公安院校交通技术实验室建设刍议——以四川警察学院为例

交通技术实验室是公安院校培养交通管理专业人才的重要支撑。合理进行实验室建设、充分发挥实验室作用是培养新形势下公安交通管理专门人才的关键。通过对四川警察学院交通技术实验室现状的考察，和实验室建设发展中面临的问题的分析，建议从开展科学统筹规划、加强实验技术队伍、校局共建、校际合作等方面加强交通技术实验室的建设。     

刑事科学技术专业综合实验实训的构建

刑事科学技术专业综合实验实训，是高度模拟公安实际侦破刑事案件的过程，要求学生从现场勘查、物证的发现、显现、提取、检验鉴定及物证鉴定文书的制作，到案情汇报全过程进行的训练。是以贴近实战为目标的一种综合实验实训教学模式。构建刑事科学技术专业综合实验实训，应明确实验实训的技术思路和较强的操作模式以及相应的保障措施。通过实践，开展综合实验实训教学对完善实践教学体系、增强综合实战能力、提高教学水平具有积极意义。     

四川汉族青少年面部中线软组织厚度的数字X线测量

目的测量四川汉族青少年(8～20岁)人群面部中线软组织厚度,探讨其生长发育变化规律,为法医人类学的面部重建提供的基础数据。方法选取974例(男496,女478)头颅侧位数字X线片,分13个年龄段(8～20岁),选择面部10个标志点的软组织厚度测量,并进行描述性统计学分析。结果四川汉族青少年人群面部10个标志点的中线软组织平均厚度,在青少年阶段大多数测量标志点随年龄增长而增厚;男女性面部中线软组织厚度统计学分析存在性别差异(P<0.05),在15岁之后差异增大,且LLI点显著差异性在9～20岁之间均存在(P<0.01)。结论四川汉族青少年面部中线软组织厚度有随年龄增长而增厚的趋势,男女面部软组织厚度存在性别差异。     

Digital Britain interim report: A step in the right direction?

The Digital Britain interim report was published on 29 January 2009 by the DCMS and BERR with the final report being due out in June. The Report divides itself into four areas for ‘action’; namely Digital Networks, Digital Content, Universal Connectivity and Equipping Everyone to Benefit from Digital Britain. The level of action proposed in each case varies widely and the Report has come under criticism for delivering little in the way of concrete promises or clearly defined strategy. This article summarises and analyses a number of the key purported actions from the Report in order to consider whether it is indeed an appropriate step towards an action plan that would secure the Britain's place at the forefront of the new media age.     

科技创新投入产出绩效的评价与解析——基于东北三省一区的相对分析

科技创新对东北老工业基地振兴特别是建设国家重要的技术研发与创新基地至关重要。运用对科技创新投入产出关系的实证模型,采用全国2005年数据进行经验检验,最后对东北三省一区科技创新投入产出绩效进行评价和分析,可得出如下结论:政府资金投入的增加会显著增加专利成果产出,大中型工业企业研发人员的增加会显著增加专利成果的产出,政府要增加对企业的科技资金投入比重,与大中型工业企业增加研究人员的投入相结合,以放大科技创新资金投入和人力资源投入的协同作用。     

Svalbard Global Seed Vault: a ‘Noah's Ark’ for the world's seeds

News about Norway's plans to establish a ‘doomsday vault’ for seeds in the permafrost of the Artic archipelago of Svalbard as a back-up for conventional gene banks reached the world press in 2006. The idea of a Global Seed Vault, which today is considered a ‘Noah's Ark’ for seeds, was previously regarded with suspicion and considered to be unrealistic. In 1989 the Norwegian government offered to construct an international depository for seeds in permafrost, but the initiative was sidelined in the agitated debates between developed and developing countries over access to and control of plant genetic resources. The realisation of the FAO International Treaty on Plant Genetic Resources for Food and Agriculture (2004) resolved some of the most difficult issues and made possible the launching of a new Norwegian initiative to safeguard some of the world's most important plant genetic resources for the future.
