海外华文教育的历史回顾与梳理

海外华文教育是中国语言文化教育在国外的一种延伸,是一种国际性的教育.海外华文教育自其形成至今,已有300多年的历史.海外华文教育的发展有其自身的特点和规律,本文首先界定了华文教育的概念,而后将其划分为形成、兴盛、不平衡发展、复兴、高涨五个阶段,并作系统研究.     

Improved recovery and reconstruction of DEFLATEd files

This paper presents a method for recovering data from files compressed with the DEFLATE algorithm where short segments in the middle of the file have been corrupted, yielding a mix of literal bytes, bytes aligned with literals across the corrupted segment, and co-indexed unknown bytes. An improved reconstruction algorithm based on long byte n-grams increases the proportion of reconstructed bytes by an average of 8.9% absolute across the 21 languages of the Europarl corpus compared to previously-published work, and the proportion of unknown bytes correctly reconstructed by an average of 20.9% absolute, while running in one-twelfth the time on average. Combined with the new recovery method, corrupted segments of 128–4096 bytes in the compressed bit-stream result in reconstructed output which differs from the original file by an average of less than twice the number of bytes represented by the corrupted segment. Both new algorithms are implemented in the trainable open-source ZipRec 1.0 utility program.

Libertad de expresión y discurso homofóbico en méxico: ¿es correcta la teoría constitucional de la suprema corte?

The article discusses a recent decision by the Mexican Supreme Court whereby damage resulting from the use of discriminatory language may in certain cases appropriately counterweight freedom of speech. The ruling expresses thesis at three different levels, all of them relevant from the viewpoint of constitutional theory. First, it expresses a vision of the kind of exercise the Court should deploy when reviewing sentences in amparo: it is a maximizing vision that the author considers to be fundamentally correct. At a second and third level, with different degrees of specificity, it proposes a particular constitutional reading for the revision of the case at hand. On this count and given the relevant historic-constitutional context, the article celebrates the Court's willingness to counterweight free speech with antidiscrimination-based considerations, though in terms of the sub-rules of decision used to pin down the general reading it identifies both successes and failures.

论警察讯问话语及其讯问权的限制——以犯罪嫌疑人人权保障为视角

警察讯问作为侦查行为中的一种重要方式,极易侵犯犯罪嫌疑人的人权,所以各国都对讯问程序设置了一系列规则,包括讯问时间、地点、方式和讯问权的适当限制等等.然而司法实践中的情况并不尽如人意,犯罪嫌疑人的人权没能得到有效的保障.基于此,拟从法律语言中的警察讯问话语角度出发,以犯罪嫌疑人的人权保障为视角,深入探讨警察讯问权的合理限制对保障人权的重要性.     

从借词看侗、汉语言的相互影响——以锦屏语言接触为例

以锦屏侗语、汉语方言为例,说明在民族杂居地区语言接触会导致大量的借词产生。但是双方借词在意义范围、词类、数量、借入途径上都存在着不小的差异,从中体现出语言影响的一般规律:在两种语言的接触中,政治、经济、文化以及使用人口占优势的语言,具有较强的影响力。     

从传统到近代的嬗变——曾国藩外交思想浅析

19世纪50-60年代,曾国藩在时局影响下,形成了颇具特色的外交思想.他提出了和戎与自强的外交战略;与此相适应,他提出了讲求诚信、谨守和约、注重实力等外交策略.这些主张多来源于传统,但又不同于传统,有其近代性倾向.总而言之,曾国藩的外交思想介于传统与近代之间,对中国近代外交思想的变迁起了一定的作用.     

动作语言在讯问中的作用、解读和记录

动作语言是用动作、表情、手势和眼神来表达含义的符号或代码系列,它能传达一个人的情绪和意志,人讲话时不可能没有动作或表情,在讯问中同样如此。准确把握动作语言,解读犯罪嫌疑人自觉、不自觉间动作语言的含义,并自觉运用恰当的动作语言辅以讯问,能有事半功倍的效果。讯问笔录亦应对动作语言有准确的记录。
