Science and policy come together in the use of computer models for International Environmental Agreements (IEAs). We study a successful case in using Integrated Assessment Models (IAMs) in defining the long-range transboundary air pollution policies in Europe. In the light of the history of the LRTAP Convention of the UN-ECE, we consider the special circumstances which led to the success of the RAINS model that was employed. We find that the collaborative, self-aware and evolutionary character of the institutional framework built among the LRTAP Convention, IIASA and the EU facilitated the successful adoption of RAINS. We also show how the limits of computer models, fully recognised in this case by producers and users, leave issues of uncertainty, distribution and ethics unresolved. When facing international negotiations, several coalitions might emerge. An analysis of the situtation is done in terms of First-Comers and Late-Comers in Environmental policy, the first group undertaking the initiative to formulate international policies on issues that are of concern to themselves and for which they have acquired technologies, models and know-how, while the second group is just following international policy and most often viewing it as a constraint. This is discussed in the example of the Spanish participation in the negotiations about sulphur emissions in the buildup to the Oslo Protocol. The adoption of the precautionary principle is often being used as a way to handle uncertainty when facing urgent policy responsibilities for environmental issues.  相似文献

The call for ‘national self-determination’ exercised enormous moral attraction during and after the First World War but at the same time also caused tensions between individual national groups, especially in ethnically mixed East Central Europe. This article examines the function and importance that the Lithuanian Taryba attached to national minorities during its existence. It illustrates the problematic attitude of the Taryba concerning the minorities from the onset. The Lithuanian example obviously cannot be seen as unique in Eastern Europe. In that respect the founding fathers of the modern Lithuanian state hardly differed from the trend of their era.  相似文献

The historical roots of the prevailing hypothesis about the main causes of high infant mortality in Europe in the last four centuries are presented in detail focusing on German sources and publications. Assumptions about infections being the main cause of deaths during infancy clearly need to be reevaluated. The terminology of early sources has passed many steps of translation and interpretation. In the old church registers, wording in the local vernacular merely described the most visible symptoms before the final stages of diseases. Scientific medicine and its terminology repeatedly went astray before real pediatric competence was acquired in the nutritional physiology of infants. The combination of different kinds of evidence points to serious flaws in the prevailing hypothesis, while source data and publications confirm a different conclusion: inadequate nutrition due to early weaning and unsuitable substitute food caused the specific set of symptoms described in the historical sources. Medical evidence about infant malnutrition in developing countries supports this new interpretation.  相似文献

Comparative and international public administration research in the United States (US) has enjoyed moments of both prestige and inattention over the last several decades, variation that is important in that it reflects the efforts of a scholarly field to contribute to improved individual and organizational performance. These contributions are, in and of themselves, worthy of attention and critical reflection. This article examines public administration research focused on the Network of Institutes and Schools of Public Administration in Central and Eastern Europe region published in US-based academic journals from 1997 to 2012, discussing trends that have characterized empirical and conceptual research during that period. The article analyses the responses of three established European powers, France, Britain and Germany, to a world of rising regional hegemons. It argues that Europe as a region remains unique as it consists of three regional powers of similar material and ideational power resources and is the most institutionalised region worldwide. The current transformation of world power configurations, debated in competing visions of global order, challenges Europe's central place. Facing gradual marginalisation, the foreign policy adaptations of Germany, Britain and France have been insufficient and remarkably static. Old foreign policy identities still play a significant part in European self-perceptions. However, views are gradually changing as the world becomes more heterogeneous. Among the emerging regional powers, China, India and Russia are perceived as decisive global players. Other rising powers are viewed as mainly regional and, hence, more manageable actors. Finally, the article calls for a general shift in European attitudes towards the non-European world and argues that European powers should overcome traditional Euro-centric world views. Rather, they should start to engage with rising powers in a serious discourse over common global responsibilities.  相似文献

Theories of multi-level and network governance have been applied to changes derived from processes of Europeanisation. These theories reflect vertical and horizontal interdependencies which may erode the power of the central state vis-à-vis supra-national and regional layers of governance. This paper suggests that through the enlargement process institutional adaptation has been uneven and led to the creation of a democratic deficit. It suggests that metaphors of asymmetry or variable geometry better reflect the reality of fluidity and dynamism in the distribution of powers at differing territorial levels in accession states.  相似文献

In this study we aim to compare the public perceptions towards informal patient payments in six Central and Eastern European countries (Bulgaria, Hungary, Lithuania, Poland, Romania and Ukraine). Overall, around 35–60% of the general public in each country has ever made informal payments, though informal cash payments are perceived negatively, mostly as corruption. In-kind gifts are often seen as a token of gratitude. However, significant differences among countries are observed. Despite the public support for the eradication of informal payments, there are population groups who favor their existence and this should be taken into account in policy-making.  相似文献

The article looks first into the nature of the relations between Germany and the CEE countries a decade since the accession of the CEE countries to the EU. The relations are characterized as normalised and intensive with diverse levels of closeness and co-operation reflecting of the conceptual and ideological compatibility/differences.Next, the article focuses on the German attitude to the euro zone crisis. Germany has become a hegemon in the rescue effort aimed at stabilisation and economic invigoration of the euro zone. However, German hegemony has developed by default, not by design: her leading position is linked with considerable political and financial costs. Germany moved central stage and took the position of a reluctant hegemon. However, German role is contested internationally (it has not the support of the French government in key areas) as well as internally (particularly by the Federal Constitutional Court and the Bundesbank).The article argues that the new situation makes the German–CEE relations increasingly relevant for both sides. The German leadership of the EU increasing split along the north–south divide requires backing by the Northern group countries to which the CEE in general belongs. Given a number of reasons the CEE countries implement three distinctive strategies of co-operation with Germany in European politics. Also military co-operation, which remained rather limited so far, may receive new impulses, given the financial austerity.  相似文献
