Internet mediated crimes and theoretical approaches

Purpose: in the literature, the term ‘Internet crime’ has been coined to indicate the scenario in which a victim of homicide or other crimes is met through a chat room, and lured to death at the hands of the murderer. Various criticisms have been made of this new concept, on the grounds that the outcome is no different from that of other crimes committed without the use of Web resources, and so the method used has no particular influence. Indeed, it has been claimed that informatic crime just reflects a technological change in the nature of crime rather than a new form of criminal behavior attributable to the use of the Internet for criminal purposes. Method: our reflections were prompted by our experience as expert forensic psychiatry witnesses in three cases in which the aggressors had confessed to having had an exclusively virtual relationship with the victims, in which they spent a lot of time daily in a chat room. Conclusion: this scenario offers points for reflection on the nature of Web-mediated victim–aggressor interactions, to assess the effects on the planning and commission of the crime. Discussion. it’s our opinion that there really is such a thing as Internet-correlated crime, because in this case the quality and quantity of the Internet interactions progressively altered the men’s perception of the real relationship between themself and their victims.     

Administering a victim impact curriculum to inmates: a multi-site replication

While restorative justice has been the topic of much research, a specific type of program included in restorative justice, Impact of Crime (IOC) on Victims programs, has not been widely studied or assessed for effectiveness. This study examines IOC on Victims Curriculum Development Programs. Offenders from programs in California, Ohio, Tennessee, and Virginia were participants in this research. A four-state evaluation methodology was developed in order to assess the effectiveness of these programs in educating offenders about victims’ right and victim facts, as well as increasing their sensitivity to victims’ difficulties. The findings in this evaluation lend support to previous studies, indicating efficacy for IOC programs. Suggestions for future research are briefly discussed.     

Recidivist criminal behaviour and executive functions: a comparative study

This study sought to analyse the relation between executive functions and criminal recidivism. We assessed a set of cognitive abilities associated with executive functioning in a group of recidivist offenders (n = 19), primary offenders (n = 25) and non-offenders (n = 30). Our results, tested with nonparametric statistics and Monte Carlo method, revealed that there were no executive differences between both groups of offenders but, when compared with non-offenders, the recidivists showed a worse performance in Trail Making Test part B, and the primary offenders presented a significant lower score on Porteus Maze Test Age score. This study suggests that there can be a different pattern of executive functioning deficits associated with the offenders’ criminal record: recidivism may be more related to mental flexibility impairments and primary offenders’ antisocial behaviour may be aggravated by planning deficits.     

Linking past and future: cross-border development and quality of life in the Badakhshans

The 1895 Pamir Convention divided the mountainous region of Badakhshan into separate entities under Russian and British/Afghan influence, leading to a remarkable divergence in the development fortunes of a people once united by kinship. For those in today's Gorno-Badakhshan in Tajikistan, incorporation into the Soviet Union brought investments in education, health, physical infrastructure, and the economy. People living in Afghanistan's Badakhshan Province retained more political freedom but lived remotely within a feudal state where development investment was limited. In recent decades, both regions have experienced conflict that has affected their development. In this article, we use findings from quality of life assessments carried out by the Aga Khan Development Network to illustrate the stark differences between the Badakhshans. We discuss ongoing efforts to implement cross-border development programmes to improve quality of life in both Badakhshans, while noting that their success depends on a stable security environment in the region.
