ABSTRACT

Despite their common history, Central Europeans have never had a coordinated or consistent position on the issue of European defence and are now, in fact, drifting further apart. Today, some states consider themselves exposed to a threat from Russia while others do not have the same perception and are even moving towards closer cooperation with Moscow. However, the most important factor shaping the positions of Central Europeans is the current, still very loose state of the European Union’s defence policy. As long as the Common Security and Defence Policy (CSDP) remains focused on providing security and stability to other parts of the world and weak on defending the EU area, Central Europeans will refrain from truly committing to it.  相似文献

Ministerial portfolios are the most obvious payoffs for parties entering a governing coalition in parliamentary democracies. This renders the bargaining over portfolios an important phase of the government formation process. The question of ‘who gets what, and why?’ in terms of ministerial remits has not yet received much attention by coalition or party scholars. This article focuses on this qualitative aspect of portfolio allocation and uses a new comparative dataset to evaluate a number of hypotheses that can be drawn from the literature. The main hypothesis is that parties which, in their election manifestos, emphasise themes corresponding to the policy remit of specific cabinet portfolios are more likely to obtain control over these portfolios. The results show that policy saliency is indeed an important predictor of portfolio allocation in postwar Western European parliamentary democracies.  相似文献

Britain decided to join the European Community because its postwar, postimperial policies had failed and successive Governments saw no viable alternative. After ten years of being denied entry by De Gaulle, Britain joined on disadvantageous terms and with the British political parties, and the British people, deeply divided. Accession did not resolve the underlying issues and Britain's first year of membership saw an unprecedented oil crisis, bad relations between Britain and the United States and the demise of the British government led by Edward Heath. The underlying issues which had not been resolved in the accession negotiations were reopened by Harold Wilson and later by Margaret Thatcher. Martiniello looks at the ethnic and post-ethnic identities that are being created, reproduced and asserted in the European Union, and how they are linked to ideas about citizenship and belonging in a new type of political society that might be called a 'non-state'. His discussion falls into two parts. First, he presents a critical view of European culture, identity and citizenship as they are now, for the most part, conceived. He then briefly presents David Hollinger's view of post-ethnicity in the United States, and tries to see what we can learn from it for a European context. In conclusion, he claims that the post-ethnic perspective is a rich and normative one that can help us to envision a future democratic, multicultural and open Europe  相似文献

Abstract

From the moment the Berlin Wall came down scholars and politicians around the world expressed concern about an upsurge of extreme-right politics in Eastern Europe. Dramatic events like the Yugoslav conflict and even the so-called ‘velvet split’ of Czechoslovakia only strengthened this fear. Despite these many general warnings about the rise of extreme right parties (ERPs) in Eastern Europe very little empirical work has appeared on the subject. Mudde's article provides an analytical tool which will help to further understanding of the extreme right in the region. It presents and applies a fairly straightforward typology of ERPs in Eastern Europe based on the (ideological) character of the parties. The pre-Communist ERP locates the origin of its ideological identity in political parties and ideas of the pre-Communist period, generally harking back to national-conservative, monarchist, or indigenous or foreign fascist ideals. The character of the party might be expressed in the open espousal of pre-Communist ideas or by using the associated ‘folklore’, while in some cases there might even be continuity in personnel or organizations (often through the émigré community). With the notable exceptions of Croatia and Slovakia, pre-Communist ERPs have remained marginal in post-Communist political life. The Communist ERP looks for ideological inspiration in the Communist period and includes nationalist splits of the (former) Communist parties as well as new parties that combine a nationalist ideology with a nostalgia for Communist rule. They are mainly successful in countries where the Communist regime had a strong nationalist undercurrent and the party is still in the hands of hardliners (e.g. Romania and Russia). Post-Communist ERPs, finally, locate the source of their identities in the post-Communist period: these organizations are new and their focus is on current political issues. They harbour no feelings of nostalgia, either for the pre-Communist or the Communist period. Post-Communist ERPS have developed in most East European countries but, although some have achieved remarkable electoral successes, in general they have been only moderately successful (similar to ERPs in Western Europe).  相似文献

ABSTRACT

The point of departure of this paper is the polarization of ways of thinking about antisemitism in Europe, between those who see its recent resurgence and those that affirm its empirical marginalization and normative delegitimation. The historical question raised by this polarization of discourses is this: what has happened to the antisemitism that once haunted Europe? Both the current camps—‘alarmists’ and ‘deniers’, as they are sometimes known, or, perhaps more accurately, new antisemitism theorists and their critics—have the strength to challenge celebratory views of European civilization. One camp sees the return to Europe of an old antisemitism in a new and mediated guise. The other sees the return to Europe of a rhetoric of antisemitism that is not only anachronistic but also delusory and deceptive. Overshadowing this debate is the memory of the Holocaust and the continuing presence of the Israel–Palestine conflict. The aim of this paper is to get inside these discourses and deconstruct the dualism that generates homogenizing and stigmatizing typifications on either side. The spirit of Hannah Arendt hovers over this work and the question of the meaning of her legacy runs through the text.  相似文献

Given the unprecedented scale of intergovernmental development funding and the importance of institutional quality for human well‐being, it is imperative to precisely understand the impact of development funds on corruption. In Europe, European Union (EU) Funds provide a boost to public spending in recipient member states while introducing additional corruption controls. We investigate whether EU Funds increase high‐level corruption in the Czech Republic and Hungary in 2009–2012. We analyze newly collected data from over 100,000 public procurement contracts to develop objective corruption risk indicators and link them to agency level data in the public sector. Propensity score matching estimations suggest that EU funds increase corruption risk by up to 34 percent. The negative effects are largely attributable to overly formalistic compliance and EU Funds overriding domestic accountability mechanisms in public organizations entirely dependent on external funds. The policy implications are profound: governments should reduce barriers to market entry by lowering red tape and prevent excessive concentration of funds.  相似文献

ABSTRACT

Historians and social scientists generally understand nationalism to be the defining feature of fascism. Kunkeler's study challenges that assumption with his examination of Swedish fascist movements through the notion of self-identification. Using fascist periodicals, he traces the development of Swedish fascists' identification with the movement—in relation to matters of race, nation and the signifiers of ‘fascism’ and ‘National Socialism’—from the early 1920s, when an overt attachment to Mussolini's project was evident, through a National Socialist phase showing cautious commitment to Nazi Germany, and ending with a final phase of strategic anonymity. In the face of criticism that fascism was an alien import, Swedish fascists adapted their public profile to accommodate such national sensitivities, developing a racialist ideology that was not confined by national borders and was believed to be more in tune with Swedish political culture at the time. When public opinion turned decisively against ‘international fascism’ in the mid-1930s, they were forced to discard the name and image of ‘fascism’ altogether and enter a final phase of public anonymity that, in any case, involved no significant ideological metamorphosis.  相似文献
