Drastic Plastic and the Global Electronic Economy

This article considers the rise of cosmetic surgical culture against the backdrop of recent explanations that foreground celebrity culture and the consumer industries. By contrast to these mainstream accounts, the article contends that surgical culture has become increasingly interwoven with major institutional changes of the global electronic economy. Personal vulnerabilities in the workplace and wider new economy are explored in the context of people seeking to reinvent themselves and improve their life prospects through cosmetic surgery.

在全球化背景下,国家安全面临的外部情况复杂多变,互联网的快速发展对国家安全提出新的挑战,安全形势不容乐观。西方国家将青年学生作为意识形态渗透战略的首要目标,大学生的国家安全意识面临着前所未有的冲击。面对当代大学生相对淡薄的国家安全意识,我们要教育大学生树立新的国家安全观,进行民族忧患意识教育,构建高校国家安全教育的独立体系。     

The Homologous Evolution of Political Communication and Civic Engagement: Good News,Bad News,and No News

We examine the speed and extent to which members of the U.S. House of Representatives adopt emerging Web-based communication technologies. Given the growing centrality of communication for governance and the Web's growing role in effective public outreach, a rational actor approach would suggest that members of Congress should aggressively exploit online communication technology. And this should especially be true for freshman members. We test these expectations using two waves of data coded from the official Web sites of the U.S. House of Representatives, for the years 2006 and 2007. We observe that incumbents show considerable path dependence in their Web site technology adoptions, while the sites of the freshmen who won election in 2006 are largely independent of the Web designs of their corresponding predecessors. This independence does not mean, however, that freshmen are fully exploiting communication technology. Instead, the Web design practices of freshmen appear to be governed by the distribution of existing practices among incumbents, a process we label “distributional path dependence.” This surprising null finding suggests that members have Web-based communication practices that are governed by informal norms socially constructed among congressional offices and that the institution is slow to adapt to emerging communication technologies.     

The Hi-jacking of Global Society? An Essay

Abstract

Globalization is producing a global society of some sort. Three leading forms are on offer: Global Civil Society, Global Islam and Global America. This essay presents an analysis of globalization as a process, and then a discussion of each of the three possible forms, while recognizing that contingency prevails in history. With this said, the odds are against Global Islam succeeding. Rather, the most likely outcome seems to be the ‘hijacking’ of Global Civil Society by the US. The reasons for this are given, plus a glance at alternative possibilities.

论构建我国循环经济法律体系

循环经济法律体系是由构成循环经济法的全部现行的法律规范所组成的相互联系、相互补充、内部协调一致的统一体。构建我国的循环经济法律体系具有重要的理论意义。针对我国循环经济与循环经济法的发展现状,我国在构建循环经济法律体系的过程中主要应当根据循环经济的基本原理及其基本规律,结合法治的本质要求,以实体性原则为指导。构建的基本思路是以科学发展观为指导,处理好各种复杂的经济社会关系,在宪法的统率下不断完善循环经济基本法和各单项法律、法规以及加快地方立法。

在俄罗斯经济转轨过程中,中小企业的技术创新效果显著,中小企业成为俄罗斯经济走向复苏的增长点。俄罗斯的中小企业既有许多与市场经济发达国家相同的特点,又有自己的特色。为充分发挥中小企业在俄罗斯经济转轨中的作用和潜力,俄罗斯政府采取了积极有效的措施。政府扶持中小企业创业的重要目标之一就是保护并提高整个经济体科技潜力以及在制造业加强创新活动。     

经济全球化与公共行政发展的基本价值选择

经济全球化是今天各国经济、政治发展的重大背景,其影响之大不容忽视。但是由于各种因素的影响,今天的经济全球化现实还缺乏良好的透明度和平衡性,这对发展中国家来说带有极强的挑战性,公共行政也因此受到了重大的影响。官僚制作为传统公共行政的重要基石之一,随着信息化时代的来临正在经受世界行政改革大潮的挑战,效率问题再次成为世界公共行政改革的重要话语。在全球化进一步发展的今天,我们应该对追随西方、摒弃官僚制、实行效率优位,还是谨慎借鉴,吸纳官僚制,公平优位等基本价值的选择作出论断。
