对美国少数民族教育立法的初步研究

本文在实地调研及文献研究的基础上 ,对美国少数民族教育立法的内容、特点等问题 ,进行了初步的但属开创性的研究。并结合我国的实际 ,提出了加强我国少数民族教育法制建设的若干思考。     

新时代中小学民族团结教育的三个理论维度

民族团结是各族人民的生命线。中小学民族团结教育既是教育学意义上的知识传授,更是政治学意义上的共同体构建。文章基于民族政治学的理论视角,提出新时代中小学民族团结教育的三个理论维度:一是国家与社会关系层面的国民教育;二是自我与他者关系层面的启蒙教育;三是传统与现代关系层面的素质教育。由此出发,培育爱国主义的情结,播种多元一体的种子,提高适应变革的能力,民族团结教育才会是成功的。     

砂拉越华族族群母语教育与文化传承的维护:以古晋中华第一中学之兴办为个案研究

砂拉越位于婆罗洲,原为文莱属地,1841年白人拉惹政权建立后,大批华人在其招垦下移入砂拉越。在华文教育萌芽的初期,白人拉惹对其取自由放任的态度,直至20世纪20年代,因华人社会中的政治运动及海外华侨民族主义在各个华文学校的发展,才颁布学校注册法令,开始干涉砂拉越地区的华文教育。二战后,白人拉惹将砂拉越让渡给英国,新成立的殖民地政府急于统合境内各族群对砂拉越的认同,遂推动以英语为教学媒介语的国家教育制度,迫使砂拉越华文中等学校在改制成以英语授课的学校或独立中学之间做出选择。为保存族群母语教育,为华族子弟接受母语教育提供机会,在古晋地区创立的中华第一中学,决定成为一间华文独立中学。这间华文独立中学至今仍有千名以上学生,其校园中充满华族文化气息。本文对古晋中华第一中学的创立、发展、经营作一个案研究,期盼对吾人进一步了解战后砂拉越华族社会族群语言的维护及文化的传承有所助益。     

新世纪马来西亚华文教育研究综述

马来西亚是除中国大陆、台湾、港澳地区以外唯一保留华文教育体系的国家并且华文教育体系完备,具有鲜明的国别特点。对2000年以来马来西亚华文教育的相关文献进行梳理和归纳,主要是整体状况、学校、教材、课程、师资与学习动机六个主题。新世纪马来西亚华文教育总体呈现以下五个特点:华文教育的推广和国家建设之间的博弈;各层次华文学校皆在夹缝中生存;华文教材和课程体系不完善且水平参差不齐;华文师资紧缺且教师专业素质不高;华文学习动机体现了深层次的语言意识形态。马来西亚华文教育在华人的努力和奋斗下,整体上既有困境和挑战也有光明的未来,发展道路并不平坦,但由于各种国际和国内因素的交织,尚有较大的发展空间。     

Reappraising the French role in nineteenth-century Egyptian education

This article explores the origins of French influence in Egyptian education by examining the circumstances under which Muhammad Ali Pasha (r. 1805–1848) sent two organized student missions to study in Paris over other European destinations. In the history of modern Egyptian education, French influence on educational institutions is linked to persistent French imperial interest following their occupation of Egypt (1798–1801). French involvement in education was not initially a government project, but rather evolved to become a government project by the end of the Pasha's rule. Using historical evidence, I show that the first mission was a personal venture of ex-Bonapartists who desired to keep the spirit of the Napoleonic expedition alive through informal cultural imperialism despite the Restoration government's disinterest. The French government's official involvement in the second student mission of 1844 was motivated by their colonial interests in North Africa. Previous historians have projected those motivations backwards on the earlier period and that Egyptian choice to make use of French expertise and knowledge was a contingent one.     

Decomposing Audience Costs: Bringing the Audience Back into Audience Cost Theory

According to a growing tradition in International Relations, one way governments can credibly signal their intentions in foreign policy crises is by creating domestic audience costs: leaders can tie their hands by publicly threatening to use force since domestic publics punish leaders who say one thing and do another. We argue here that there are actually two logics of audience costs: audiences can punish leaders both for being inconsistent (the traditional audience cost), and for threatening to use force in the first place (a belligerence cost). We employ an experiment that disentangles these two rationales, and turn to a series of dispositional characteristics from political psychology to bring the audience into audience cost theory. Our results suggest that traditional audience cost experiments may overestimate how much people care about inconsistency, and that the logic of audience costs (and the implications for crisis bargaining) varies considerably with the leader's constituency.     

论我国缺陷产品召回法律制度的完善

2007年8月27日,国家质量监督检验检疫总局公布了《食品召回管理规定》和《儿童玩具召回管理规定》,使缺陷产品召回成为人们关注的热点。缺陷产品召回成本与召回法律制度有着密切的联系。从召回成本的角度来分析现有的法律,为我国召回法律制度的完善提供了一种新思路。
