Cuba has long had one of the lowest crime rates in Latin America and in the Americas generally. Incidents of crime against women such as rape and domestic violence, for example, appear to be lower in Cuba than in the rest of Latin America and the United States. Community organizations in Cuba play a significant role in controlling criminal activity by generating and sustaining citizen participation, generating an understanding of the nature of community crime, and helping to form partnerships for community policing. Cuba has attempted to obtain citizen participation in order to resolve social problems, including crime, by instilling a sense of community among its citizens and providing them with the structure of mass organizations that mobilize people on local, regional, and national levels. Residents attribute Cuba’s relatively low crime rate to the sense of community created and maintained by such mass organizations. This article focuses on the role that mass organizations and especially Committees for the Defense of the Revolution play in the Cuban experience of community policing and justice.  相似文献

全球化成为描述我们这个时代生存环境的重要术语,也成为中国发展现代性的“场域”,思考中国现代化发展的道路离不开“全球化”的时代背景。全球化本质上是“现代性”的全球扩张,现代性是文明面对现代化时的一种态度,是个人—群体应对现代化发展的一种文化心性结构,所以中国的发展要建构中国的现代性,呼唤文化认同的重构。全球化时代创造了一个差异相遇的场域,需要在文化对话中寻求文化认同的重构。  相似文献

中国国家主席习近平主席2014年7月3日对韩国进行国事访问,并与韩国总统朴槿惠举行了会谈,确认了韩中两国为"成熟的战略合作伙伴"关系。通过习主席访问韩国,韩中双方在政治、军事、经济、社会、文化领域的交流与合作等方面都取得了很大成果,尤其双方为共同应对日本歪曲历史问题而进行合作达成了协议,具有重要的意义。但是,为了韩中关系更长远的发展,也得考虑朝鲜、美国、日本等国家的因素。为了韩中两国关系的持久发展,重要的是为朝鲜半岛构建和平与统一的新的蓝图。两国共同领导才是推动南北关系改善、朝鲜半岛统一和东亚地区和平与稳定的核心轴。为了实现这个目标,应该尽快推进两国政府、两国学者之间的战略合作渠道和有创意性的战略性项目;还必须进行关于韩中历史问题的交流和对话,对一些历史问题进行共同研究。  相似文献

This article provides an in-depth exploration of the nature of the cultural shift in business norms in two former Soviet Union republics: Estonia and Belarus. While questioning the linearity of existing models describing social–cultural change and, drawing on Lotman's model (1990), the paper points to a complex interplay of past and present, Western and local traditions in the transformational context of the post-Soviet countries. The analysis is based on a set of semi-structured in-depth interviews with Belarusian and Estonian entrepreneurs, who conveyed their attitudes towards transition and current management practices in the region. Exploring the issue on both a temporal (pre-Soviet and post-Soviet) and a spatial (Western/non-Western) axis the paper discusses the relationship between the ‘importing’ and ‘exporting’ of values, which take place across each of them, and concludes with what the analysis can tell us about cultural transformation more generally.  相似文献

India, Brazil and South Africa constitute an important subset of Brazil, Russia, India, China and South Africa (BRICS) and emerging powers at large in a shifting global order. The article examines the capacity of these democratic BRICS to serve as a role model to the rest of the developing world, at a time when liberal democracy seems to be experiencing serious challenges and dislocations in the Global North. The article considers the important achievements of democratic BRICS, in terms of their individual performances as well as through active cooperation strategies through organisations such as the India, Brazil and South Africa (IBSA) Dialogue Forum. Attention is drawn to the inherent structural dilemmas confronted by democratic BRICS to serve as genuine role models, given their domestic weaknesses as well as inherent constraints on their collective action strategies. Our central argument is that these countries, individually and collectively, are likely to have a crucial bearing on the future of liberal democracy on a global scale.  相似文献
