV and Channel 4, whose journalism has traditionally commanded as much public esteem as the BBC. Trust in the BBC and print journalists has also declined, and journalism suffered more than any of the other 16 occupational groups being assessed. This is partly due to the cumulative effect of various “fakery” scandals that have afflicted broadcasters over the last 18 months and partly down to a more widespread cynicism directed at those in authority.  相似文献

在以代议制为基础的现代国家中,作为名词的"代表"(角色)怎样产生,在技术上的难题大体解决;但作为动词的"代表"(行动)怎样运作,则存在重大分歧。无论是站在民粹立场,主张强制委托,还是站在精英立场,主张代表独立,都无法克服"代表"观念的内在紧张。事实上,代表与被代表者的拔河贯穿了整个代表关系,承认他们的不一致,努力重构二者之间的平衡,既防范代表的滥权(过热),又避免代表的无为(过冷),或许才是破解悖论的现实出路。  相似文献

The social capital theory holds that there is a positive relationship between social and political trust; however, despite the prominence of this postulation, this relationship has often been disputed among political scientists. While recent studies on advanced democracies have shown a strong positive relationship between social and political trust, studies on East Asian democracies, which previously showed a weak or negative relation, remain scant, separating these countries into their own category of new democracies. The motivation of this study is based on the importance of revisiting the relationship between social and political trust using recent data from one such country—South Korea—to determine the nature of this previously studied negative or weak relationship. The results of this study indicate that generalized social trust in South Korea is positively associated with political trust. This result is in line with recent findings in advanced democracies. While this positive relationship is consistent and significant across models, a greater portion of political trust is explained by economic and political performance, including factors such as the economy, corruption, inequality, and the welfare system, making institutional performance a critical predictor of political trust.  相似文献

中国当今刑事鉴定争议频发。其中当事人与办案机关鉴定冲突最剧烈、不满手段最多样,且其社会影响最大者,目前主要聚集在部分死因鉴定领域。该类鉴定争议既滋生过度重复鉴定,更促使部分当事人上访、闹事,一度还以此衍生出暴力性群体事件。死因鉴定争议的发生,主要源于影响鉴定意见可信性的一系列因素,而非仅因为、甚或主要基于鉴定意见的客观可靠性。因此,为重塑中国刑事死因鉴定的公信力,必须走向从实践出发的法律研究与制度建构立场,以回应办案部门创建、并亟须理论提炼与立法改良的“过程导向信任”的鉴定争议解决机制。其关键措施,是通过死因鉴定程序的开放性与当事人双方(包括其聘请的法医专家)的充分参与性,从而实现鉴定意见的可信性或当事人可接受性;并以此领域的鉴定争议解决为突破口,进行鉴定制度改革,以提升中国整个刑事司法鉴定的公信力与可信性。  相似文献

Abstract

The National Water Act of 1998 is the legislative framework for integrated catchment management in South Africa. It is a progressive legislation that advocates inclusion and aspires to narrow the agp of unequal access to water in South Africa. The legitimacy and representativity of the catchment management agency depends largely on the success of the process leading to its establishment. The dynamic between the creation of trust and the construction of water management institutions is examined. The article highlights the problems that have emerged in the attempt to reform management systems and concludes that water management bodies need to more assertively build trust and reduce shame relations particularly amongst ordinary water users.  相似文献
