"More In Than Out": Switzerland's Association With Schengen/Dublin Cooperation

From the point of view of modes of governance and constellations of interdependence, EU research policy offers ideal conditions for the flexible inclusion of non‐member states: it is based on transgovernmental coordination through policy networks rather than supranational legislation, it follows scientific rather than political imperatives, and cooperation is in the interest of both the EU and of Switzerland. This article analyses the degree to which these factors have allowed for Switzerland's inclusion into the regulatory and organisational aspects of EU research policy, and highlights the limits of such flexible sectoral integration.     

'Neither man nor woman'? Female Transvestism,Object Relations and Mourning in George Moore's 'Albert Nobbs'

Heilmann offers a psychoanalytic reading of Moore's narrative of cross-gender impersonation 'Albert Nobbs'. First published in A Story-Teller's Holiday (1918) and later transferred to Celibate Lives (1927), the story features a woman who passes herself off as a man, until a chance meeting with another male impersonator happily equipped with a wife galvanizes her desire for a companion. Her inability to reveal the secret of her body to her prospective bride, however, coupled with the marked absence of any expression of sexual passion, leads to the break-up of the relationship, and Albert dies, a loner hoarding money in order to sublimate her thwarted longing for love. In this text the no (wo)man's land of cross-gender masquerade operates as a psychological marker of Albert's social (hence internal) lack of identity. An illegitimate child brought up by a nurse, she never knew her parents, whose absent presence was embodied by an allowance discontinued after their death. Drawing on Kleinian object-relations theory, Heilmann argues that Albert's (mis)performance of 'manhood' constitutes a subliminal quest for her missing parents, a desire always frustrated and ultimately displaced into the hard currency of material commodities. If Moore's story represents the female tranvestite as a castrated, sexless and depressed 'perhapser', an 'outcast from both sexes', fatherless and yet forever locked into a male-authored, patronymic text, Simone Benmussa, who in 1977 adapted the story for the stage ( The Singular Life of Albert Nobbs ), offers a more subversive reading of the female cross-dresser as a 'figure that disrupts' (Marjorie Garber) cultural categories and binary oppositions. The article ends with a consideration of Benmussa's revisionary strategies.

中东变局与世界主要大国中东战略的调整——兼论中国的中东外交

中东地区历来是大国战略博弈的重点区域。自阿拉伯国家陷入群体性动荡以来,美国、欧洲、俄罗斯等大国或地区力量围绕中东变局纷纷进行政策与战略调整。美国中东战略调整的根本目标是既要避免类似伊拉克战争的深度卷入,又要保持对中东事务的主导权。欧盟尤其是法、英两国对中东变局的积极干预使欧洲对中东事务的影响明显增强,欧盟正力图确立统一的中东战略,但其内部分歧不容忽视。俄罗斯中东战略的核心特征是原则性与灵活性相结合的实用主义外交,并极力维护其地缘战略利益和能源利益。中国应进一步增强对中东战略地位的认识,冷静客观地认识中东变局对中国国际环境变化的影响,并在坚持原则的同时适度扩大对中东事务的参与。     

大国为何竞相登月——空间时代的地缘政治解读

新世纪以来,世界主要力量掀起了新一波以登月为重要目标的空间竞争。月球在太空地缘政治结构中具有特殊的战略地位,它是下控地球空间的制高点,上通太阳空间的门户,而且月球是地球未来的战略能源基地、太空工业基地和科研基地,具有其它天体不可替代的战略价值。大国竞相登月,实质上是出于对月球战略地位与价值的长远考虑,进行超前部署,争夺制天主动权。     

'Not Proficient in Table-Thumping': Sir Ernest Satow at Peking, 1900-1906

Satow's diplomatic career was more multifaceted than the older, often Japan-centred, assessments of his work suggest. His period as minister to China especially has not been given the attention it deserves. His appointment to the Peking legation coincided with one of the most momentous periods in Sino-Western relations in the aftermath of the Boxer crisis of 1900. Satow exercised significant influence on the negotiations which led to the Boxer settlement of September 1901; and he proved to be a shrewd and skilful player in the Great Power competition for influence in China. The last two years of his term at the head of the Peking legation were taken up with steering British diplomacy through the turbulences caused by the Russo-Japanese War.     

两岸授权民间团体的协议行为研究

两岸协议行为是国家统一前,两岸特定民间团体接受官方授权或者委托,就解决两岸交往中衍生的具体问题进行商谈,达成相关协议的法律行为。两岸协议行为的产生有其内在逻辑——它源于秩序建构之需要,基于一中原则之确立,成于双向需求之均衡,在形式上具有民间性、事务性、功能性的特点。两岸法制的差异在很大程度上决定了两岸对协议行为的主体、授权及效力等的不同定位。现阶段,在祖国大陆,两岸协议无论采取何种方式加以实施,都只具有相当于部委规章或最高法院司法解释的效力。台湾当局将两岸协议定位为“准国际条约”、“准行政协定”,是其将两岸关系等同于“准国际关系”的必然结果,这种有悖一个中国原则的政策立场是台湾当局迄今拒绝回归“九二共识”的一个重要原因。
